5-15-1985 r , , j L r4" ,1 " SPECIAL MEETING OF THE CITY COUNCIL MAY 15, 1985 The Schertz City Council convened in Special Workshop Session, Wednesday, May 15, 1985, at 7:00 p.m. in the Confernece Room of the Municipal Complex, 1400 Live Oak Road. The following members were present: Mayor Earl W. Sawyer, presiding; Charles B. Sharpe; Hal Baldwin; Ray Stanhope; Adolph Aguilar and Ken Greenwald. Staff present were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. II HEARING OF RESIDENTS: Mr. Wayne Kinzel addressed Council with regards to his request for a Special Exception to the Zoning Ordinance for his planned Autumn Winds Development expansion. He wants to include a 5-story retirement building, another wing to the nursing facilities and 24 units of individual cottages. The area is zoned properly at present. He is asking for exceptions in the following areas: (1) parking (2) height restriction for the planned 5-story building and (3) density from twenty-four units per acre to one hundred units per acre. Mr. Kinzel said he was really looking at from 5 to 10 years for total completion. At the completion of Mr. Kinzel's presentation, Mayor Sawyer ~ called for a short recess at 7:44 p.m. , I l ,- . ~ The workshop meeting was reconvened at 7:50 p.m. . ~,t J ~." Mr. G. Sanders presented his request to rezone an eleven-acre tract of land from Single Family Dwelling District (R-l) to Neighborhood Service District (NS). The area being adjacent to Mr. Kinzel's property, Mr. Sanders said they have worked with Mr. Kinzel to coordinate the two areas. He said they had instructed their architect to keep as many of the trees as possible. His plans call for approximately 59,500 square feet for retail and 69,00a for offices. There will be a public hearing on this request on May 21st. #2 Discussion of an ordinance amending the zoning ordinance by adding FM3009 overlay distr ict. Mr. Gilmore explained that the State Highway Department ran a traffic survey, in connection with a request from Cibolo, and has proposed speed limits for FM 78 in Schertz' city limits. They will of course put up the appropriate signs. We really have no say in setting these speed limits but must pass an ordinance if our officers are to enforce the limits. lri6 14 Discussion of priorities and equipment for Streets and Parks Department. Mr. Gilmore said we are going to need a street roller if we are going to fix streets, the old one is entirely out of commission. Also our present front-end loader is ten to eleven years old and beyond repair. We really need both of these pieces of equipment now. We have some money in Capitol Equipment Replacement that is not earmarked that could be used. The roller would cost about $15,000 and the front-end loader about $35,000. Council agreed for Mr. Gilmore to look into the possibilities as outlined. is EXECUTIVE SESSION: None needed. \ \ o I .6 CITY MANAGER'S REPORT: A. Had Mr. Harris draw up a contract between the City and Mr. Lovelady for concessions at the swimming pool. It was written with all the advantages of the City in mind and includes the outline that Mr. Lovelady requested. Council had no objection to getting Mr. Lovelady to D. ' sign the contract. B. The San Antonio Apartment Association has requested our park facilities for their annual picnic for June 21st. This year they want an extension on the drinking beer hours from 9:00pm to 11: 00 p.m. We don't recall any trouble with this group last year. C. There have been complaints about the high grass on the land next to the School Administration on Elbel Road. The owners will be coming in to request rezoning on this property. Concerning the drainage ditch in back of the Village, it seems the people have been using this drainage ditch for garbage. We have written each of them letters asking them to clean out the ditch so that we can mow. E. Beck Concrete has called regarding putting in a concrete apron out to FM 78 to help eleviate some of the dust created by their trucks~The have already talked with toe Highway Department and have gotten clearance from them. In regards to RV parks in the floodway, Planning and Zoning is going to recommend that City Council rule on anything in the floodway. #7 ITEMS BY COUNCIL: Mr. Baldwin asked Mr. Stanhope if he would be responsible for bingo at the Senior Citizen Day and Mr. Greenwald will take care of the domino games. The Mayor will give an opening speach and the ROTC Flag team will give a presentation. ' Mr. Baldwin asked if the School District was going to be required to pay the permit fees for health inspections for their cafeterias. They welcome the inspections but were concerned about ,the permit fees. After discussion, Council agreed to let the School Board ask for this waiver. Mr. Sharpe: A. Have asked Creative Trophies to give prices on a tack pin for the cities. A real nice one to give to dignataries and cheaper ones for confernece give aways. B. Mr. Sharpe said he would like to suggest that the Garbage Company do the same as the Co~cre~~ plant with regards to concreting the entranceway to cut down on dust and mud on the highways. C. We had asked about a grant for Crime Watch and Chief Keith said he was told we are not eligible. Mr. Gilmore said he has asked Chief Keith to find out why we were not eligible. 178 D. Mr. Sharpe reminded everyone of the new hospital opening date of June 2, 1985; he had visited there and said it looks like a first class facility. Mr. Aguilar: A. Have heard rumors about a grocery store chain locating in Schertz. Mr. Gilmore said two or three grocery store chains have talked with CDR about locating in this area. B. Mr. Greenwald: A. Recently talked with Mayor Johnson from Marion and he 'would like to have copy of our zoning ordinance. B. Has the State provided the training for mobile home tie down inspections? Mr. Gilmore said they have and our people are now doing inspections. C. Is it okay with Council. for him to invite the people that will be coming before them for public hearing, to a workshop prior to the hearing. Council said it was a good idea. D. He has found a light for our podium and a small hand held microphone for PA system. E. He spoke.. to Fred Ross regarding the renovation to the community Center . Mr. Ross said he would recommend going with the second floor rather than just lowering the ceiling. i8 ITEMS BY MAYOR: A. Four of the Council went to the CCMA meeting regarding to ,expanding the sewer system to the 135 area. Mayor Sawyer said he had his wife order some porcelain badges in the shape of Texas and she will hand paint them with Council's favorite flower. Council suggested bluebonnets or cactus flowers. o o C. Talked with Leon Parker and he has some good plans for FM 78. He wants to tear down the restuarant, Bottle Shop, etc. and rebuild with these facilities in front and the back to be used for a bingo hall. D.
