Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:30 P.M.

HEARING OF RESIDENTS

Mr. Brockman, 1000 Elbel, suggested a change to the wording on the agenda.

CONSENT AGENDA:
A. Consider and act upon the Planning and Zoning Commission meeting minutes for November 12,2008.
Following the reading of the Consent Agenda item, Mr. Wallace moved to approve the Consent Agenda.
Ms. Tutschke seconded the motion. Vote unanimous. Motion carried.
4.
PUBLIC HEARING:
A.
PC2008-039 Wal-Mart - Replat
Hold a public hearing, consider and act upon a request for approval of a replat of Lot 5, 6 & 8R, Block
I, Wal-Mart Supercenter establishing Lots 10, 11, 12, 13 and 14, Block 1, Wal-Mart Supercenter
Subdivision consisting of 6.27 I:t acres ofIand located at the northeast corner of IH-35 and FM-3009.
This property is zoned General Business District-2 (GB-2)
Public hearing opened at 6:34 pm.
Ms. Mitchell reviewed staff comments and advised the Commission that the applicant was present.
Mr. Richmond recognized the following:
· Victor Waymon, CEC, questioned the lot and block on the property.
· Mr. Brockman questioned the street name.
· Ms. Mitchell stated that staff would verifY lot information.
Public hearing closed at 6:38 pm.

Mr. Wallace questioned staff and the applicant about the property cross access. .
Ms. Nichols stated that cross access has been discussed with the applicant and the FIre Marshall. The
discussions have been in regards to cross access associated with Wendy's.
Ms. Mitchell suggested that the motion contain any access points v
Mr. Wallace moved to approve the item with positive identification oflot numbers and documentation of two
(2) access points. Mr. Greenwald seconded the motion. Vote Aye: Ms. Tutschke, Mr. Greenwald, Mr.
Evans, Mr. Wallace and Mr. Richmond. Vote Nay: Mr. Edwards. Motion carried.
5.
ITEMS FOR INDIVIDUAL CONSIDERATION:
A.
PC2008-041 Green Valley Elementary - Amended Site Plan
Consider and act upon a request for a site plan of Lot 40, Block 2 of the Green Valley Elementary
Subdivision consisting of 10.22:!: acres ofland located on the northwest corner of Green Valley Road
and Wynn Brook. This property is zoned Public Use District (PUB).
Ms. Wood reviewed staff comments on all three SCUClSD schools and advised the Commission that the
applicant was present.
Mr. Hawkins introduced himself as the representative.
Mr. Greenwald asked if the district had a long range goal to enclose the gym.
Mr. Hawkins answered the gym could be enclosed in the future if the district has the money.
Mr. Wallace asked if notice was given to the neighbors and if not suggested that they be notified.
Mr. Hawkins agreed to notifY neighbors.
Mr. Evans questioned the wall size.
Mr. Waymon gave a short answer on the wall and stated that it would have landscaping.
After a short discussion, Mr. Wallace moved to approve the item. Mr. Greenwald seconded the motion. Vote
unanimous. Motion carried.
B. PC2008-042 Laura Ingalls Wilder Intermediate - Amended Site Plan v
Consider and act upon a request for a site plan of Lot I, Block I of the Intermediate School No. I
Subdivision, commonly known as Laura Ingalls Wilder Intermediate consisting of 12.19:!: acres of
land located on the southeast corner of Savannah Drive and Inglewood Drive. This property is zoned
Public Use District (PUB).
After a short discussion, Mr. Wallace moved to approve the item. Mr. Greenwald seconded the motion. Vote
unanimous. Motion carried.
C. PC2008-043 Norma J. Paschal Elementary - Amended Site Plan
Consider and act upon a request for a site plan of Lot 1, Block 1 of the Savannah Elementary School
Subdivision, commonly known as Paschal Elementary consisting of 10.76:!: acres of land located on
the southwest corner of Schertz Parkway and Savannah Drive. This property is zoned Public Use
District (PUB).
After a short discussion on the trees, Mr. Wallace moved to approve the item. Ms. Tutschke seconded the
motion. Vote unanimous. Motion carried.

Ms. Mitchell advised the Commission that the UDC is being reviewed by the Attorneys, and upcoming
meeting dates.
