03-11-1980 PLANNING AND ZONING MINUTES
The Planning and Zoning Commissifln of the City of Schertz convened
in Regular Session, Tuesday, March ll, 1980, at 7:00 PM, in the
Municipal Complex Council Chambers Room, 1400 Live Oak Road. The
following members were present:

#1 CALL TO ORDER
Chairman Aguilar called the Regular Session to order at 7:00 PM.
#2 APPROVAL OF MINUTES: February 26, 1980
Mrs. Lawler asked that the minutes be amended to read under "Others
Present" that Larry Brockman and Chuck Parnell are of the Cibolo
Valley BMX instead of Balcones Rock Products, Inc.
Mr. Linebarger moved to accept the minutes as amended. Mrs. Lawler
seconded the motion. The motion was carried unanimously.
#3 PUBLIC ZONING HEARING - ZC-24: CONSIDERATION OF BALCONES ROCK
PRODUCT, INC.
Chairman Aguilar and Mayor Bueker convened the Public Hearing.
Chairman Aguilar explained to the Citizens present the- purpose
of the Public Hearing.
Chairman Aguilar then asked for a show of hands from the Citizens
present for and against the Specific Use Permit. The majority of
the Citizens present represented the Lone Oak and Rio Vista Sub-
division.
Chairman Aguilar then asked Mr. Don Schoenfeld of Balcones Rock
Products, to give an outline of his plans for the land in question
which follows to be:
1. This would be a gravel pit.
2. There would be no chemicals used in the production or for digging
gravel.

3. The gravel would be washed and sorted from sand.
4. Approximately 12 people will be employed.
5. There wi17 be approximately 10-20 truckloads of gravel per day.
6. There will be no runoff water to affect the Cibolo Creek or other
areas.
7. Approximately 500 gallons of water per minute t,?i11 be used to
wash the gravel. This water will be released back into the
ground. A well will probably be drilled to provide this water
supply.
8. The roads would be wet down to keep the dust from spreading.
9. The access road to the property is FM 1518 and Trainer Hale
Road.
10. There wi17 be some noise from the operation created by heavy
duty equipment.
11. At other plants there are 5 to 5 1/2 work days depending on
the demands for gravel.
12. Mr. Schoenfeld may ask in the .future permission to operate a
cement plant.
13. Only about half of the property is within City Limits at this time.
14. The operation is under Federal Laws, in regards to Safety Control
and Water~Qua1ity Control.
About 30 people spoke against the gravel pit operation. These Citizens
were from Lone Oak:
1. George Welsh - Raintree Road - The roads in Lone Oak were not made
for trucks to use.
2. Mrs. Burgess - Owns easement for property - Did not know that they
planned to use her easement as access to property.
3. Fredrick Bruce - There would be a lot of dust. Schertz does not
need this type of industry.
4. Don Stovall - Because of the prevailing wind from south to north,
there will be a lot of dust. Some children and
adulsts have allergies and have to take allergy

5. Mrs.. Harris - Schaffer Road - FM 1518 - Mrs. Harris felt that this
type of industry would drive property values down.
6. Lester Kelley - Mr. Kelly has a sewer pit in his back yard. There
is a trailer on property behind him, that is not
suppose to be there, and does not need the noise
of heavy equipment.
7. J. Dodd - Mr. Dodd has worked in a gravel pit a71 his life. There
is noise, dust and he does not feel that Balcones
has been truthful with the City.
8. Edward Murry - 210 River Road - How many trucks or loads a day would
Balcones be transporting?

All the main points of Lone Qak objections and feelings were
covered by one speaker, a Mrs. Reid:
Lives of people in Lone Oak would be effected by noise and dust
that the people of Lone Oak do not want Tndustry in their back
yards. The City of Schertz is a beautiful City for families and
we do not need this type of Tndustry.
Mayor Bueker and Chairman Aguilar expressed their thanks to the
Citizens for comming to the Hearing.
Chairman Aguilar adjourned the Public Zoning Hearing at 8:40 PT1.
#4 JOINT WORKSHOP WITH CITY COUNCIL
The meeting was reconvened at 9:00 PM in the Conference Room.
There was discussion of the proposed by-laws for the Commission
and changes proposed.
#5 STAFF BRIEFING
The Public Hearing on 7_oning reclassification of annexed land
has been changed to April 22, 1980.
#6 GENERAL DISCUSSION
Motion was made by Mrs. Lawler fora Special Session on Monday,
March 17, 1980, at 7:00 PM, to discuss and come to a decision
fora recommendation on ZC-24: Balcones Rock Products, Inc.
Motion was seconded by Mr. Greenwald. Motion carried unanimously.

Chairman Aguilar adjourned the meeting at 10:40 PM.
