06-24-1980 ) e PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Regular Session, Tuesday, June 24, 1980, at 7:00 PM, in the Municipal Conference Room, 1400 Live Oak Road. The following members were present: MEMBERS PRESENT: Adolph Aguilar, Chairman Merwin Willman Raymond Stanhope John Linebarger Frederick Martin CITY STAFF : Glynn Stanhope, Administrative Assistant OTHERS PRESENT: Valley News Recorder Charles Sharpe MEMBERS ABSENT: Kenneth Greenwald Charles Sharp #1 CALL TO ORDER Chairman Aguilar called the Regular Session to order at 7:00 PM. #2 READING OF MINUTES - June 10, 1980 - Mr. Stanhope moved that the minutes be approved as written. Mr. Martin seconded the motion. The motion was carried unanimously. #3 REVIEWING PROPOSALES FOR AN ORDINANCE REGULATING MOBILE HOME PARKS Ms. Stanhope suggested establishing a Sub-Committee to expedite the review and preparation of the ordinance. She stated that the City Manager had expressed the need for Schertz to have a Mobile Home Ordinance soon. Mr. Linebarger and Mr. Stanhope discussed the possibility of a local mobile home resident or owner might be beneficial in an advisory capacity to aid the Mobile Home Ordinance Committee. Various problems concerning mobile homes _were discussed. Mr. Willman, Mr. Stanhope and Ms. Stanhope volunteered to be the Sub-Committee and will meet at a time and date suitable to them. #4 STAFF BRIEFING Ms. Stanhope identified three areas that should be zoned from Pre- development. A motion was made by Mr. Linebarger and seconded by Mr. Stanhope to Tezone from PD to Ml for the area adjacent to the Industrial Complex north of IH 35 and west of FM 3009. Vote was unanimous. e Ms. Stanhope also stated the possibility of annexation of two areas (one onFM 78 and one behind Lone Oak) of land. At this point, Mr. Gilmore visited the meeting and he and Mr. Aguilar discussed ETJ on the area along IH 35 northside and area on the souths ide of IH 35 east and west of Northcliffe and possible annexation. . . - 2 - e #5 GENERAL DISCUSSION The area between Pfeil Street and Live Oak Road was discussed as to possible use. Mr. Linebarger stated it should not be rezoned to suit ownership. This was agreed by all present. There was conversation and speculation as to why the City Council had voted against rezoning the area. There was discussion on apartment need, mobile home park locations and major thorough-fares. Mr. Willman suggested the possibliity of applying additional zoning codes to limit what a developer could do (in R4A, one story, R4B, etc.). The general discussion of the Council was that existing procedures and building permits should limit the builder to the intent and desires of the City. It was suggested by Mr. Linebarger that maybe this subject should by looked into by the City Attorney. #6 ADJOURNMENT Mr. Aguilar adjourned the meeting at 8:04 PM. e e
