ORDINANCE NO. 08-T-17
AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
MAKE BUDGET ARY TRANSFERS WITHIN AN ADOPTED
BUDGET.
WHEREAS, City Charter Section 7.07 (d) states "Upon written request by the City
Manager, the City Council may transfer part or all of any unencumbered appropriated
balance among programs within a department, office or agency, or from departments,
offices or agencies," and
WHEREAS, a need exists to allow greater flexibility to allow the City Manager to
transfer appropriated money within an adopted budget, and
WHEREAS, City Council is in receipt of a written request from the City Manager.
NOW BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS:
Section I
THA T, the City Manager is hereby authorized to transfer appropriated money within
an adopted budget under the following circumstances:
a. Transfer of money within a department's budget so that total department
budget does not change;
b. Transfer of money between and among departments if the total single transfer
does not exceed $50,000 and the total of all of such transfers in a fiscal year
does not exceed one percent (1 %) of the City's budget.
c. The City Manager shall inform Council of any such transfer within thirty (30)
days of such transfer.
Section II
THAT, in no case shall money be transferred between funds without Council
approval.
Section III
THAT, all sections of ordinances in conflict with this Ordinance are hereby repealed.

Section IV
THAT, this Ordinance shall take effect following adoption on second and final
reading and any publication required by law.

RE: Budget Transfers
For operational efficiency, a need exists to grant the City Manager greater flexibility in
managing appropriated money.
In accordance with the City Charter Section 7.07 (d), this letter shall serve as a written
request for City Council to grant the City Manager the authority to transfer appropriated
money within the FY 2007-08 adopted budget under the following circumstances:
a. Transfer of money within a department's budget so that total department
budget does not change; and
b. Transfer of money between departments ifthe total single transfer does not
exceed $50,000.
In no case shall money be transferred between funds without Council approval.
