06-15-1984 f e e e t PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in a special session on Friday) June 15, 1984 in the Municipal Complex Conference Room) 1400 Live Oak Road. Members present were as follows: PLANNING AND ZONING COMMISSION JOHN LINEBARGER) CHAIRMAN CAM BEAUCHEMIN) VICE CHAIRMAN BOB ANDREWS MERWIN WILLMAN RAYMOND STANHOPE MEMBERS ABSENT LEE BOSWELL DARWIN PEEK THOMAS YARLING) SECRETARY OTHERS PRESENT EARL HARTZOG) PLANNING COORDINATOR #1 CALL TO ORDER Chairman Linebarger called the meeting to order at 5:00 P.M. #2 CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat Car Wash Equipment Sub- division Earl Hartzog advised the Commission that the City Engineer had reviewed the plat and recommended approval. The utilities for the project were available and tie-in would be part of the site construction. The Commission was pre- sented a copy of the letter from CCMA approving the design of the waste water system. The Water and Sewer Superintendent) Johnny Bierschwale) approved the letter from the subdivider engineer plat. The lift station did not need to' . be modified. After a short discussion) Cam Beauchemin made a motion to approve the_ final plat. Ray Stanhope seconded the motion and the vote was unanimous in favor. #3 GENERAL DISCUSSION Earl Hartzog advised the Commission that a public hearing would be scheduled for July 10, 1984. The public hearing would be a change of the height re- striction, incorporating the Air Installation Compatible Use Zone (AICUZ) ~ e e e ~ recommendati~ns by the Department of Defense (000) into the Zoning Ordinance. . Mr. Harden's rezoning request is also scheduled with this public hearing. Earl Hartzog advised the' Commission about the Staff's trip to Austin to visit with John Steele, the Director of the Texas Department of Labor and Standards for Manufactured Housing Division. The City, at the pre- sent time, does not have the authority to enforce the tie-down laws. However, the State is willing to turn this responsibility over to the cities. Mr. Steele may be down on July 10 to brief the Commission and Council on this matter. The requirem~nt of gas test and other checks that must be done should be discussed at the time of Mr. Steele's briefing. The Staff also visited Palm Harbor Manufactured Housing Plant and the Commission was briefed on the tour. It was recommended the Commission and Council be briefed by the school and what impact the growth in our area would have on the existing facil- ities. There was a brief discussion on the Sign Ordinance and the enforcement of the existing Ordinahce. There are a number of signs on FM 78 that have flashing lights - example, The Honey Dew and Smoke Pit. There is no need to write another Ordinance until the present Ordinance is en- forced. #4 ADJOURNMENT Chairman Linebarger adjourned the meeting at 5:22 P.M.
