At 6:30 p.m., before the Council meeting, former Council member Norma Head was
honored with a reception. Refreshments were served and several gifts were presented to
her. This was in honor of the first anniversary of the Schertz Playscape, which was the
brainstorm of Mrs. Head. She headed up the effort to get the Playscape built by people in
the community.
Following the reception, the Schertz City Council convened in Regular Session on
Tuesday, March 18, 2003 at 7:00 p.m. in the Municipal Complex Council Chambers,
1400 Schertz Parkway, Schertz, Texas. Those present were Mayor Hal Baldwin,
presiding; Councilmembers Carl Douglas, Steve Simonson, Reginna Agee, Tony
Wilenchik and Ken Greenwald. Staff present were City Manager Mark Marquez and
City Secretary Norma Althouse.
Mayor Baldwin welcomed everyone and asked them to rise and join him in the Pledge of
Allegiance to the Flag. After the Pledge, he asked for a moment of silence for the
pending war in Iraq.

Robert Brockman of 4505 Grand Forrest had signed up to speak, but chose to pass in
honor of the recognition of the first anniversary of the Playscape.
#2 Recognition of First Anniversary of Playscape
Mayor Baldwin recognized Norma Head for her civic accomplishments and said because
of the Playscape, patronage at the library has increased. He then presented her with a
plaque from the Randolph Metrocom Chamber of Commerce. Following that, Mrs. Head
opened a gift ofa James Avery pin, which was children in a circle running to a playscape.
Mrs. Head was then presented with a book on the history of her accomplishments put
together by Public Information Officer, Tony Wilson. Mrs. Head commented that
everything Mr. Wilson has touched has been a classic. Lastly, a video of the building of
the Playscape was shown.
Before leaving, Mrs. Head distributed pamphlets to Council from the EI Shaddai Ranch
in Yorktown, Texas, a Christian retreat run by her and her husband, Ed. She commented
they have done the right thing. They are having fun and they are being blessed by their
efforts. She invited everyone to come.

Mr. Greenwald moved to approve the minutes, as written, for the Special Workshop
Session of2-12-03, the Regular Session of2-18-03, the Special Workshop Session of
2-26-03 and the Regular Session of3-04-03. Mrs. Agee seconded the motion, which
carried with the following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.
#4 ORDINANCE: Consider and take action on final reading of Ordinance regarding
proposed changes to the Unified Development Code, Article IX, Platting.
Mr. Marquez advised there have been no changes to the Ordinance. Mayor Baldwin then
introduced the Ordinance and read the caption as follows:

\ BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS PROVIDING
/ ) THAT THE UDC, CITY OF SCHERTZ, TEXAS BE AMENDED BY REVISING
ARTICLE XI, PLATTING, SECTION 20.17, STREET IMPROVEMENTS;
SECTION 20.20, CURB, GUTTER AND SIDEWALKS; SECTION 31.4,
SIDEWALKS - LOCATION AND WIDTH; AND SECTION 33,
ACKNOWLEDGEMENTS AND CERTIFICATES. PROVIDING AN
EFFECTIVE DATE; AND PROVIDING A REPEALING CLAUSE.
Mrs. Agee moved to approve the final reading of an Ordinance regarding proposed
changes to the Unified Development Code, Article IX, Platting. Mr. Simonson seconded
the motion, which carried with the following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.
#5 BID AWARD: Consider and take action on awarding Fleet Truck bids.
Mr. Marquez commented these bids had been discussed at a previous workshop. The list
of vehicles is included in Council's packets. The best bid per vehicle has been selected
as follows:

Grand Total for all above vehicles is $156,139.80.
Mr. Greenwald inquired if the last batch of Police vehicles wasn't purchased from
Texoma Ford and Chief Cantrell replied yes, that's true. Mayor Baldwin asked if
someone is going to pick them up and Chief Cantrell answered no, they would deliver
them.
Mr. Greenwald moved to approve the purchase of nine (9) vehicles, as listed above, for a
total of $156,139.80. Mrs. Agee seconded the motion, which carried with the following
votes:

#6 Discussion and possible action awarding bids for Schertz Parkway Landscaping
Project.
Mr. Mrquez reported the bid opening for this project was held on March 5, 2003. They
followed the bidding procedures, but ended up with only one qualified bidder. One
bidder submitted the bid late and another had not attended the mandatory pre-bid
meeting. Both bids were rejected. It is recommended Council approve the bid from
Maldonado Nursery and Landscaping in the amount of $124,802.00. They are a good
company and their bid includes the landscaping as well as the irrigation. Schertz
Parkway is one of the main entrances to our City and our namesake, so we would be
remiss if we didn't make it as attractive as possible.
Mr. Simonson moved to approve the bid from Maldonado Nursery and Landscaping for
the Schertz Parkway Landscaping Project in the amount of $124,802.00. Mrs. Agee
seconded the motion, which carried with the following votes:
AYES: Council members Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.

General Announcements
Water Rate Increase
Reminded everyone of the Employee Remembrance Day ceremony tomorrow ~t the
Public Works Department at noon.
Noted the water rate increase is effective May 1, 2003. This is the third and last in a
series of increases. Mayor Baldwin asked if we're on the new water and Mr. Bierschwale
replied yes.

Reported attending the Economic Development Commission (EDC) meeting last night
where the main topic of discussion was a tax abatement request from T ADCO. The
request was well presented and the EDC approved it.

Reported that before their trip, his wife sent out about 220 letters to businesses for the
upcoming Doggie Dash. So far they have received $875.00. The Doggie Dash will be
held on election day (May 3rd) in the park. He will be getting with Chief Cantrell about
some of the details.

General Announcements
Reported that a puff of wind picked up a 10' x 15' metal building across from him and if
it hadn't hit a neighboring fence, it would have landed on the school playground. He
called Leonard Truitt, City Inspector, and was told there is no requirement for these
buildings to be on a slab or be anchored permanently.
Stated D.C. Morgan asked him and the City Manager how he could help the City.
#10 EXECUTIVE SESSION: Called under Chapter 551, Texas Government Code:
(a) Sub-Section 551.072, Deliberation regarding real property; and
(b) Sub-Section 551.074, Personnel Matters
Council moved to the Conference Room, where an Executive Session was held from
7:33 p.m. until 9:45 p.m.
Following the Executive Session, Council moved back to the Council Chambers.
