The Schertz City Council convened in Regular Session on Tuesday, April 15, 2003 at
7:00 p.m. in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Schertz,
Texas. Those present were Mayor Hal Baldwin, presiding; Councilmembers Carl
Douglas, Steve Simonson, Reginna Agee, Tony Wilenchik. and Ken Greenwald. Staff
present were City Manager Mark Marquez and City Secretary Norma Althouse.
Mayor Baldwin welcomed everyone and then asked them rise and join him in the Pledge
of Allegiance to the Flag.
After the Pledge, Mayor Baldwin announced he was filling in for Amy Madison, who's
grandfather passed away, in honoring the first guests of the evening from Boy Scout
Troup and Cub Scout Pack 343. Mike Siebert is the Scoutmaster and Rich Derfler is the
Cubmaster. The two groups provided a great service to the City of Schertz: They helped
an elderly gentleman, who was physically challenged and had limited resources, to clean
up his property. The groups worked with Tom Eaton from the Inspection Department
and had the help of their parents and siblings in cleaning up the property and the
gentleman was very grateful and very pleased. Mr. Siebert noted the Scouts collected
i four and one-half tons ofrecyclables and filled many trash bags (a bobcat was brought in
i to help with the clean-up). The Mayor expressed his great appreciation to the Boy Scouts
and the Cub Scouts. He then asked the boys to introduce themselves to everyone present.

A Life Saved - The Chain of Survival
Dudley Wait, EMS Director presented a video of an incident that took place on March
27,2003. Keith Ewald, a 36-tear old male was driving south on FM 482 in Schertz when
he went into sudden cardiac arrest. Mr. Ewald was in a position for the "Chain of
Survival" to have a maximum impact on his life.
The Chain of Survival is a four-step process designed to save lives in a cardiac
emergency. Step One is Early Access and Recognition. Step Two is Early CPR. Step
Three is Early Defibrillation. Step Four is Early Advanced Care.
Those honored for their participation in the Chain of Survival were Russell Hink, Brian
Morgan and Sherry Conley ofTXDoT, John Eisen and Paul Gumm of the Schertz Police
Department, Tina Hernandez, Amy Smith and Roel Jasso of the Schertz EMS
Department, and Mike Berghofer, Ben Ripley, John Perry and Harry Hewlett of the
Schertz Fire Department.

/-" AirLife was used to complete Mr. Ewald's transport to University Hospital where he
) completed his recovery and treatment. He was released from the hospital on April 8,
2003 and is doing very well. Mr. Ewald and his son were both at the meeting.
Promotion of New EMS Supervisor
Mr. Wait informed those present that Mike Berghofer was promoted to Supervisor
(Captain) on March 22, 2003. He has been with Schertz EMS since 1997. Mr. Wait gave
some background information on Mr. Berghofer and listed his credemtials.
Introduction of New Warrant Officer and Court Clerk
Judge Stacy Padgett introduced Stephen Pulaski as the new warrant officerlbaliff. He has
previous. experience as a police officer with both the City and the school district. He
replaces James MacSorley who retired at the end of March, 2003.
Judge Padgett then introduced Esther Mendoza, who has been employed as a Court Clerk
for the Schertz Municipal Court since 1999. She recently became a Level I certified
court clerk and has become a certified interpreter in the Spanish language.
#2 HEARING OF RESIDENTS
Rita Duprat-Waldo, Executive Services Coordinator, gave a report on the American
Cancer Society Relay for Life held in Schertz at Pickrell Park on Apri111, 2003. Chief
Cantrell was the Captain. The City won the contest for the most creative baton and for
the most laps walked. Last year the City raised $1900.00 and this year they raised
$2302.00. There were 12 teams and 54 survivors participated. There were 180
. luminarias purchased. Ms. Duprat-Waldo thanked Barbara Baldwin for being the
Honorary Chair of the Randolph Area Relay. Mayor Baldwin presented a plaque to the
City of Schertz from the American Cancer Society.
John Huber of 14035 Dublin, San Antonio, had signed up to speak on Item #8, the
ambulance bids, and said he would wait until that Item came up for discussion.
Robert Brockman of 4505 Grand Forrest mentioned two items:
(1) The strip of grass between the lift station and the houses on Schertz Parkway is
really tall.
(2) He would like to see discussion of a new City Hall on the agenda, hopefully
during Mayor Baldwin's lifetime.

) Mr. Greenwald moved to approve the minutes for the Special Workshop Session of
3-12-03, the Regular Session of 3-18-03, the Special Workshop Session of 3-26-03 and
the Regular Session of 4-0 1-03. Mr. Simonson seconded the motion, which carried with
the following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.
#4 ORDINANCE: Consider and take action on final reading of an Ordinance declaring
adoption of the Municipal Drainage Utility Systems Act; making and adopting findings;
declaring the drainage of the City of Schertz to be a public utility and incorporating
existing drainage facilities, materials and supplies into the drainage utility system and
identifying a service area.
Mayor Baldwin introduced an Ordinance and read the caption as follows:

AN ORDINANCE DECLARING ADOPTION OF THE MUNICIPAL DRAINAGE
UTILITY SYSTEMS ACT; MAKING AND ADOPTING FINDINGS;
DECLARING THE DRAINAGE OF THE CITY OF SCHERTZ TO BE A PUBLIC

Mr. Marquez indicated there have been no changes since the first reading of the
Ordinance was approved.
Mr. Simonson moved to approve the final reading of an Ordinance declaring adoption of
the Municipal Drainage Utility Systems Act; making and adopting findings; declaring the
drainage of the City of Schertz to be a public utility and incorporating existing drainage
facilities, materials and supplies into the drainage utility system; and identifying a service
area. Mrs. Agee seconded the motion, which carried with the following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.
#5 RESOLUTION: Consider and take action on Resolution calling public hearing on
drainage charges.
Mayor Baldwin introduced a Resolution and read the caption as follows:

A RESOLUTION SETTING A PUBLIC HEARING WITH RESPECT TO THE
ADOPTION OF DRAINAGE UTILITY CHARGES WITHIN THE CITY OF
SCHERTZ AND ITS EXTRA TERRITORIAL JURISDICTION AND
AUTHORIZING PUBLICATION THEREOF.
The public hearing date was set for May 20, 2003.
Mr. Greenwald moved to approve the Resolution setting a public hearing with respect to
the adoption of drainage utility charges within the City of Schertz and its extraterritorial
jurisdiction and authorizing publication thereof Mrs. Agee seconded the motion.
Before the vote, Mr. Wilenchik asked if the rates would be established by the time of the
public hearing. Mr. Marquez informed him the rates Council agreed upon were in the
last Council packet.
At this time the vote was taken and the Resolution passed as follows:
AYES: Council members Douglas, Simonson, Agee, Wilenchik and Greenwald.

Mayor Baldwin introduced an Ordinance and read the caption as follows:

BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
ESTABLISHING THE TADCO PARK n ZONE.
Mr. Marquez reminded Council they held a public hearing on this a couple of weeks ago.
The reinvestment Zone is required.
Mrs. Agee moved to approve the final reading of an Ordinance creating a Reinvestment
Zone for TADCO 2. Mr. Simonson seconded the motion, which carried with the
following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.
#7 ORDINANCE: Consider and take action on final reading of Ordinance authorizing
a tax abatement for T ADCO 2.

TADCOIfRI-COUNTY LTD, A PROPERTY OWNER IN THE CITY OF
SCHERTZ.
Mr. Marquez noted there have been no changes since the approval of the first reading of
this ordinance. Mr. Hunt is present to answer any questions. This meets the guidelines
and criteria for a tax abatement. This is Mr. Hunt's second project and we are glad he is
willing to invest.
Mr. Greenwald moved to approve the final reading of an Ordinance authorizing a tax
abatement for T ADCO 2. Mr. Wilenchik seconded the motion, which carried with the
following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.
I' #8 BID AWARD: Consider and take action awarding ambulance bids.

Mr. Marquez explained that the City Attorney, Michael Spain, has recommended
rejecting all bids and going out for bids again. The specifications will be adjusted. Mr.
Wait indicated they would take out some things and put in what they really need.
Jack Huber of San Antonio Ambulance mentioned he was just here to make sure the
current bids were rejected.
Mr. Wilenchik moved to reject the current ambulance bids and go out for bids again. Mr.
Greenwald seconded the motion, which carried with the following votes:
AYES: Councilmembers Douglas, Simonson, Agee, Wilenchik and Greenwald.
NAYS: None.

. Mentioned he had an opportunity last night to call the Police Department. A
young lady was gomg door-to-door m his neighborhood selling
coupons/certificates for oil changes. He asked her if she had a permit and she
didn't. The patrol car arrived in about 5 minutes. Mrs. Agee commented a
solicitor with the same product was in her neighborhood.
. Advised there was a meeting last week about the Doggie Dash and it's coming
along. The Humane Society is asking the Mayor to say a few words at the
beginning of the race. Teen Court has accepted the responsibility for people to
handle the street situation. The race starts at 8:00 a.m. on Saturday, May 3,2003.
. Said he became aware of an animal control case where the Judge was not able to
issue a search warrant. He understands someone asked for it to be on the agenda.

. Expressed appreciation to the Staff for all their work on the Cancer Relay. He
asked how much the EMS Department raised and was told $1900.00 (they had a
separate fund from that ofthe City).
