The following members were present: Mayor Pro Tem Hal Baldwin, presiding; Charles B. Sharpe; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Absent: Mayor Earl w. Sawyer. Mr. Gilmore asked if Maske Road and up to I35 could be used as a utility corridor and Mr. Hines agreed it would be with a twenty to twenty-five foot easement. Mr. Aguilar asked if the rumor is true that the power company was excluding costs to developers if they did not brillg in gas. M~. Hines said yes, they have been doing that forZO 'years. Mr. Gilmore said Mr. Tom Weaver was here to update Council on their expansion plans. Mr. Weaver showed on the map the present are of Cibolo Creek Municipal Authority (CCMA). He said that several weeks ago he had a call from Austin saying that GUADCO II had applied for a permit. Mr. Weaver said he had talked with Mr. Gilmore about perhaps serving Mr. Forbes on Schwab Road, this is a large area of Schertz that needs sewer service. He estimated tnat oy putting in a lift station, two forced mains and using gravity flow, the cost to provide service to this area would be approximately $1.4 million dollars. The proposal would include some type of joint proposal between GUADCO .1 and .2 and the City of Schertz. CCMA will serve areas outside theic area if.. GBRA will release the area to them; if they can get their boundaries changed through the' :legislature and if the parties' 'requesting service will pay the costs. Mr. Weaver said he recommends that whenever anyone connects on to the line~ they-wQula pay $700 fee. Mr. Gilmore said the City has an extension policy to recoup. When Mr. Gilmore asked if Council had any objection to pursueing this project, Council agt"eed' he ~should proCeed. ' . " ... , . . 14 Discussion of an ordinance amending the Southern Standard Building Code by eliminating wood shingles and revising Section 1104.5(b). This ordinance will also be coming up for final consideration at the next meeting. .5 Discussion of an ordinance adding FM 3009 overlay to the Zoning Ordinance. '8 EXECUTIVE SESSION: Mayor Pro T~m Baldwin called an executive session~ under article 6i52":17 'v ~T~C:'S. .Section 2 (e) at 9:45 p.m. The Workshop Session was reconvened at 9:58 p.m. '9 CITY MANAGER'S REPORT: A. Mr. Gilmore said that the City has been sending out numerous weed letters. Staff has recommended that we have postcards printed saying "thank you a~o keep up the good work" type thing to those who have 'been trying to make our city more presentable. Council agreed. B. He presented the first monthly report of the City Sanitarian, showing individual establis?ment.~eport~. C. 'Received a letter from a citizen thanking ~~e police department personnel for'help. ! D. There is suppose to' be a ground breaking for the ho~el on May 14th. If anyone cares to see what the hotel will look like, staff is making arrangements tose~ the gne unqer; co~st~uction in San Antonio. ' . E. Not for publications as yet, but Keebler Cookies Company will be coming into the Naylor tract. Our staff made a good impression on them. - F. After that real nice article in ,the, . Light n~wsp~p~~, we have been inundated with'calls from'people seeking further information on water, sewer, etc.. The reporter was going to write about the Randolph Area and one of our developers suggested that Schertz is the growing area, so why not write about Schertz. .10 ITEMS BY COUNCIL: Mr. Aguilar: A. Check to see if there is a business being conducted from the tar-papered house at the corner of Lindberg and Curtiss. B. Had a very interesting meeting of the TML Region at Eagle Pass. Concerning the discussion with Mr. Weaver of CCMA, we should go back and say that we fully support their ( 168 request to the State ana- also that' we supp'ortth~ extension of their boundaries. They are looking to the City for police protection and porta potties . Also the City for the $500 for bands, which is a budgeted item. They also asked why the City does not have a float. C. The Economic Development Council of the Crlamb'er is'lo'oking at having it in being by July 1. The Northeast 35 group has basically agreed to. sponsor this. D. At the next workshop meeting, Council needs to discuss fee deposits for the adult softball field. In fact rental rates for all park areas. C. Did staff find out anything about the mobile home lot in back of Garden Ridge Pottery that was advertised in the paper? Mr. Greenwald said he had asked both Tom Weaver and Mr. Sanders to come to the next workshop prior to the public hearing on the 21st. ill ITEMS BY MAYOR: A. Mr. Baldwin said he could not get the recreational hall on the 11th for Senior Citizen Day so had to change it to the 18th. He also has changed the format for the opening ceremonies - they will be held at the RecHall. B. Really need to get the people' to clean 'that lot on Main Street, owned by Hild Marine. C. There is a sign problem on I35. Sawyer, presiding; Charles B. Sharpe, Hal Baldwin, Adolph Aguilar and Ken Greenwald. Absent: Ray Stanhope. Staff present were City Manager Jimmy G. Gilmore and City Secretary JuneG. Krause. Before starting the regular meeting, there were several presentations to be made: Mayor Sawyer presented a proclamation to Police Chief James W. Keith, declaring the week of May 12 - 18 as nPoliceWeekn. The Schertz Business Club presented Custodian Mike DeLeon with the Employee of the Quarter award and plaque. Mike has been with the City for five years and is a very dedicated and loyal employee.
