PLANNING AND ZONING MINUTES
The Schertz Planning and Zoning Commission convened in a regular session on
Tuesday, January 22, 1985 i~ the Municipal Complex Conference Room, 1400 Live
Oak Road. Members present were as follows:

Chairman Linebarger called the meeting to order at 7:00 P.M.

APPROVAL OF MINUTES: Regular Session January 8, 1985
Raymond Stanhope made a motion to approve the minutes. Merwin Willman seconded
the motion and the vote was unanimous in favor.
CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat Light Subdivision
Earl Hartzog advised the Commission of items that were not on the Plat as
required by the Subdivision Ordinance. These items were as follows:
- owner, volume and page of surrounding property owners
- identification of the floodway and plans for elevating Lot 1, Block 1
out of the floodplain
- identification of 100 year floodplain adjacent to Block 3
- safety lanes not shown on Block 3
It was noted Chestnut Drive would dead-end at this site as shown on the City
street plan. There was discussion on the drainage from the project and the
effect on the property owner downstream. The engineer for the project advised
the Commission that detention ponds would be used in the drainage area as shown
on page 3. More detail would be provided in the construction plan and final
plat. The engineer for the project advised the Commission that the additional
run-off from the site will be retained within the planned drainage area. A
master plan of the site for the mobile home park would be provided later with
desired street names. The Commission was advised on some of the previous agree-
ment on this project:
- 8.3 maximum mobile home spaces per gross acre
- fire extinguisher stations are not required
walkways will be required within the park, no need for paving and may
be part of the utility easement
361 x 951 minimum size of mobile home space
- 20 feet between mobile homes
- 10 foot front yard setback, trailer can be parked at an angle with an
8 footj12 foot ratio

- off-street parking spaces will be paved a mlnlmum size of 81 x 181
- 30 foot safety lane with required off-street parking spaces
Thomas Yarling made a motion to approve the preliminary plat provided the items
discussed were complied with by the developer. Bob Andrews seconded the motion
and the vote was unanimous ~n favor.
#4 CONSIDER AND TAKE APPROPRIATE ACTION: Preliminary Plat Schertz ~10dular Home
Park
The Preliminary Plat for the Schertz Modular Home Park was presented to the
Commission. Earl Hartzog advised the Commission the following items were not
in accordance with City ordinances:
- owners, volume and page not identified on the plat
- City plan requires the road from FM 78 to extend to the Southerly
border of the property ~A~€~
- a master plan of park had not been received and safety lanesvneed to
be approved
The engineer for the project presented a proposed change to extend the roadway
to the Southern border of the property and advised the Commission on the required
changes to the master plan for the park. Drawings showing the floodplain and
floodway were presented and the Commission was advised of the improvements re-
quired for crossing the Cibolo Creek. There would be floodgates placed on the
road to prevent cars from crossing the Creek during high water. The planned
crossing would handle an approximate ten year flood and would be constructed
similar to the bridge in Woodland Oaks. The curve radius of 700 feet was
according to the City Ordinance and would exceed minimum requirements.
Bob Andrews made a motion to approve the preliminary plat and Raymond Stanhope
seconded the motion. The vote was unanimous in favor.
#5 CONSIDER AND TAKE APPROPRIATE ACTION: Change the February 12, 1985 meeting date
Earl Hartzog advised the Commission that he would be out of town the night of the
12th. After a brief discussion, it was agreed the meeting would be changed to
Monday, February 11, 1985.
#6 GENERAL DISCUSSION
Mayor Sawyer, Mr. Gilmore and Councilmen Sharpe, Greenwald and Baldvlin joined the
meeting.
Earl Hartzog advised those present of a planned development on the East side of
FM 3009 across from Greenfield.
Councilman Sharpe advised those present on the items the local Chamber of Com-
merce is working on to promote the area.
Chairman Linebarger thanked Councilman Baldwin for the information on the school
system. Councilman Baldwin advised those present on the school IS future plan
and change in student population. There was some discussion on the Cityls popu-
lation and the prediction for December, 1984 was close. The school's next goal
is to build an elementary school at Northcliffe.

Those present were advised the status on a number of signs within the City.
It was agreed to put the Sign Ordinance on the agenda for the next meeting.
~1ayor Sawyer advised the Commission that there are plans for some of the
Commissioners to attend the TML meetings. The mayor also advised the Com-
mission about the mix-up on 'the Chamber of Commerce Christmas Party.
There was some discussion on the status of the Subdivision Ordinance and it
was agreed to have this item on the next agenda. It was also agreed to-place
on the next agenda an item II FY 185 Pl an for Amendment to Zoni ng Ordi nance
Change". The Sign Ordinance would be the first item.
The following additional items were discussed by the Commission, and the
Staff was asked to advise status:
- Mobile Home Ordinance - draft May 22, 1984
- No U-Turn 500 Main Street, no parking West side of Colony - recommend
approval May 8, 1984
- "Satellite Television Signal Receiving Dishes" - definition August 28,
1984, Public Hearing September 18, 1984
Amendment to Building Code, prohibit wooden shingles - August 28, 1984
- Update "Procedures for a Public Hearing" - September 11,1984
- Update Proposed Street Plan - September 25, 1984
- "Special Overlay District" - October 9,1984, Public Hearing December 4,
1984
- Satellite Dishes Ordinance
