A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AUTHORIZING THE EMERGENCY EXPENDITURE OF FUNDS FOR THE PURPOSE OF MAKING IMPROVEMENTS TO THE CITY'S WAWERWORKS SYSTEM, AND DECLARING AN EMERGENCY. * * * * * * * * * * * * * * * * * WHEREAS, as a result of unforeseen damage to one of the water wells of the City, it has become necessary for this Council to act &t once to authorize an expenditure of City funds to repair said water well in order to preserve and protect the public health of the citizens of the City; and vlliEREAS, as a result of the emergency nature of such expenditure, there is not sufficient time to publish notice for competitive bids for such repairs; and WHEREAS, this City Council now wishes to authorize the City Manager to expend such funds as are necessary to make repairs necessary to insure that the water well of the City is restored to a condition necessary to supply safe and potable water; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: 1. That the City Manager of the City is hereby authorized and directed to seek bids from qualified contractors for work necessary to repair the water well of the City and is further authorized to select and accept the best bid so submitted. 11. That the Mayor and the City Secretary are hereby authorized to execute and attest such contract as the official act and agreement of the City of Schertz, Texas. III. The City Manager, before selecting a contractor, shall seek proposals from at least three (3) contractors that he determines are available to furnish the necessary work and who, in his determination, are generally recognized as contractors with experience in the area of water well repair. IV. That this resolution is hereby passed as an emergency measure, to be effective immediately upon enactment, such emergency being that the repairs to be made with the funds herein authorized are required as soon as possible for the preservation of the public peace, property, health or safety.
