PLANNING AND ZONING COMMISSION MARCH 22, 1978 The Planning and Zoning Commission convened in regular session Wednesday, March 22, 1978, at 7:00 p.m. in the Municipal Complex Conference Room, 1400 Live Oak Road. Hill, Jr.-City Manager Bob Jacobson-City Inspector Joe Garza-Administrative Assistant #1 CALL TO ORDER The meeting was called to order by the Chairman, Aguilar, at 7:00 p.m. #2 APPROVAL OF MINUTES The minutes of March 8, 1978 were read and the following correction was made: The name of P & Z Commission Member, Ray Stanhope, was added,as his name was left off the minutes. Motion to approve the minutes was made by Betty Wise and seconded by Ray Stanhope. The vote was unanimous in favor of the motion. #3 PC-20 OAK FOREST SUBDIVISION - UNIT 2 - Preliminary Plat Review Joe Garza and Bob Jacobson informed the P & Z Commission of the need for util- ity easments in Blocks 3, 4, and 5. After examination, City Staff made a re- commendation that the plat be approved. Motion to approve was made by Ray Stanhope and seconded by Betty Wise, discussion, none, vote for approval was unanimous. Mr. Simmons then requested that we (P & Z) review the stipulations regarding the plat in question (Oak Forest-Unit 2). Mr. Simmons then referred to the minutes of January 25, 1978, Paragraph 2, a, b, and c of page 2, plus the copy of the letter to the City Manager dated March 14, 1978. He first made refer- ence to the letter Paragraph 2. Mr. Coy Simmons then made reference to Fe- bruary 26, 1975 (minutes) Paragraph 5. Discussion then started between mem- bers and Mr. Simmons. Mr. Simmons,was not in agreement with January 25, 1978, page 2, paragraph 2 and paragraph 1. PriOr to any further development (after completion of Unit 2), Mr. Coy Simmons agrees to: a. Secure the right-of-way (50 ft. easement)street named Crest Oak, as identified on the January, 1978 Master Plan for Oak Forest, from F. M. 3009. b. Crest Oak will be improved to comply with the existing subdivision ordinance,excluding drainage requirements as specified in c. below. c. The drainage under the roadbed of Crest Oak, where it intersects F.M. 3009 will be constructed at least equal to the existing drain- age structure on Circle Oak, which consists of four (4) each, twenty- four (24) inch corregated steel pipes with concrete wall heads. It was then agreed that the P & Z Commission will take this subject up in two agenda items and that the final agreement on this matter would be re- solved at this next meeting. #4 Recommendation of Jack Stomackin as P & Z Secretary Jack Stomackin was officially appointed Planning & Zoning Commission Secretary approved as such by City Council on March. 21, 1978. #5 Reconsideration of a Previous Curb ;Cut Request from Mr. T. R. Steele. This item was tabled at the previous February 8, 1978 meeting due to insigni- ficant information. The letter with specification was examined and a motion was made by Ray Stanhope to approve Mr. Steele's request. The motion was seconded by Betty Wise. All were in favor. #6 General Discussion Mrs: Betty Wise asked to know in which Zoning District Mobile Villa was lo- cated. It was pointed out to Mrs. 1Jise that Mobile Villa is zoned Pre-Dev- opment and not a Mobile Home District. The P & Z Commission unanimously agreed that permanent mobile home district zoning should be established for both Mobile Villa and E1 Rancho Mobile Home Park, and that the rezoning pro- cess be iniated to rezone these areas. City Staff concurred that P & Z Commission should take the iniative and recommend to the City Council rezoning of Mobile Villa and E1 Rancho Mobile Home Park to Mobile Home Districts. #7 There being no further business the meeting was dosed. Motion by Ray Stanhope was seconded by Betty Wise. Vote unanimous. The meeting adjourned at 10:15 p.m.
