was unanimous in favor. Motion carried.
Before continuing to Item #3, Jim Shriver read the following
statement to the Commission: "During the Planning and Zoning
Commission February 26, 1991 meeting while discussing the update
of the Comprehensive Plan I made ~n '~off the wall" statement to
the effect that in my opinion 50% of the Commission members were
not interested in updating the Comprehensive Plan.
My statement was in error, was 'unfair, and I hereby retract it."

Mr. Mower then went on to say he had taken some pictures today at

Chairman Andrews related that the City will look into the
situation and if they are in error, it will have to be corrected.
Merwin Willman, referring to the letter from Dora A. Mower, said
a copy of the Ordinance had been requested and wanted to know if
it had been furnished. Mr. Mower said it had been.
George Mower informed the Commission he had not received a.
certified letter from the City giving him a 10 day notice of the
date of the hearing he had requested. Mr. Mower did state,
however, he was waiving that requirement.

Gary Bricken asked George Mower I that Slnce the vehicle runs,
does he have a plan for it.
Mr. Mower repl ied he does eventually, but he has been busy
restoring a bus, traveling back and forth between here and
Colorado where he owns property, and filing a robbery report as a
resul t of being robbed the last time he was out of town. Mr.
Mower said ~e is trying to be a good neighborr but he does not
wish to spend the money for insurance on the vehicle 1n order to
get a license sticker and an inspection sticker.
Chairman Andrews pointed out it lS not necessary to have
1nsurance to get the license sticker and the inspection sticker.

camper, located at 501 Brooks, Ave., either be removed, be

Chairman Andrews pointed out Pecan Grove Mobile Home Park as
another good example in the City \.Jhere a site' plan ,,\-ould have
been very. useful.
Merwin Willm~~ told the Commission he had included drawings with

they want them to remain or want them taken out.
Councilperson Ken Greenwald asked t-1r. Willman if he wants the
drawings to be included as part of the Ordinance or if he wants
them as an addendum. Mr. Willman replied he would prefer they
be included in the Ordinance.
The Commission reviewed and discussed site plan procedures,
parking regulations and landscaping. They made some changes,
suggestions and recommendations as they went along.
Merwin Willman commented he would like to deviate from the usual
procedure and send these proposals to City Council first before
any recommendation 'is made for a joint public hearing.

#7. CONSIDER AND MAKE RECOMMENDATION: Updating of Comprehens'ive
Plan
~h~i~~~n A~dre~s related that.h~! ~im"S~~iv~r" Merwin Willman and,
Steve' Simonson had met on Tuesday morning March '5th to di'scuss
exactly what needs. to be done to set up a good starting point for
the updating the Comprehensive Plan.
Mr. Andrews said one of the things they came up with was a list
of subjects such as land use, business districts, housing, etc.,
of which one or several would be assigned to each member for
research. Those things to be researched under each subject are
the goals, the current status, the projections for the future,
and the implementation of said goals.
Chairman Andrews told the Commission he is open for suggestions
on a time frame for completing the research. Several of Mr.
Andrews' suggestions for doing research are use of the "Smalltown
Planning Handbook" and meetings with various Department Heads of
the City.
