MINUTES
WORKSHOP AND REGULAR MEETING
September 16, 2008
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on
September 16, 2008 at 6:30 p.m., in the Municipal Complex Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas. The following members present, to-wit:

Council Member David Scagliola Council Member John Trayhan
Council Member Michael Carpenter

Council Member Jim Fowler was absent.
CALL TO ORDER REGULAR MEETING
Mayor Baldwin called the meeting to order at 6:35 p.m.
INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED
STATES AND STATE OF TEXAS.
Council Member Carpenter gave the Invocation followed by the Pledges of Allegiance to the Flags
of the United States and State of Texas.
HEARING OF RESIDENTS
Mayor Baldwin recognized the following:
. Francis Rushing, Schertz Chamber of Commerce President who announced the following:
- September 26,2008 monthly meeting: Vice Commander from Randolph Air Force
Base will give update on the Base Mission; also Mr. Bill McAlister will give update
on Veterans Affairs.
- New Post Office Ribbon Cutting has been postponed; more details will follow.
- Chamber is working with the Principal of the new John Paul Catholic School on the
upcoming opening ceremonies; more information to follow.
- October 18, 2008 is scheduled for the Shop Schertz Showcase and Taste of the
Town event at the Civic Center from 10:00 a.m. to 4:00 p.m.

Council General Announcements:
Mayor Pro-Tem Wilenchik
. Mentioned he heard the two (2) ads recently playing on KTSA regarding our SchertzFest
and was very impressed with the amount of media coverage.
. Thursday evening is the final night of the financial course and, as of today, the individuals
that have completed this course have removed an average of $4,000 in debt reduction. He
also stated that eleven out of the fourteen that had signed up were city employees. Mayor
Pro-Tem Wilenchik mentioned the next class will start October 16,2008.
Council Member Scagliola
. Mentioned Wednesday September 17, 2008 at 6:30 p.m. is the Schertz Sweetheart Pageant
which will be held at the Civic Center.

PRESENTATION
. Presentation and update regarding SchertzFest. (J. Bierschwale)
Mayor Baldwin recognized Assistant City Manager John Bierschwale who came forward
presenting the Council with a SchertzFest gift bag.
REGULAR AGENDA
1. Minutes - Consideration and/or action regarding the approval of the minutes of the Regular
Meeting of September 9, 2008.
Mayor Baldwin recognized Council Member Carpenter who moved, seconded by Council
Member Trayhan to approve the minutes of September 9, 2008. Vote was unanimous.
Motion Carried
2. Ordinance No. 08-T-44 Consideration and/or action approving an Ordinance adopting
the FY 2008-09 budget. Final Reading (J. Santoya)
Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item.
Mayor and Council thanked staff for all their work on the budget.
Mayor Baldwin recognized Council Member Trayhan who moved, seconded by Council
Member Scagliola to approve Ordinance No. 08- T -44 final reading adopting the FY
2008/09 Budget. Vote was unanimous. Motion Carried

3. Ordinance No. 08-T-45 Consideration and/or action approving an Ordinance on the
proposed FY 2008-09 Tax Rate. Final Reading (J. Santoya)
Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item
stating that no changes had been made from the first reading.
Mayor Baldwin recognized Council Member Trayhan who moved, seconded by Mayor
Pro- Tem Wilenchik that property taxes be increased by the adoption of a tax rate of
$0.409000 and adoption of Ordinance No. 08-T-45 final reading adopting the 2008 tax rate.
Vote was unanimous. Motion Carried
4. Resolution No. 08-R-45 - Consideration and/or action approving a resolution for a Public
Library Interlocal Agreement with Selma. (D. Harris/M. Spain)
Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item
answering questions from Council.
Mayor Baldwin recognized Council Member Carpenter who moved, seconded by Mayor
Pro-Tern Wilenchik to approve Resolution No. 08-R-45 approving a Public Library
Interlocal Agreement with the City of Selma. Vote was unanimous. Motion Carried
5. Interlocal Agreement with Universal City - Consideration and/or action approving an
Interlocal Agreement with Universal City for a portion of new construction across the
Cibolo Creek. (D. Harris)
Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item
answering questions from Council.
Mayor Baldwin recognized Council Member Scagliola who moved, seconded by Council
Member Carpenter to approve an Interlocal Agreement with the City of Universal City for
a portion of new construction across the Cibolo Creek in the amount of$255,154.53. Vote
was unanimous. Motion Carried
6. Schertz Sweetheart Court By-laws - Consideration and/or action approving the Schertz
Sweetheart Court By-laws. (E. Matlock)
Mayor Baldwin recognized Economic Development Chair Steve White who introduced this
item answering questions from Council.
Mayor Baldwin recognized Council Member Carpenter who moved, seconded by Council
Member Scagliola to approve the Schertz Sweetheart Court By-laws. Vote was
unanimous. Motion Carried

BOARD APPOINTMENTS
7. Appointment/Reappointment to Boards and Commissions/Committees -
Consideration and/or action regarding appointments/reappointments to Boards and
Commission/Committees.
. Appointment of Ms. Merle Behne - Historical Preservation Commission
Mayor Baldwin introduced this item and recognized Council Member Carpenter who
moved, seconded by Mayor Pro-Tern Wilenchik to ratify the appointment of Ms. Merle
Behne to the Historical Preservation Commission. Vote was unanimous. Motion Carried
DISCUSSION AND POSSIBLE ACTION
8. October 7, 2008 - National Night Out - Discussion and possible action regarding
cancelling the October 7, 2008 City Council Meeting to allow Council Members to attend
the various neighborhoods during National Night Out. (D. Harris)
Mayor Baldwin recognized Assistant City Manager David Harris who introduced this item
stating that in the past the City Council cancelled their meeting so that members could attend
the various National Night Out celebrations within the neighborhoods. Mr. Harris also
mentioned that there will not be a 5:00 p.m. worksession meeting on September 23, 2008.
Mr. Harris asked if the Council would like to meet on September 30, 2008 instead. Council
Members discussed the issue and consensus was not to have a meeting on September 30,
2008 and to cancel the October 7, 2008 meeting.
Mayor Baldwin recognized Council Member Carpenter who moved, seconded by Council
Member Scagliola to cancel the October 7, 2008 City Council meeting. Vote was
unanimous. Motion Carried
ANNOUNCEMENTS - CITY MANAGER AND STAFF
. General Announcements on meetings/events attended and upcoming events
Mayor Baldwin recognized City Manager Don Taylor who mentioned that he would be out of
town next week to attend the International City Managers Association meeting. Mayor Baldwin
recognized Assistant City Manager David Harris who mentioned that the front page of the City's
website had been corrected.
Mayor Baldwin recognized Mayor Pro- Tem Wilenchik who asked if an item could be placed on
the October 14, 2008 agenda to discuss revising the policy on Boards and Commission
applicants, and it was the Council's consensus to do so.
EXECUTIVE SESSION
Called under Section 551.071 Litigation, pending litigation; Section 551.072 Texas
Government Code - Deliberation regarding the purchase, exchange, sale, lease, or value of real
property.

Council did not meet in Executive Session.
ADJOURNMENT
As there was no further action, Mayor Baldwin adjourned the meeting at 7: 11 p.m.
