TSAC 08-07-2008TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES August 7, 2008 The Transportation Safety Advisory Commission (TSAC) convened on August 7, 2008 at 5:30pm in the Council Chambers Conference Room, 1400 Schertz Parkway, Schertz, Texas. Call to order at 5:30 p.m. Members present: Andy Bores-Chairman Patricia Ramirez – Vice Chairman Larry Franklin Stephen Bish Mary Spence Ronald White Bill Bowers Mike Harris, David Scagliola Sam Willoughby, Public Works Director Larry Dublin, City Engineer Members not present: Max Hernandez Tracy Bean Chris Coronado Introduction of TSAC members Hearing of residents. Debbie Bell – President Northcliffe HOA. Robert Brockman Approval of Minutes Motion to Accept June minutes – Larry Franklin Second: Pat Ramirez -All Ayes- Discussion and possible action regarding request from Northcliffe H.O.A. to install a crosswalk across Cherry Tree to create a safe passageway for residents utilizing the park and swimming pool. HOA President Ms. Bell described area and presented pictures for discussion. TSAC discussed the issue of installing crosswalk and stop sign on Cherry Tree at Cliffside or at Cherry Tree and Turnabout Loop; a motion was made to have the City of Schertz Engineer do an engineering study on Cherry Tree and send the findings to City Council for approval. This item is closed. Motion to send recommendation to City Council: Pat Ramirez Second: Steve Bish -All Ayes- Discussion and possible action regarding creating a no parking zone along the area where the crossing guards are located on Savannah to reduce traffic back up. TSAC Member Larry Franklin talked about the parking issue on Savannah Dr. TSAC members will review again after school starts. This issue will be discussed again in October. Discussion and possible action regarding the speed limit recommendations on Schwab Road, Fairlawn Drive (Riata Subdivision) and Enterprise Drive. Larry Dublin talked about the speed limits and recommended they stay as posted. This item is closed. Discussion and possible action regarding requests for a deer crossing sign on FM 1518 and other roads within the City of Schertz. TSAC members discussed this item. No Action will be taken. Discussion and possible action regarding updating or accepting the current rewritten version of by-laws by TSAC members. The TSAC members decided to wait and discuss this item at the September meeting. Discussion and possible action regarding recommendation to have a stand-by member of TSAC. The TSAC members discussed this item; a motion was made to recommend the addition of a standby member to the TSAC commission, this recommendation will be sent to City Council. This item is closed. Motion to send recommendation to City Council: Larry Franklin Second: Patricia Ramirez -All Ayes- Discussion and possible action regarding recommendation and appointment of TSAC High School Liason to replace Mr. Christopher Coronado. A replacement Christopher Coronado has not been found. This item will be put on the September agenda. City Council Update Mr. Scagliola briefed commission members regarding city council’s current issues. General discussion by commission members.
