ATTEST: ~~ Deputy City Secretary, City of Schertz REGULAR MEETING OF THE CITY COUNCIL NOVEMBER 6, 1984 The Schertz City Council convened in Regular Session, Tuesday, November 6, 1984, at 7:00 P.M. in the Council Chambers, 1400 Live 0 Oak Road with the following members present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe, Hal Baldwin, Ross Hoover, Adolph Aguilar and Ken Greenwald. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Mayor Sawyer welcomed the citizens to the meeting and said that he had invited Ssgt. Armando Sota of the Marine Recruiting Station he e to proclaim the week of November 4 through 10 as Marin Corps Week in the City of Schertz. Ssgt Sota accepted the procamation and recognized City Manager Jimmy G. Gilmore as a Marine. He then present Mr. Gilmore with a Marine Corps recruiting lapel pen. il APPROVAL OF MINUTES: A. Special Meeting of October 10, 1984 and B. Regular Meeting of October 16, 1984. Mr. Greenwald ~d to approve the minutes of the Special Session of October 10, 1984 and the Regular Session of October 16, 1984. NAYS: None #2 HEARING OF RESIDENTS: None o ..,...... ,-; ".........-.l!''-... ,-;j;t,:i" ,_..~< f1 , #3 ORDINANCE: Mayor Sawyer introduced an ordinance as an emergency measure levying and assessing all taxable property and setting the tax rate for 1984. He read the caption as follows: ORDINANCE NO. 84-T-24 AN ORDINANCE LEVYING AND ASSESSING ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF SCHERTZ, TEXAS FOR THE YEAR 1984, PROVIDING THE BASIS OF ASSESSMENT OF 100% APPRAISED VALUE AND PROVIDING FOR THE COLLECTION THEREOF AT THE RATE OF $0.44 ON THE ONE HUNDRED ($100.00) ASSESSED VALUATION AND DECLARING AN EMERGENCY. Mr. Sharpe moved to approve this ordinance setting a levy of $0.44 per hundred dollars as tax rate for 1984. Mr. Baldwin seconded the motion, whlch carried as follows: AYES: Councilmen Sharpe, Baldwin, Hoover, Aguilar and Greenwald. NAYS: None #4 RESOLUTION: Mayor Sawyer introduced and read the caption on a resolution as follows: ~:"'i. 1:' RESOLUTION NO. 84-R-14 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, AMENDING THE CITY DEVELOPMENT PLAN-STREET SYSTEMS. Mr. Greenwald moved to approve the resolution by the City Council amending the City Development Plan-street system. Mr. Aguilar seconded the motion, which carried with the following vote: AYES: Councilmen Sharpe, Baldwin, Hoover, Aguilar and Greenwald. NAYS: None #5 EXECUTIVE SESSION: None needed. ..J- #6 CITY MANAGER'S REPORT: A. Concerning the intoxilizer, Chief Keith has contacted the department that controls all the machines in Bexar County and was told that we can use the one in Universal City if we have an authorized officer. It would cost about $5,000 to purchase a machine, plus $500 to $700 a month for a supervisor. Guadalupe County says that they cannot take care of any more machines at this time. Mr. Gilmore said he did not have costs for schooling at this time but does know the officers would have to be recertified annually. \1 \.. "-.- / ! - , Zoning has recommended a 500 foot wide strip on each side of the proposed Live Oak Road extension as general business. The majority of the rest is proposed to be R-2 single family, with the appropr iately placed mobile home and some R-4 Multi Family districts. Council asked that appropriate maps be made available as well as the areas be identified on the aerial map in the Council Chambers. #5 CITY MANAGER'S REPORT: A. Mr. Gilmore said that the negotiations on the litigation has been going very much as stated by the attorney during executive session. B. He handed out copies of the last proposed firearms ordinance and asked Council to study it and make any suggested changes. A firearms ordinance is needed very much in the City but the last Council thought this one was too restrictive. #6 ITEMS BY COUNCIL: Mr. Sharpe gave a report of the Corridor Transportation Task Force Meeting he and Mr. Gilmore attended. He also reported on a meeting he had attended on the Edwards Acquifer. Mr. Sharpe reported that a lady from Schertz called Channel 4 TV about a vendor going off and leaving the job uncompleted. He r- asked about vendors coming from San Antonio out to our city. Mr. Gilmore said they have to get a permit, which includes a background investigation from the police and gives them the hours they can solicit door to door. Mr. Sharpe showed a vehicle sticker Oak Forest residents had made up for their Crime Watch Program. Mrs. Krause was asked to get information to Council on the proposed stickers for Schertz. Mr. Greenwald said the Planning and Zoning members got a very good briefing from Mrs. Stewart and her husband and the Chief of Police regarding Cr ime Stop programs. P&Z is recommending the people come to the City Manager with a letter saying where they want the signs. The signs to be on speed or street signs only. Mr. Greenwald said that Buffalo Valley Youth Association want to come to Council with their contract renewal and he had recommended the Workshop of December 12th. Mr. Greenwald also asked that the proposed names for both FM3009 and Live Oak Road again be discussed at the next Workshop. He also wanted to know the status of the Procedures for Public Hearings. r- MR. BALDWIN ARRIVED AR 10:10 p.m. ~ fl0 Mr. Gilmore said the total improvements to the Animal Shelter that were discussed is about $18,000, which is prohibitive. We do want to asphalt but the rest will have to wait for now. #7 ITEMS BY MAYOR: Mr. Sawyer said he had visited the Animal Shelter and it sure looks a lot better - it has definitely been improved. i8 ADJOURNMENT: There being no further business to come before Council, Mayor Sawyer declared the meeting adjourned at 10:26 p.m..
