President White called the meeting to order at 11 :30 am.
2. Public comment.
Mr. Brockman noted that the new Walgreen's at FM 1103 required a right egress from the
development and inquired if that would ever be changed to allow for right and left egress.
Staff responded that it is not likely this would be changed in the future.

Director Whitney moved to approve the minutes of the July 24, 2008 Economic
Development Corporation meeting. Director Jones seconded the motion. Motion
carried. Vote unanimous
4. Update of the monthly fmancial report from the City Finance Director.
Mr. Santoya gave a briefing of the fmancial report, stating that sales tax for the month of
August is at seven percent above the same time last year. Mr. Santoya stated that even
though we are seven percent over from last year, August is showing below on sales tax
revenue.
ITEMS FOR INDIVIDUAL CONSIDERATION:
5. Discuss and take appropriate action on the 2008-2009 Economic Development Corporation
Budget.
Assistant City Manager Harris gave a synopsis of the 2008-2009 SEDC budget. Assistant City
Manager Bierschwale introduced Chief Covington and Chief Starr to the Board. Chief
Covington gave an update on the request to fund a training center for Emergency Services in
the City of Schertz. The training center will be used by all Emergency Services of the City for
training; we will also hold training classes for the surrounding area. Mr. Bierschwale stated
that funding will come out of the 08-09 budget and will replace the last payment of the fire
pump truck.
Director Richard moved to approve the 2008-2009 Economic Development Corporation
Budget without the line item for the request from the Parks Department. Director Whitney
seconded the motion. Motion carried. Vote unanimous.
A letter to Council should follow from the Director of Economic Development.
6. Closed Session in accordance with Texas Local Government Code, 551.074 (personnel
Matters). Deliberate the appointment, employment, evaluation, reassignment, duties,
discipline or dismissal of the Economic Development Specialists. In addition to the matters
listed above, any matter scheduled for open session may be discussed in Closed Session, as
deemed appropriate and authorized by law.
7. Action on executive session, if necessary.
Director Jamison moved to fund the Emergency Service Training Center out of the
Economic Development reserve fund in the amount of $650,000. Director Whitney
seconded the motion. Motion carried. Vote unanimous.
