SPECIAL MEETING OF THE CITY COUNCIL
JANUARY 16, 1985
The Schertz City Council convened in Special Workshop Session,
wednesday, January 16, 1985, at 7:00 p.m. in the Conference Room
of the Municipal Complex, 1400 Live Oak Road with the following
members present: Mayor Earl W. Sawyer, presiding; Charles B.
Sharpe; Hal Baldwin; Ross Hoover; Adolph Aguilar and Ken
Greenwald. Staff were City Manager Jimmy G. Gilmore and City
Secretary June G. Krause.
#1 HEARING OF RESIDENTS: None
#2 Council to discuss an agreement with Mr. Gary Davis,
Conculting Sanitarian.
Mr. Gary Davis, Consulting Sanitarian discussed what services he
would perform for the City other than regular health inspections
of food establishments. These would include Day Nurseries,
swimming pools, Foster Home Child Care, etc.. Mr. Davis said he
is a Professional Sanitatian registered with the State of Texas.
In discussing the inspection form both Mr. Davis and Council
agreed a narrative portion on the form would be preferred rather
than just a check type form.
Mr. Gilmore was asked to get copies of ordinances from TML, to
have along with the one from Universal City for discussion at the
next workshop. Mr. Davis said he would be glad to devise a form
for review also.
#3 Discussion of vehicle decal distribution. The decals
were on hand for inspection. There are eight different colors of
1000 each color. The Chief of Police is to divide the city into
eight sections and recommend where the decals should be placed on
each vehicle. Council discussed furnishing two decals free to
each family and charging 25 cents for each additional decal per
family.
#4 Bell Ringer items. Council discussed the various items
on the Bell Ringer list and recommended changes as follows: (a)
item 4 C. to read "Woodland Oaks"; drop item 4 F; change item 6
to read "Chamber of Commerce"; and drop item 19.
#5 Discussion of naming FM 3009. Mr. Baldwin suggested
using "Jack Hays Boulevard" since he was the first Texas Ranger
and was born and raised . in Guadalupe County. Mayor Sawyer
suggested that we might be able to get some type of historical
marker. Mr. Gilmore was to check with the Texas Rangers to be
sure they have no objections to using the name. This item to be
discussed again at a workshop.
#6 Discussion of FM 3009 Overlay. Mr. Gilmore presented a
suggested Special Overlay District FM 3009 for Councl
discussion. This is one the Planning and Zoning Commission has

been discussing and will be used at the public meeting on this
subj ect to be held sometime in February. Council discussed at
length section III E Sign Restrictions. No. 7 under this section
was changed to read: "No signs, banners, pennants or flags will
be displayed except the flag of the United States of America and
the Texas flag." Mr. Gilmore advised that he would have Mr.
Harris, City Attorney, check this document before the public
meeting.
#7 EXECUTIVE SESSION: None needed
#8 CITY MANAGER'S REPORT: No report given
#9 ITEMS BY COUNCIL: Mr. Sharpe reminded Council that
although they had increased salaries for City employees during
the budget process, they had not for the City Manager and City
Secretary. Mayor Sawyer said they need to keep in mind that
these two are basicly Council employees and that he thought a 5%
increase was included in the budget. After further discussion, it
was decided to put this on the next agenda, giving the City
Manager a 5% increase and the City Secretary be increased to
$20,000, both retroactive to October 1, 1984.
Mr. Sharpe reported on a meeting he attended,at Retama Polo
Center ,of the San Antonio-Austin Corridor Council. There was
some discussion about the budget with suggestions of an increase
of 50%.
Mr. Aguilar advised there would be a meeting January 30th at
Universal City Hall about the Energy Advancement, Incorporated
system.
Mr. Hoover asked if there was any damage during the snow storm.
Mr. Gilmore said there was very little damage, only City property
was the Library front entrance cover. City Personnel put in 139
hours of overtime between the Public Works and Fire Departments.
Mr. Greenwald asked if we have heard anything more on the
condemned house on Main Street. Mr. Gilmore said the property
has changed owners again, with the new owner being in San Antonio
and it is being pursued with vigor.
Mr. Greenwald said more information will be coming later, but the
opening date for BVYA will be April 26th.
Mr. Greenwald brought up the subject of the portable signs being
placed allover. We allowed one and now there are many. Mr.
Gilmore is working on that also.

#10 ITEMS BY MAYOR: Mayor Saywer reported on a Council of
Mayors meeting. They want to set up a meeting in Guadalupe
County to discuss the Energy Advancement, Incorporated approach
to trash burning. It would cost about 67 cents per capita. Mr.
Gilmore said the 67 cents would go through Gutierrez and he could
pay the 67 cents and still make money at the present rates.
Mayor Sawyer asked that copies of their booklet be made for
Coundi1. The meeting is set for January 30th at the U.C. Council
Chambers and it would be wise if all Councilmembers could attend.
#11 ADJOURNMENT: Mayor Sawyer declared the meeting
adjourned at 8:43 p.m.
