PLANNING AND .ZONING" HINUTES The Planning and Zoning Commission convened in Regular Session Wednesday, June 14, 1975, at 7:00 p.m. in the Municipal Complex Conference Room, 1400 Live Oak Road. Earl Johnsonr(, Gail Hyatt Richard Howe/( Mayori,(< #1 CALL TO ORDER The Joint Meeting of the Planning and Zoning Board and the City Council was cal1ed to order at 7:00 p.m. by Chairman Aguilar. #2 READING & APPROVAL OF MINUTES The minutes of May 24, 1978 were read and approved as amended. Motion to approve was made by John Marquette. All were in favor, and passed unanimously. # 3 JOINT !'1EETING The Planning and Zoning Commission held a Joint Meeting with the Schertz City Council discussing the foJlowing four items: A. ZC-9 A rezoning request from Hr. Riedel to rezone Lot 2 Block 2 out of the Biegert Subdivision from R-2 Single Family Dwelling District to R-4 Multiple Residence Dwel1ing District. Discussion followed and questions from the Planning and Zoning Commission and the City Council to Ur. Riedel con- cerning the above mentioned. The Planning and Zoning Commis- sion and the City Council then voted to approve the request for a Public Hearing. Date for the Joint Public Hearing was then set for July 12, 1978. B. ZC-IO A rezoning request by ~lr. Coy Simmons to rezone 10 acre tract recorded in Volume 448, page~ 163-166 of the Deed Records of Guadalupe County, Texas, and located within Oak Forest Subdivision from a-I Single Family Dwelling District to R-4 Multiple Residence Dwelling District. After much dis- cussion between the Planning and Zoning Commission and the City Council, a motion was made by John Linebarger not to -e consider the request in accordance with Article 111 Section 12.2.2 A, B, and D. Seconded by John Marquette, all were in favor. Vote was unanimous and request was denied. The City Council was also unanimous in their vote against the rezoning request. Therefor~Mr. Si~~ons request was denied and no Public Zoning Hearing will be scheduled. C. Consideration of setting a date for a Public zoning Hearing on amending Section 10.5 of the Zoning Ordinance. Discus- sion and recommendation to eliminate Paragraph 1 and 3 of 10.5, leaving it to read, "10.5 All land in Schertz, Texas, including public properties and the right-of-way shall be classified with a Zoning District. The date for the Public Zoning Hearing was scheduled for July 12, 1978. . Consideration for setting dates for a Public Zoning Hearing ~m the rezoning of the . following tracts:J0f land. 1. Four tract of land being .284 acres, .670 acres, and .352 acres being out of a 29.075 acre tract, out of the Torribo Herrera Survey No. 68 from temporary Pre-Deve1opment'Zoning Di"strict to a permanent-zoning classification. Planning and Zoning andCityuCounci1 recommends classification of N.S. Neighborhood Services District. 2. Rezoning of I'ionotecn Corp. which contains 50 acres of land in the George M. Dolson Survey No. 96, Ab- stract 120, Coma1 County, Texas, from temporary Pre-Development District toM1 Industrial District,. 3. Rezoning of a 100 foot by 150 foot acre of land on which E1 Rancho Lounge is situated in and being part of a 22.85 acre tract of land located in the Tor- riboHerrera Survey Abstract 153 and known as E1 Rancho Hobi1e Home Park, form teI!lporary Pre-Develop- ment District to a permanent Commercial zone. Plan- ning and Zoning Coa~ission and City Council recom- mends Classification GB General Business District. 4. Rezoning of a 2 acre tract of land being out of the Torribo Herrera Survey, Abstract 153 and being the Jahn Welding Shop, from temporary Pre-Development District to a permanent Commercial zone. Planning and Zoning Commission and City Council recommends M-1 Industrial District Classification. Both the Planning and Zoning Commission and the City Council concurs upon the rezoning of the above mentioned par- cels of land. The Public Zoning Hearing will be scheduled for July 12, 1978. #4 COHMUNITY DEVELOPMENT INSTITUTE BRIEFING Next on the Agenda was Mr. Joe Hidura from Community Development Institute. He briefed the Planning and Zoning Commission on the City of Schertz Planning Studies. After the briefing, it was re- commended by Staff that commission members review the material and recommend any corrections or additions at the next scheduled meeting.
