07-13-1982 , e PLANNING AND ZONING MINUTES The Planning and Zoning Commission convened in Regular Session on Tuesday, July 13, 1982, at 7:00 PM, in the Conference Room of the Municipal Complex, 1400 Live Oak Road. Members present were as fo 11 ows : PLANNING AND ZONING COMMISSION: John Linebarger, Chairman Ken Greenwald, Vice-Chairman Clay McMahan, Secretary Ray Stanhope Lee Boswell Cam Beauchemin MEMBER ABSENT: ~1erwin Hillman OTHERS PRESENT: Don Decker Don McCrary Cl a i re Gi 1 bert CITY STAFF: e Tom Brooks, Assistant City Manager #1 CALL TO ORDER Chairman Linebarger called the meeting to order at 7:00 PM. #2 READING OF MINUTES - Regular Meeting June 8, 1982 Lee Boswell made a motion to approve the minutes as presented. Ken Greenwald seconded the motion and the vote was unanimous in favor. #3 CONSIDER AND MAKE RECOMMENDATION - On a request submitted by Mr. Donald Decker to rezone approximately three (3) acres of 1 and at 1600 - 1700 Live Oak Road, from Single Family Dwelling District (R-l), to Apartment/Multi- Family Dwelling District (R-4) e Mr. Don Decker, the developer, and Mr. Don McCrary, the engineer for the proposed development were present at the meeting. Drawings for the proposed development of 37 condominium type dwellings had been make available to the P&Zmembers for _revJe.w. ~1r. Decker advised the Commission that if the rezon- ing request is approved, he will construct 37 condominiums on the rezoned land, with construction to begin, hopefully, within two-to-three weeks after rezoning approval. He also advised that he is offering up to 50 percent of J e e e ~ .~ P&Z Minutes, dated: 7-13-82, page 2 ~ the cost to upgrade Live Oak Road in front of the property to be rezoned. Several Commission Members commented that they believed that this type of development of the land would be appropriate and be in keeping with land being developed in the surrounding area. After further discussion and comments, Cam Beauchemin made a 'motion to recommend to the City Council that a Joint Public Zoning Hearing be convened to consider the request for rezoning. Ken Greenwald seconded the motion and the vote was unanimous in favor. Tom Brooks advised the developer and his engineer that they would be advised the date of the public hearing. #4 ZONING ORDINANCE REVIEW - Begin review of Appendix B of the Zoning Ordin- ance for possible revision Chairman Linebarger commented that Appendix B contained rather standard type definitions and he asked the members to read them through and report back at the next meeting if anyone believed any changes to the definitions are warranted. The members agreed. #5 STAFF BRIEFING , Tom Brooks advised the members about the reason for low water pressure in the City and actions being taken to correct the situation. #6 GENERAL DISCUSSION There was none. #7 ADJOURNMENT Chairman Linebarger adjourned the meeting at 7:50 PM.
