12-11-1979 e e e PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Joint Session with the City Council on Tuesday, December 11, 1979, at 7:00 PM in the Municipal Complex Council Chambers Room, 1400 Live Oak Road. Boughman - 700 Brooks Eddie Ball, Jr. - 713 Brooks Dickie Day George - 820 Brooks Michael Lawler Mr. Sharp called to order the Joint Session of the Planning and Zoning Commission and City Council at 7:00 PM. #2 APPROVAL OF MINUTES - November 13, 1979 Mrs. Lawler moved to accept the minutes as read. The motion was seconded by Mr. Greenwald. The motion carried unanimously. #3 RECOGNITION OF VISITORS #4 JOINT MEETING WITH CITY COUNCIL - ZC-22 - Consideration of Magdalena Corp. Mr. Sharp opened the Public Hearing to the Citizens on Brooks Street. The following Citizens expressed their views and feelings about the proposed rezoning, ZC 22, t~allow apartments to be built on property adjoining En "'. ..e..tnae-t:-. - p~ Mr. Carroll, 810 Brooks, stated that he was opposed to rezoning and that he would sell his home and move from Schertz. Mr. Lew E. Bohre, 808 Brooks, stated that he was opposed to rezoning and that the area in question should remain and be developed as single family. e e e - 2 - Mr. John Gardner, 800 Brooks, stated that he was opposed to the rezoning and asked if Planning and Zoning Commission and City Council had a copy of the petition signed by the residents on Brooks Street. He further stated that the Citizens were opposed to any form of Commerical use of the property in question. Mr. Robert H. Boughman, 700 Brooks, opposed to the rezoning. At this time Mr. Sharp turned the meeting over to the lfugdalena Corporation so that the Citizens and Council could hear their plan for the property. Mr. Jerry Harmon spoke for the Corporation, he showed the Citizens a painting of the proposed apartments. He stated that at first there would be twelve apartments placedon:iheproperty. Six of these would be one bedroom, renting ~~~10 - $225 a month, six would be two bedroom and would rent betweent2~ $285, unfurnished and not including the utilities. Mrs. Bobbie Koch, Sc'ertz, spoke for the rezoning of the property saying that she felt that the City of Schertz needed apartments for future development. Mr. Sharp adjourned the Joint Meeing at 8:30. Mr. Sharp reconvened the Planning and Zoning Commission at 8:40. Mr. Willman made a motion that Planning and Zoning Commission have a Special Meeting to make a decision on the proposed rezoning ZC 22. The motion was seconded by Mr. Stanhope. The motion carried unanimously. The Planning and Zoning Commission will meet in Special Session on Tuesday, December 18, 1979, at 7:00 PM. #5 STAFF BRIEFING None #6 REVIEW OF PROPOSED SUBDIVISION ORDINANCE None #7 GENERAL DISCUSSION A motion was made by Mrs. Lawler to ask the City Council to reinstate Mr. Stanhope to the Planning and Zoning Commission as his term has expired. The motion was seconded by Mr. Greenwald. The motion carried unanimously. #8 ADJOURNMENT A motion was made by Mr. Stanhope to adjourn at 9:15. }
