09-23-1980 f" e - e '" PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Regular Session, Tuesday, September 23, 1980, at 7:00 PM, in the Munici- pal Conference Room, 1400 Live Oak Road. The following members were present: " MEMBERS PRESENT Adolph Aguilar, Chairman John Linebarger, Vice Chairman Fred Martin, Secretary Kenneth Green~b Merwin Willman CITY STAFF Ray Upton, City Inspector OTHERS PRESENT Claire Gilbert, Herald Reporter MEMBERS ABSENT Charles Sharp Ray Stanhope #1 CALL TO ORDER Chairman Aguilar called the meeting to order at 7:00 P.M. #2 READING OF MINUTES Mr. Linebarger made a motion the minutes be accepted as written. Mr. Greenwald seconded the motion. The motion was carried unanimously. #3 CONSIDERATION OF POSSIBLE REZONING LAND (North of IH-35 North) FROM PRE-DEVELOPMENT Ray Upton briefed on the urgency to rezone to Industrial so as not to lose a potential development (Houston Chemical Co. Ltd.). It was suggested by Mr. Linebarger that it would probably be better for the sake of expediency to recommend rezoning the 13+ acres the Houston Chemical Co. wanted to build on and not the whole area mentioned. Mr. Linebarger put this in the form of a motion and Mr. Greenwald seconded it. It was carried unanimously to rezone to Industrial. It is suggested by the P&Z Council that City Council expedite the Public Hearing on the rezoning to allow the matter to be taken care of in a timely manner. #4 MOBILE HOME BRIEFING Mr. Willman briefed the P&Z Council on what the Sub-Committee had attempted to do. He passed out recommended changes to the proposed Mobile Home Ordinance and suggested a special session to work on the ordinance. Chairman Aguilar and the P&Z Council agreed and a Special session was set for September 30, 1980. f '" e e e - 2 - #5 STAFF BRIEFING Ray Upton briefed on a new Housing Development going in on Live Oak Road.The City has also recieved plans for the Cibolo Valley Baptist Church to be built off F.M. 1103 (vicinity of Northcliff) with ground breaking approximately the 1st week of November. He alSo stated Northcliff is planning to build another group of homes. It will be a secure area with retired people, no children. Mr. Linebarger em- phasized that there were past problems with Homecraft (past P&Z min- utes, June 26, 1979) and this new construction should be reviewed carefully. There was also discussion of the Randolph Christian Church going ahead with their building on Nell Deane.
