07-08-1980 '. e PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Regular Session, Tuesday, July 8, 1980, at 7:00 PM, in the Municipal Conference Room, 1400 Live Oak Road. The following members were present: MEMBERS PRESENT: Adolph Aguilar, Chairman Frederick Martin, Secretary Raymond Stanhope Kenneth Greenwald John Linebarger, Vice Chairman Merwin Willman Charles Sharp MEMBERS ABSENT: None CITY STAFF: Glynn Stanhope, Administrative Assistant OTHERS PRESENT: Herald Reporter, Cla.re . (/ILBe,z,r e 111 CALL TO ORDER Chairman Aguilar called the Regular Session to order at 7:00 PM. #2 READING OF THE MINUTES - June 24, 1980 Mr. Linebarger made a motion that the minutes be accepted as written. The motion was seconded by Mr. Greenwald. The.motion-was carried un- animously. #3 ~LANNINGSESSION Ms. Stanhope stated there would be a Public Hearing on August 5, 1980, on annexing an area on,FMm78-andareas on IH 35 that had been discussed at the previous meeting. Mr. Linebarger suggested a field trip to look at the area South of Lone Oak. This was agreed on by the rest of the Commission members. . 114 STAFF BRIEFING e Ms. Stanhope told the Commission that Lost Meadow, Unit #3, had been reviewed by the City Engineer and numerous discrepancies existed (i.e. no curbs, off street parking would be required'detc.). She stated that there was a cul-de-sac that was more than ample to accomodate fire trucks and also septic tanks would be in the area. It was decided at this time that 'the field trip could also include Lost Meadows. The . - 2 - e field trip was set for July 22, 1980. Ms. Stanhope will also attend and she will invite Mr. Upton. #5 GENERAL DISCUSSION Ms. Stanhope advised the Commission that the Industrial Development Committee wanted to have a Joint Meeting with the Planning and Zon- ing Commission. A date of August 26, 1980, was tentatively selected. Discussion of the Joint Meeting will be/what can be done to make the Industrial Development more attractive to prospective tenants. Discussion then switched to the recent disapproval by City Council to rezone the area between Pfeil Street and Live Oak Road. Mr. Sharp asked the Commission members who is doing something wrong. The area in question has been rejected four (4) times and is still just a large vacant lot. What can be done to the area to enhance the City and suit a builder? e The term "Spot Zoning" was discussed nand -the majority of the Commission -, did not feel this was spot zoning. Mr. Linebarger stated that it was not the Commission's job to rezone to suituowners. Mr. Aguilar injected a thought_by asking "Whatnwould occur if someone.moved-a home into the contested area like the one on FM3009, northwest of Deer Haven?" Can we res,trict a builder? It was also discussed that the owngr of the land (Pfeil Street and Live Oak Road) knew of the controversy associated withthe_land.- Mr. .Linebarger: statedhe:felt the Commission members had done their job. Itwasthecgeneral consensus of opinion that if it were not for the Units on Exchange and Live Oak Road, thatthe~rezoning might have'~assed. Mr. Linebarger stated our responsibility was to current residents first and future residents second. The discussion then led to the need of an additional well in Schertz. Itwasnbrought out that thissubjectwas-identified-toeity Council approximately a year ago and it did not appear that to~uch had been done. The Planning and Zonillg Commission feels very-strongly-that aggressive action must be taken--by.city Council to act on an additional water source before it is to late. /16 ADJOURNMENT Mr. Aguilar adjourned the meeting at 7:45 PM. e
