LAB 04-02-1984 ,~ 11 ' r \.,_n {-un LIBRARY ADVISORY BOARD MINUTES The Library Advisory Board met in regular session on Monday, April 2, 1984, at 7: 30 pm 0 Members present were: Tony Paulson - Chairman Ruth Tienor - Vice-Chairman Doris Courtney, Secretary Julie Parr, Treasurer Margaret Riley Fred Ross Fred Dominguez Sharon Rickets Ex-Officio - Gail Douglas Adolph Aguila.r Fred Ross moved the minutes be approved a,s corrected. Julie seconded. Ha.rriett Lipps submitted a letter of resignationo TREASURER'S REPORT (see attached) Book Sale proceeds = $1104.05 LIBRARIAN'S REPORT Julie reported: Resident - 108 Non-Resident - 13 User's Fees - 4 Fines - $136.43 Circulation - 2898 Copier - $31.15 Gail reported: Adult - 7099; young adult - 1159; juvenile - 2561 Plan for archives for Schertz/Ci bolo area of Texas. Mr 0 Gilmore wants Schertz to apply for location (19 counties involved). City can probably come up with 3 acres of land. Consensus of the board to send a letter to the city showing support for applying for archives. Gail priced some typewriters ($1100 - $900)0 We are going to look for two typewriters - $500 eacho FINANCE Julie met with Gail to discuss the budget. It was: Book budget - $5000-5500 Meetings & Travel - $400-500 Periodicals - $400-500 Audio Visual - $100-500 Part-time Clerk - 10 hours a week (Margaret suggested 20 hours) f~ The budget was discussed and the board came up with the following: Fred Ross moved that we submit to the city an iden tical budget for this year a.s last year's. In addition to ask for a 20-hour part- time clerk a,t minimum wage and a $1200 increase in the Librarian's sa,lary. Sharon Rickets seconded 0 All in favor. It wa,s decided to a.sk for subscription donations foc periodicalso $700 was made from the county/western dance. Ruth made a motion that $300 go towards Audio Visual; $100 toward travel and the rest in the General Fund. Fred Ross seconded. All in favor. BUILDING Air conditioning in meeting room is working (Fred Ross reported). Plumbago's were put in. Seven pi ttosporum replaced. Margaret replaced landsca,pe timber. Certificates of appreciati on given to people helping with landscaping. POLICY Margaret reported on recommendati ons to change by-laws (which need to be retyped). BOOK SALE - Doris will send a Thank You to Mike DeLeon for hauling books and for cleaning. Margaret and Gail will attend the Texas state Library Board Convention this week. SECTION 2. Delete last sentence and ADD: Elected officers will start their term at this meeting. ARTICLE III. SECTION 6. (Page 3 - j.) Delete. It is recommended that "NO BOARD MElVIBE~S HAVE KEYS. IF MEMBERS NEED USE OF THE LIBRARY OTHER THAN NORMAL OPERATING HOURS, THEY ARE TO NOTIFY THE LIBRARIAN AND OBTAIN A KEY FROM THE CITY DISPATCHER. AT THE DISCRETION OF THE LIBRARIAN A KEY MAY BE LEFT WITH A BOARD MEMBER WHO WILL THEN ASSUME THE RESPONSIBILITY OF THE LIBRARY IN THE LIBRARIAN'S ABSENCE. Duties of Treasurer: Need clarification of "Library Fund" as stated in Resolution - SECTION V. ~D~lete "f." Responsibility of Librarian. *'-Delete "g." Responsibility of Librarian as ammended 11/82. ARTICLE IV. SECTION 2 - b. Budget and Finance Committee. Change first sentence to read: "This committee shall work with the Head Librarian for the yearly preparation of the Library's budget in March for presentation at the City's budget hearings. Second sentence: They shall also aid in financial planning.... d. Personnel Committee. Discussion on how much of this is now in our realm since City has its own policies. See also Section 1. Executive Committee. ... shall serve in ~eneral areas of administration and personnel.
