09-08-1981 ~ e~ .~ e~ PLANNING AND ZONING MINUTES The Planning and Zoning Commission of the City of Schertz convened in Regular Session on Tuesday, September 8, 1981 at 7:00 PM, in the Conference Room of the Municipal Complex, 1400 Live Oak Road. The following members were present: MEt1BERS PRESENT: John Linebarger, Chairman Merwin Willman, Vice-Chairman Kenneth Greenwald, Secretary Ray Stanhope Lee Boswell William Courtney CITY STAFF: Tommy M. Brooks, Assistant to City Manager Bob Rayfield, City Inspector OTHERS PRESENT: Clair Gilbert, Herald-News Reporter Archie Heimer MEMBERS ABSENT: Clayton McMahan #1 CALL TO ORDER Chairman Linebarger called the meeting to order at 7:00 PM. #2 READING OF MINUTES: Regular Session of Planning and Zoning Commission, August 25, 1981 Lee Boswell made amotion to accept the minutes as written. Merwin Willman seconded the motion and the vote was unanimous in favor. #3 CONSIDER FOR APPROVAL: Final Plans for Greenfield Village, Unit III Greenfield Vill~ge, Unit III, will consist of a total of 27 units within the Schertz ETJ. The City Engineer has recommended approval as being in accordance with the City of Schertz Subdivision Standards. Ray Stanhope made amotion to accept the final plans; Lee Boswell seconded the motion and the vote was unanimous in favor. . #4 CONSIDER FOR APPROVAL: Master Plan for Heimer-Preusser P.R.U.D. The Planning and Zoning Commission acknowledged and concurred with the City Engineers recommendation for preliminary approval on the Master Plans for water, drainage, and sanitary sewer requirements for the Mirasol P.R.U.D. The developer was advised to have his engineer talk to the C~ty Engineer and work out an agreement about the City Engineers requirement for a twelve inch water main. Ray Stanhope made a motion to accept the Phase One Plan; William Courtney seconded the motion and the vote was unanimous in favor. Mr. Archie Heimer, a developer of the ~1irasol P.R.U.D., was advised by Chair- man Linebarger that prior to the development of any individual phase of the P.R.U.D., plans for each phase must be approved by the Planning and Zoning ~ e e- e P&Z MINUTES, DATED 9-8-81, pg. 2 Commission to insure there is compliance with the preliminary plat concept which stipulates the authorized percentage for the various types of dwell- ings to be within the Mirasol P.R.U.D. #5 CONSIDER RECLASSIFICATION OF ANNEXED TERRITORY CURRE~TLY CLASSIFIED PRE- DEVELOPMENT A. After discussion and review of the Schertz zoning map, Ken Greenwald made a motion that territory along IH 35 (see attachment which describes the territory), be considered for rezoning from Pre-Development to General Business (GB); and that a date for a Public Hearinq will be established by the City Staff whenever they have researched Comal and Guadalupe County records to identify all of the property owners con- cerned in order that proper notification to property owners can be made. Ray Stanhope seconded the motion and the vote was unanimous in favor. B. The Commission also recommended that a strip along F~1 78 from FM 3009 east to Ditez Creek be reclassified from Pre-Development to General Business (GB) and a date for a Public Hearing to be established by the City Staff. Mr. Stanhope made the motion and Mr. Willman seconded it. The vote was unanimous in favor. #6 STAFF BRIEFING Mr. Brooks introduced Mr. Bob Rayfield, City Inspector, to the Commission. #7 GENERAL DISCUSSION Chairman Linebarger welcomed Mr. Courtney to the Commission and offered his assistance to Mr. Courtney in any possible way. #8 ADJOURNMENT Chairman Linebarger adjourned the meeting at 7:55 PM.
