INTRODUCTIONS/RECOGNITIONS . Mr. Robert Wallace was recognized for his appointment as a Parks board member. . Mr. Dean Midlick was introduced as the new alternate Parks Board member. REGULAR AGENDA 1. Approval of August 18, 2008 minutes - Mr. Mustapha Debboun made a motion to approve the August 18, 2008 minutes as amended. Ms. Deedy Wright seconded the motion. The vote to approve the August 18, 2008 minutes as amended was unanimous. DISCUSSION AND POSSIBLE ACTION 2. Farmers Market Update - Mr. George Logan briefed the board on the forming of the City's Farmers' Market Development Team. The team worked on researching and defining the role a Farmers' Market would play in the City of Schertz. The criteria identified by the team was, that the Market would provide only locally grown produce and only products that are hand made. The team met with two vendors who were interested in providing a Farmers' Market for the City of Schertz. After researching, discussing, reviewing and interviewing both vendors, the team recommended the City contract with the Central Texas Growers Association. Mr. Debboun made a motion the Board present the contract with Central Texas Growers Association to City Council for their approval. Ms. Sally Macias seconded the motion. The motion to present the contract to City Council for approval was unanimous. 3. Parks Projects Update - Mr. Logan informed the board the implementation of the 5 year Schertz Master Plan for connectivity of the city by trails is progressing well. The Federal Emergency Management Agency (FEMA) drainage ditch trail from Schertz Parkway to Elbel Road construction is scheduled to begin in November 2008. Perimeter Road went out for bid in September 08. Irrigation bids are being taken for Northcliffe Park. Grant for Recreation Facility is currently being reviewed by Texas Parks and Wildlife Department. Construction on road should begin soon. The Kramer House construction is approximately 45% complete. 4. Pickrell Park Renovations Update - Mr. Logan stated Pickrell Park large pavilion upgrades are currently being done. Bids for playground equipment and a quote for upgrading the large pavilion structure have been received. The staff recommended accepting the bid from T. F. Harper for the playground equipment. Ms. Wright made a motion the board approve the bid from T. F. Harper and forward it to the City Council for approval. Mr. Debboun seconded the motion. The motion to accept the T. F. Harper bid and forward it to City Council for approval was unanimous. The staff recommended accepting the quote from David Dorrough for upgrading the large pavilion structure. Mr. Mark Davis made a motion to accept David Dorrough's quote for upgrading the large pavilion structure and forwarding it to council for approval. Mr. Wallace seconded the motion. The motion to accept the quote for upgrading the large pavilion structure from David Dorrough and forward it to City Council for approval was unanimous. ANNOUNCEMENTS BY PARKS AND RECREATION DIRECTOR AND STAFF . City of Schertz Parks Maintenance update: Mr. Mike Trainor updated the board on Parks maintenance: The old basketball goals at the large pavilion have been removed. Parks and the Guadalupe County Master Gardeners did a 136-hour joint project with the Master Gardeners which updated the landscaping at Gutierrez Park. Park workers put in 400 hours of work during Schertz Fest. He also noted that graffiti at the parks has increased. . Date for next board meeting: The next scheduled board meeting will be on December 1, 2008 at 6pm in the Civic Center Bluebonnet Room, 1400 Schertz Parkway, Bldg.#5.
