SPECIAL SESSION OF THE CITY COUNCIL

AUGUST 14, 1985
The Schertz City Council convened in Special Session, Wednesday,
August 14, 1985, at 7: 00 p.m. in the Conference Room of the
Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The
following members were present: Mayor Earl W. Sawyer, presiding;
Charles B. Sharpe; Ray Stanhope; Adolph Aguilar and Ken
Greenwald. Absent: Councilman Hal Baldwin. Staff present were
City Manager Jimmy G. Gilmore and City Secetary June G. Krause.
PUBLIC HEARING: Mayor Sawyer advised the public that the Council
was holding this public hearing to receive written or oral
comments from citizens, especially senior citizens, on the
proposed budget. The hear ing to included proposed uses for
Revenue Sharing funds also.
There were no citizens present wishing to discuss the budget.
Mayor Sawyer declared the public hearing closed at 7:05 p.m.
#1 ' BUDGET WORKSHOP: After a lengthy discussion of the
Animal Control Department budget, Council concensus was to remove
the vehicle purchase from this department and put it in the
Streets and Parks Budget. At the same time transfer one of the
newer vehicles from the Streets and Parks Department to the
Animal Control. The animal cage box was left in the Alc budget.
Mr. Gilmore said he felt that it was time to increase adoption
fees, fines etc. - this will be on a future workshop. The City
Manager also suggested that Council should look at retention of
animals, maybe cutting the time in half. Food is getting very
expensive.
It was also Council concensus to not put R.S.V.P. as a line item
in the budget but have funds under their department to help out
our senior citizens when they have an event needing funds.
Also discussed was the salary for the librar ian. Mr. Gilmore
suggested increasing the salary to a Grade 10-C in October and
going to a Grade 11-C on January 1st. Council agreed. They also
mentioned that the City Secretar's salary in included in the pay
scale and the only one they needed to discuss was the City
Manager The Mayor said he would prefer discussing that in
Executive Session.
Council then discussed the tax rate. Mr. Gilmore said from
information he had received, our tax rate would be $0.436 if
Council wants to go with the 3 percent. Council agreed to go
ahead and run the article in the paper as required by law.

#3 EXECUTIVE SESSION: none needed.
#4 CITY MANAGER'S REPORT: A. The proposed joint meeting
of all area city councils has been rescheduled for October 10 or
16th.

B. We had a two truck accident while taking the trucks in for
warranty checks. The accident was caused by an Air Force truck
from Kelly - police report says it was his fault.
C. There will,be a meeting with GUADCO Thursday, August 15th at
the Northc1iffe Country Club at 2:00p.m. to discuss sewerage in
that part of our city.
D. The Forbes group that has requested annexation has hired an
engineer and are preceeding well.
E. One of the Humane Society people had to call the police out
to get a snake from her yard. There is a letter in packets
thanking our men.
F. Also a letter from Dr. Peek stating that he will be resigning
from the Planning and Zoning.
G. He passed out brochures on crime fighting, burglaries, etc. D
These have been handed out to commercial customers. We had 120
public relations stops last month and are doing key cards on
these stops now.
H. Two of our Animal Control people attended a school on rabies
control. Out of the 23 enrollees, only 5 passed and and both our
people were among the five that passed. This is a commendable
endeavor.
I. Have received a letter from our insurance on Risk Management.
They have been down and made inspections as to what we are doing
on safety. They recommend safety shoes and hard hats. Mr.
Gilmore said he felt the City should pay for these but Council
disagreed with him and said employees should pay for their own.
This should be a condition of employment.
J. Mr. Gilmore said he had met with Lt. Perry this date to
discuss AICUZ. He will put something together as to what they
consider important and we will put something together as to our
point of view. They are really not concerned with the noise
zone. Mr. Gilmore said he told Lt. Perry that if he would give
us what they want, then the council would go along with it if it
was not too outlandish.

K. Still working on Live Oak Road extention. Am now trying to
set up a meeting with developers for next week to come up with
means of funding. The City is obligated for 10% of the costs.
Mr. Gilmore said his feelings are that we should hold it at 10%.
Tom Ander1itch is looking at several ways it can be financed. It
is looking real good at this time. They feel that within 18
months or so, can get started with the overpass.
L. Had a meeting with the State Highway Department on FM 3009
and work at Oak Forest is going well. We discussed
acce1eration/dece1eration lanes. They have to do some type
surveying. He felt, at this time, to build sidewalks would not
be good - maybe put the funds in escrow. He will put this in
writing to us.
#5 ITEMS BY COUNCIL: Mr. Aguilar reported on a meeting he
and Mr. Sharpe attended last week on the Corridor. The panel
talked about tax reform and it was very well presented as to how
it would affect real estate.
Mr. Gilmore said he had talked with Mr. Johns and he is amendable
to work out some long term lease (99 to 100 'years) based on the
wells. We are putting together the economics of it.
Mr. Sharpe said a question had come up concerning if we are going
to have Wieder stein Road open prior to opening of school. Mr.
Gilmore said CDR has assured him twice that their portion would
be complete in time. State man said they will start laying
asphalt, they have had some delays. He recommended that this be
brought up at the next traffic safety meeting.
Mr. Sharpe also asked about lack of sidwalks at Sabastin
Apartments and we made the new apartment owners put in sidewalks.
Mr. Gilmore said he did not know, that he would check it out.
Mr. Sharpe said at one of the meetings with CDR, we talked about
streets meeting up with the ones going into Greenfield. He said
he now understands that the State says it is better if they do
not match. Also something is not working like we planned it or
wanted to plan it. Mr. Sharpe said he was told that we requested
the second entrance on FM 3009.
Mr. Sharpe reminded staff that this is the month that we were to
have Mr. Gutierrez move the trailer on his property. He needs to
be notified.
Mr. Stanhope asked what was the agreement when the animal shelter
was put in - was it to stay there five years. Mayor Sawyer
explained that it was put there as a last resort - we could not
find another place where the citizens would allow it to be built.
Mr. Stanhope said the Humane Society people are appreciative of
what has been done at the shelter but want more done. They are
discussing cremation.

Mr. Stanhope asked what type of work is being done at the Schertz
Bank. Mr. Gilmore said they are. doing what P&Z asked for ten
years ago - closing the exit near the intersection of First and
Main. It now looks as if they are going to just move the exit
down to line up with Main Street. Mr. Gilmore said he would
check it out.

Mr. Stanhope asked about the lot where the house.-was condemned
and torn down. The lot needs cleaning.
Also Mr. Stanhope asked if we had done away with the "Yard of the
Month". He was told that that was not a City project but the
Chamber or Business Club.
Mr. Stanhope asked to have the stub-out at the end. of Ra.ndolph
checked out. It looks like people are going by and throwing
glass in there.
Mr. Greenwald said we had talked about contracting the animal
shelter to the Humane Society. Mayor Sawyer said they could not
afford to take it.
Mr. Greenwald asked if there has been a meeting of CDR and CROW
development on Borgfe1d Road. Mr. Gilmore asked if they could
get a representative of each to attend the next Joint Planning
meeting.
Mr. Sharpe said we talked about improvements to
park and that it should be put in the budget.

Mr. Greenwald said we had also talked about improving the PA
system. Mr. Gilmore said that could come under facility

#6 ITEMS BY MAYOR: Mayor Sawyer asked the status of
annexing on FM 1518. Mr. Gilmore said he should have the metes
and bounds this week.
Mayor Saywer said Mrs. Fenner had called and wanted him to get
the Council of Mayors involved so he asked Mr. Gilmore to come up
with a resolution for them regarding their support. The. public
hearin~ will be held at the place of Mrs. Fenner's choice. We
are g01ng to let them use the Council Chambers. They have been
told that without the frontage on I 10, we will not annex. We
found out that RandOlph is not being protected by San Antonio. 0
We assured them that Schertz will protect that area as we do
protect the north end.
