NO. 1014-Managing City Administration - " A RESOLUTION 4J /IJ/r-' PRESCRIBING A MEANS OF EFFECTIVELY MANAGING CITY ADMINISTRATION, DESIGNA_ TING A POSITION OF RESPONSIBILITY FOR THE HANDLING OF SUCH ADMINISTRATION, AND RENDERING NULL AND VOID THOSE PARTS OF ALL OTHER ORDINANCES OR RESO- LUTIONS IN CONFLICT WITH THIS RESOLUTION. WHEREAS, the City of Schertz has four (4) functioning departments of city government consisting of Utilities and Streets, Police and Fire, Parks and Grounds, and City Administration, and; WHEREAS, fo~r (4) duly elected. City Councilmen are designated to super- vise these functions, and; WHEREAS, it is the desire of the City Council to place on individual in administrative control of all four functions and any other suceeding functions that may be formulated in the future, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL, CITY OF SCHERTZ, TEXAS that: 1. The City Secretary is hereby designated as City Administrator for the City of Schertz with the following primary additional duties and responsibilities: (a) Responsible for the effective administration of all city functions as related to personnel, financial and management matters. (b) Serve as liaison between city departments and city commissioners. (c) Enact new policies and procedures, subject to council approval, to improve departmental functioning. 2. Any and all ordinances, resolutions, or parts thereof, in conflict with the prescribed position responsibilities of the City Administrator will he amended as of this date to reflect such change.
