REGULAR MEETING OF THE CITY COUNCIL
NOVEMBER 20, 1984
The Schertz City Council convened in Regular Session, Tuesday,
November 20, 1984 at 7: 00 p.m. in the Council Chambers of the
Municipal Complex, 1400 Live Oak Road with the following members
present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal
Baldwin; Ross Hoover; Adolph Aguilar and Ken Greenwald. Staff
present were City Manager Jimmy G. Gilmore and City Secretary
June G. Krause.
#1 APPROVAL OF MINUTES: Mr. Aguilar asked that the
following corrections be made to the minutes of the Special
meeting of October 21, 1984:
Item #4 - the next to the last sentence should correctly read:
"He explained that several large pieces of property had been left
off the certified roll."
Item #8 - the next to last sentence in item #8 should correctly
read: "He advised that a gentleman might be at the next council
meeting to find out what was to be done about the shot being
fired along the creek."

Mr. Aguilar also asked that the first
#6 be corrected to read as follows:

Mr. Aguilar moved the minutes of the Special Meeting of October
25, 1984; the Special Workshop of October 31, 1984; and the
Regular Meeting of November 6, 1984 be approved as corrected.
Mr. Greenwald seconded the motion which carried as follows:

#2 HEARING OF RESIDENTS: Mr. Glenn Prochnow addressed
Council advising of his concern about the proposed mobile home
park being planned along FM 3009 in the City of Cibolo's ETJ. He
said he felt it would be detrimental to the surrounding property,
bring in crime and transient persons. He asked what he could do
to fight this and was told that he could get together with his
neighbors and approach the Cibolo City Council with his concerns.
Mr. Gilmore advised that the developers along FM 3009 have
organized and have hired an attorney and have gone before the
Cibolo Council with their opposition. The Cibolo Council will be
meeting one or two more times before making a decision and this
r- group will again voice their opposition. Everyone voicing their
opinions will help. Council advised that they are also concerned
about this proposed development as they have worked hard to make
FM 3009 the type of area for which everyone could be proud.

i3 APPOINTMENTS: Mayor Sawyer said that the appointment of
Schertz Housing Authority members is the prerogative of the 0
Mayor; however he prefers to have Council agree with the
appointments. He asked if anyone objected to him appointing . ;
Jerry Bortel and Eric Crugnale to serve another two year term on -
the Housing Authority Board. Council had no objections.
.4 PUBLIC HEARING PROCEDURES: Mr. Gilmore pointed out that
now is the time to set public hearing procedures before we get to
the point where growth will make it harder to set up procedures.
He then presented procedures, which the Council had tentatively
agreed upon, for consideration.
Mr. Greenwald moved to accept the Procedures for Public Hearings
as presented. Mr. Hoover seconded the motion, which carried with
the following vote:
AYES: Councilmen Sharpe, Baldwin, Hoover, Aguilar and
Greenwald.
NAYS: None
.5 EXECUTIVE SESSION: Mayor Sawyer called an executive
session under Article 6252-17 of Vernon's Texas Civil Statutes at
7:20 p.m. to discuss with our attorney some possible litigation.
The Mayor reconvened the Regular Meeting at 7: 58 p.m., stating
that the City Manager had been given certain instructions.
.6 CITY MANAGER'S REPORT: A. The City facilities will be
closed Thursday and Friday for the Thanksgiving holidays.

B. Mr. Gilmore gave an update on the 135 water line project,
saying that construction is now progressing well.
17 ITEMS BY COUNCIL: Mr. Greenwald said that the subject
had been brought up several months ago and he notices on the
present monthly reports that false alarm calls to the same
business are excessive. Mayor Sawyer asked that this be an item
on the next workshop agenda.
Mr. Aguilar pointed out that some of the figures on the Water &
Sewer Department report do not compute correctly. The City
Manager to check this with department head.
Mr. Baldwin asked if staff would check with Universal City on the
man that does their health inspections to see if he could also do
inspections for Schertz.
Mr. Baldwin announced that on December 11th there would be a
celebration renaming O'Henry Jr. High School and all Council will
be getting an invitation to the dedication of Ray Corbett Jr. 0
High School.

Mr. Baldwin also said the School District will be setting their
tax rate on the 29th of November. There was a large croud at the
public hearing but they were not all anti.
Mr. Sharpe said that Cibolo has had some discussion about their
wate.... contract and he felt we should have them at the next
workshop to talk about some options, etc. Mr. Gilmore said their
Mayor called him to discuss the contract and Mr. Gilmore said
only if we can put everything in writing. Council had no
objections to the City Manager dealing with the Mayor of Cibolo.
Mr. Sharpe had a report on Economic Task Force for the Corridor -
they will be surveying the area to see what we have. If anyone
has a specific person they feel they should talk to, just let Mr.
Sharpe know.
Mr. Sharpe also called attention the the semi-annual meeting of
Alamo Area Council of Governments on the 12th of December,
stating that he wanted to attend. Mr. Gilmore and Mr. Aguilar
also plan to attend.
There will be a meeting in Deer Haven Thursday night to set up a
Neighborhood Watch program. They want a decal similar to the one
the City is working on. Concerning the decal for the City, Mr.
Gilmore was asked to divide the city into sections for the color
coded decals. Council discussed the placement of these decals on
the vehicle; namely the left rear bumper, and the need for press
releases.
#8 ITEMS BY MAYOR: Mr. Sawyer said he drove down FM 1518
and noticed a lot of construction going on the right hand side.
It may be in Universal City's ETJ but the City Manager is to
check it out.
#9 ADJOURNMENT: Mr. Hoover moved the meeting be adjourned
at 8:32 p.m. Mr. Sharpe seconded the motion, which carried
unanimously.
