HEARING OF RESIDENTS No citizen comments. "" 3. CONSENT AGENDA: A. Consider and act upon the Planning and Zoning Commission meeting minutes for July 9, 2008. Following the reading of the agenda item, Mr. Greenwald moved to approve the Consent Agenda. Ms. Tutschke seconded the motion. Abstaining: Mr. Evans. Voting Aye: Ms. Tutschke, Mr. Greenwald, Mr. Wallace, Mr. Richmond. Motion carried. 4. PUBLIC HEARINGS: A. PC 2008-025 Stone Creek R. V. Park - Replat Hold a public hearing, consider and act upon a request for approval of a replat of Lot 1, Block 1, Stone Creek RV Park Subdivision establishing Lots 2, 3, 4, and 5, Block 1, Stone Creek R.Y. Park Subdivision consisting of 39. 784:t acres of land located approximately 3,260 feet east ofFM-482. This property is zoned Manufactured Home Park/Subdivision (MHP/SD). Public hearing was opened at 6:34 pm. Mr. Rhodes reviewed staff comments and advised the Commission that the applicant was present. Mr. Richmond recognized the following: · Gloria Kinz gave a brief presentation on the property. · Terry Tuytens stated that he was available to answer questions. · Robert Brockman questioned the septic system and if there were any intensions to have sewer placed on the property. ~ Minutes Planning and Zoning Commission July 23, 2008 Page lof3 Public Hearing closed at 6:42pm. Mr. Wallace questioned if lots would be sold. Mr. Tuytens responded "no". Mr. Rhodes pointed out note 20 which states the lots can not be sold separately. -...J After a short discussion, Mr. Sommers moved to approve the item with a variance to allow the use of ten foot (10') contour intervals. Mr. Wallace seconded the motion. Vote unanimous. Motion carried. B. SUP 2008-004 Schertz Business Park - Specific Use Permit Hold a public hearing, consider and act upon a request for a Specific Use Permit (SUP) for 0.5:t acres of land out of the Toribio Herrera Survey, Abstract No. 221, Guadalupe County, and Schertz, Texas being Lot 9, Block 1 of the Schertz Business Park Subdivision to allow an expansion of a warehouse in the Air Installation Compatible Use Zone (AICUZ) Accident Potential Zone-l (APZ-I) located approximately 95l:I: feet east of the intersection ofFM-1518 and Commercial Place. Public hearing was opened at 6:45 pm. Ms. Nichols reviewed staff comments and advised the Commission that the applicant was present. Mr. Richmond recognized the following: . Marcus Neundorf gave a short presentation on the property. Public Hearing closed at 6:48 pm. After a short discussion, Mr. Wallace moved to forward a recommendation for approval to the City Council. Ms. Tutschke seconded the motion. Vote unanimous. Motion carried. Item 4 C was moved by chairman to follow item 5A. 5. ITEMS FOR INDIVIDUAL CONSIDERATION A. PC 2008-026 Schertz Business Park - Site Plan Consider and act upon a request for a site plan of Lot 25, Block 2 of the Windy Meadows -.....I Subdivision consisting of 1.0:!: acres ofland located 370:1:: feet east of the intersection ofFM-1518 and Windy Meadows Drive. This property is zoned General Business District-2 (GB-2). Ms. Nichols reviewed staff comments and advised the Commission that the applicant was present. After a short discussion, Mr. Wallace moved to approve the item. Mr. Greenwald seconded the motion. Vote unanimous. Motion carried. 4. PUBLIC HEARINGS: c. Hold a public hearing to discuss, consider, and recommend changes to Article V, Subdivision Platting and Design, and Article VII, Environmental Management of the revised unc. Public hearing was opened at 6:53 pm. Mr. Rhodes gave a short presentation. Mr. Richmond recognized the following: . Robert Brockman asked a few questions. . Planning Manager Comments Mr. Rhodes advised the Commission that City Council approved the zoning for John Paul II Catholic High School and Windy Meadows specific use permit. . C.
