Mr. Stanhope brought up about the Sesquicentennial booth to be
set up for the Jubilee on the 4th. Mayor Sawyer said we will be
kicking off the Sesquicentennial officially at noon. The VFW
will be doing the flag raising and Rep. Kuempel will be present.
Mrs. Jeanine Hicks from the Sesquicentennial State Commission
would be present to present the official flag. The parade would
commence at 10:00 a.m.

16 ITEMS BY MAYOR: Mayor Sawyer said we are very proud of
our City Manager, who has received many honors.
Thursday, July 11th is the Council of Mayors meeting if anyone
has an item to be discussed.
The annexation the City Manager is talking about is the one
southeast of Randolph.
17 ADJOURNMENT: On a motion by Mr. Aguilar, seconded by
Mr. Baldwin and unanimously carried, the meeting was declared
adjourned at 8:15 p.m..

SPECIAL MEETING OF THE CITY COUNCIL
JULY 10,.1985
The Schertz City Council convened in Special Workshop Session
Wednesday, July 10, 1985, at 7:00 p.m. in the Conference Room of
the Municipal Complex, 1400 Live Oak Road. The following members
were present: Mayor Earl W. Sawyer, presiding; Hal Baldwin;
Raymond Stanhope; Adolph Aguilar and Ken Greenwald. Absent: Mr.
CharlesB. Sharpe. Staff present were City Manager Jimmy G.
Gilmore and City Secretary June G. Krause.
#1 HEARING OF RESIDENTS: A. Mr. Tom Harm, president of
Buffalo Valley Youth Association and their Board members were
present and wished to discuss their organization with Council.
Mr. Harm introduced the Boardmembers and said thay had come to D
try to get back in line on communications. He said that the City
could not provide the service that BVYA provides. What set them

off was a newspaper article about police protection. They denied
directly asking for officers full-time at the tournament, only
extra patrols. They complained about the difficulty of
contacting the police chief; also the work recently done on the
ballfields in the area of lighting. Mr. Harm said they did not
feel that they get a great deal of help from the city. He also
brought out that they had heard some of the Council were
concerned because they did not get special invitations to the
tournament; and explained that they did not send any invitations.
He said they felt all these things should be brought out in the
open for discussion.
Mayor Sawyer said that regarding the police, we prefer that BVYA
go through the City Manager. In fact Mr. Gilmore should be the
contact person on all things not connected with maintenance of
the fields, which would be Jerry Graham. Mr. Sawyer said the
thing that shocked Council was the last minute request for police
as it is difficult to come up with money at the last minute. We
need to know more than, two days in advance. He explained that
when he became Mayor, he assigned at least one Councilmember as a
laison to each organization. This way the organization has one
man to go to. Mayor Sawyer said he thought Mr. Greenwald is
doing a fantastic job of working with BVYA.
Mr. Harm said he did not know of any ordinance saying that it has
to be a Schertz Police Officer to do Off-duty work. Mayor Sawyer
said he would have Mr. Gilmore to check this out.
After the BVYA' Board members left, Council discussed putting
money in the budget for special events when we know that they
will be happening.
B. Mr. Ruscin wanted to discuss the rezoning request for
changing the zoning on an 11 acres tract on Elbel Road from
apartments to Neighborhood Service. He said it seemed to him
Council was a little apprehensive as to what would be going into
the strip center. He still could not say exactly what but can
show Council some of the things they are doing. He showed a
drawing of a center they are currently building. He said most of
the buildings are stucco with tile or similar roofs and have
decorative banding.
Mayor Sawyer said he thought about this request after the public
hearing last Tuesday night; and he really could not see any other
type of development that would be better for this area. He said
zoning is the use of the land only, that Council should not base
their opinion on anything else. This item will be on the next
regular agenda.
C. Mr. Merwin Willman called attention to what he described as a
serious problem in town that is getting worse - bicycles at
night without lights or reflectors of any kind. Mayor Sawyer
said he would have Mr. Gilmore look into this problem.

#2 Mr. Gutierrez to discuss solid waste service.

Mr. Sawyer said we had asked Mr. Gutierrez to come. He has a
problem because of the volume of trash, vegetation, etc.
generated by all the recent rains. He said we look at the rain
as a loss of revenue in the water department, but Mr. Guieterrez
sees it as extra workload.
Mr. Gutierrez said his organization has grown and of course that
was their intention. He said Waste Management is a very well
managed company, and their problems have only been with
residential customers. They have new equipment and different
types of equipment that is suppose to do the work efficiently.
Mr. Gilmore said most of the complaints have been on the lateness
of the pickups. They say when Henry had the service they had two
men and a driver on each truck and now they only have one man and
driver, who has to continually get in and out of the truck, which
slows them down. However, the gripes of hydralic grease have
decreased since the new trucks have gone online. Mr. Gilmore
said he had been questioned about the landfill that is close to
being full and yet they see Waste Management trucks in San
Antonio and want to know if that San Antonio garbage is being
brought to our landfill.
Mr. Gutierrez said he did not sell the landfill to Waste
Management; but has an agreement with them whereby he protected
this area. Only the pickups from FM 1604 east comes to this
landfill.
MR. STANHOPE RETURNED TO THE MEETING AT 8:04 p.m.

Mr. Gutierrez explained some of the equipment that has been
purchased to better serve our area. He said the landfill is good
for a minimum of 18 months and maximum of 36 months. There is a
monthly inspection by the State Health Department. He has a
design engineer from A&M to help keep them in line on all things.
Answering questions of Council, Mr. Gutierrez said after he can
no longer use the landfill, it cannot be used for anything for at
least 22 years. He said he would donate it to the City for. a
park possibly. Mr. Gutierrez was a little concerned about Beck
Concrete accepting waste material in his unauthorized dump. Mr.
Gutierrez ended by saying that he realizes that they have been
having problems, he apologized for them and said he would work to
get routes and times straightened out as soon as possible - if it
meanS putting more men on duty or more trucks on the road.
i3 Discussion of awarding bid on a vibratory roller.
Mr. Gilmore said that although specifications were mailed to five D
sources, only one bid was received - from Cooper Equipment
Company, in the amount of $9975.00 cash; $482 per month for 24

month Lease-purchase; $344 per month for 36 month Lease-purchase
and $490 per month for a Rent to Own program for 24 months. Even
though the cost is more for lease-purchase over cash payment, the
interest earned will bring the costs very close to lease-purchase
for 24 months. To come up with approximately $10,000 right now
would be rough. The purchase would come out of Capital
Improvements.
After examining the specifications and brochure sent with bid,
Mr. Greenwald asked if this equipment would also work with cold
packs. The brochure only mentions hot-packs. Mr. Gilmore would
check this out and have the information by next meeting date.
Mr. Gilmore recommended the lease-purchase for 24 months.
#4 Discussion of Revised Personnel Manual.
Mayor Sawyer said that as a result of some of the meetings
Council attended at the Mayors and Council seminar, the personnel
policies had to be revised. Also our lawyer had made some
suggestions for revisal. This item will be on the next agenda in
the form of a resolution.
is EXECUTIVE SESSION: None needed.
#6 CITY MANAGER'S REPORT: A. Due to the weather and
demands, we are about 1000 hours behind in the street repairs and
350 hours in grass mowing. Mr. Gilmore said he needs to
authorize overtime to mow after hours to the tune of about $1300.
He said he could cover the costs without going outside the
budget. Council concensus was to go ahead and authorize it.
B. We sent out 55 letters to citizens advising of trees that
need to be cut away from the streets.
c. Morton Southwest will be coming in requesting zoning change
from R-l toPUD. This is for the land back of Autumn Winds.
D. The street sweeper will be down for about five days.
E. Have a letter requesting permission for temporary signage
from Sycamore Creek. Have gone through the sign ordinance and
that can be interpreted different ways. They contend that when
they can get people out to look, they can rent up to 80% but
their trouble now is making people aware of their location. If
this request is approved, Council should put a limit on the
temporary, such as 6 months or 9 months - after which they can
request an extention. They have fired their PR people and hired
new ones so they are trying to help themselves. Council
concensus was to allow this but be sure it is all spelled out in
writing.
F. Council has received an invitation from the City of Live Oak
to attend a dedication of a Viet Nam Memorial on July 27 at one
o'clock in the afternoon.

G. American Guest House on Highway 281 in San Antonio will have
their grand opening on Tuesday.the 16th from 5:00 to 7:00 p.m.
and that is our Council meeting night. Mayor Sawyer suggested
delaying our Council meeting until 8: 00 p.m.. Mr. Gilmore to
check to see if we have to vote on this or not.

H. Mr. Gilmore handed out his proposed budget for FYI 985-86.
He said he would like to ask that if Council has any specific
questions, come in and talk to the City Manager where he has all
the back-up material available. The proposed budget shows the
tax based on the current rate. However, if Council wants to go
with the 3%, it would bring in $10,000 to $11,000 over what is in
this budget proposal. Extra personnel are included in the budget
estimations. This proposal will be on the next workshop agenda.
Mayor Sawyer said it was a good idea to contact Mr. Gilmore in
his office if Council has specific questions.
#7 ITEMS BY COUNCIL: Mr. Baldwin said that in reference to
the comments made by Mr. Harm regards to the lighting at the
park, he would like to know what he is talking about. Mr.
Gilmore and other Council members said they would also. Mr.
Greenwald said we could not afford the best but this lighting is
safe compared to what was there and that 90% of the bulbs work.
He felt we got more than we paid for.
Mr. Baldwin said that Bobby Dillworth resigned as president of 0
the SAFES Board of Directors' and that Nancy Scott is the new
president.
Mr. Stanhope said he noticed that alleyways are being cut by the
City' and wondered why. Mr. Gilmore said that alleyways are
public domain and easements are the responsibility of the
property owners. We can't force the citizens to cut the
all~yways but asked that they do. Also he found out that the
grass cutter we recently bought was for the Water & Sewer
Department - does the Parks Department get to use it too.' Mr.
Gilmore assured him that the Parks Department so far is the only
one that has used it.
Mr. Aguilar reported that the grass is so high on FM 3009 coming
out of Greenfield you can't see oncoming traffic.
Mr. Aguilar also mentioned a pot hole on FM 3009 at the entrance
of Greenfield. The water is seeping under it causing cracks and
if it is not fixed, will really cause deterioration. Mr. Gilmore
will call it to the attention of the Highway Department.
Mr. Aguilar then reported on a meeting he attended that morning
at Pecan Grove Country Club on water problems. The main pitch
was bond issue coming up in September by the State. All the
speakers were very good. The bond money is for the use of
improving water resources. He said there is a new supervisor of
the State Water Rights Commission and he thought they will take

over the issuing of Certificate of Need and Necessity. This will
come up for vote in November and we should be versed on it.
AACOG will have a meeting on this same program and State Water
Resources will also have another meeting. One of the problems we
will have to contend with with Green Valley is that they are
beginning to realize that I35 will be a big money maker for them
to help repay their loan.
Mr. Aguilar also mentioned that while driving through the park he
notice something hanging for the ceiling at the pavilion. Mr.
Gilmore said that was electrical outlets that were let down for
the Jubilee and only GVEC can put them back up.
Mr. Greenwald mentioned he saw a Selma Police Officer giving
tickets on our frontage road. Mr. Gilmore said they list
everyone of them in our city as hot pursuits, which is legal.
Mr. Greenwald said the BVYA tournament on the 26th, 27th and 28th
of July would bring in an excess of 1200 kids into the park. If
each brings two parents, we need more traffic control.
Mr. Greenwald said he had talked with several of the BVYA people
and they are willing for the City to set. up a booth at the
tournament to sell Sesquicentennial things. Council then
discussed the swim passes that are requested each year at this
event. Suggested that we xerox passes to say one time only.
#8 ITEMS BY MAYOR: Mayor Sawyer described an incident he
had with the Universal City police. They had set up a driver's
license check on East Aviation. He called Mayor Pro Tem Huston
and was told that they set up these checks where people can not
get away from them. Mayor Sawyer complained because he felt they
were harrassing Schertz and Cibolo citizens as they are about the
only ones using that particular road. Even though it is legal to
do this, Mayor Sawyer said he told them he would take it to the
Chamber of Commerce. He said this really upset him a great deal.
Mr. Sawyer said he had talked with San Antonio Mayor Cisneros at
the Council of Mayors meeting and Mayor Cisneros said he had no
objection of releasing the area southeast of Randolph Air Force
Base as long as we would annex and protect RAFB. Mr. Sawyer said
he told him we had already started the preliminary work on this.
Mayor Cisneros told the Mayor that we may be hurting ourselves by
annexing this area; but Mayor Sawyer said maybe in the short run
but not in the long run.
Mayor Sawyer said he and Mr. Gilmore had met with Commissioner
Lee and Bexar County Public works man Mr. Tomascini today in
regards to Bexar County attemQting to secure Urban County
Designation from the Department of Housing and Urban Development.
Commissioner Lee was taken on a short tour of this side of Bexar
County and along FM 1518. They want us to agree to go with Bexar
County so that they can get an Urban County grant. They would be
in control of what is done with the money; but he assured the

Mayor there would be no money for public housing. Commissioner
Lee will be at our Council meeting on the 31st if Council wants
to ask him any questions.
19 ADJOURNMENT: There being no further business to come
before Council, the Mayor declared the meeting adjourned at 10:49
p.m..
