01-24-1995 PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in regular session on Tuesday, January 24, 1995 at 7:00 p.m. in the Municipal Complex conference room, 1400 Schertz Parkway, Schertz, Texas. Those present were as follows: PLANNING & ZONING COMMISSION CITY STAFF PIA JARMAN, CHAIRMAN STEVE SIMONSON, DAVID RICHMOND VICE-CHAIRMAN ASST. CITY MANAGER MERWIN WILLMAN, SECRETARY DENISE GRANGER, TONY MORENO PLANNING SECRETARY ERNEST EVANS KEN GREENWALD, COUNCILMAN - MEMBERS ABSENT BOB ANDREWS (Due to illness) KEITH VAN DINE (Due to illness in family) #1 CALL TO ORDER Chairman Jarman called the meeting to order at 7:00 p.m. Chairman Pia Jarman advised that Bob Andrews was absent due to an illness, and Keith Van Dine was absent due to illness in the family. #2 APPROVAL OF MINUTES: A. Regular Session December 13, 1994 B. Regular Session January 10, 1995 A. Rectular Session December 13, 1994 Merwin Willman moved to approve the minutes of the Regular Session December 13, 1994. Tony Moreno seconded the motion, which carried with a unanimous vote. B. Rectular Session Januarv 10, 1995• Chairman Pia Jarman referred to the second paragraph, second sentence after January 10, 1995 to add a L. Ernie Evans moved to approve the minutes of the Regular Session January 10, 1995. Tony Moreno seconded the motion, which carried with a unanimous vote. #3 CITIZENS: INPUT OTHER THAN AGENDA ITEMS There were none. #4 DISCUSSION: UDC ARTICLE VII The Commission reviewed the UDC Article VII up to page 56 with changes being made at this time. #5 GENERAL DISCUSSION: Tonv Moreno Tony Moreno stated he had no comments. Ernie Evans Ernie Evans stated he had no comments. Merwin Willman Merwin Willman stated he had no comments. David Richmond David Richmond asked if there were any new developments at this time. Steve Simonson advised that the Greenshire Unit 3 problem has been resolved. The curb will be restored with the driveway coming out on to Greenshire Drive, the home will be built differently. The people that were buying the home are purchasing elsewhere with Ron Wood being the builder. Councilman Greenwald: Councilman Ken Greenwald commented he hoped everyone was using their recycle bins. As far as how much material has been taken in by the City, this information won't be available for about 2 or 3 months. Ernie Evans stated he has a difficult time remembering when it is his scheduled time to recycle. Councilman Greenwald advised that there is a schedule available at the Municipal Offices and it was in the newsletter. The schedule was also in the red bins and hopefully periodically it will be available through the newsletter. Councilman Greenwald stated that the sales tax lost by 70 votes. . Out of 480 cities only one city has had a sales tax pass the first vote. It usually takes 2 or 3 votes to get a sales tax passed. Part of the problem is that the information process never seems to -2- generate enough information for the citizens. The sales tax can' not be presented again for a year due to the state law. There will be a meeting Wednesday January 25, 1995 to canvass the votes and make it official . Steve Simonson Steve Simonson advised that he was contacted today by the people who own Tri-County Business Park and they are still concerned about the abandoned sewer line. They want guarantees from the City of Schertz that they will receive services if they were to hook up to the sewer line. Mr. Simonson stated he wrote back to the Company stating the policies for the City with hopes that something may become of this soon. Until the documents are signed it is still an open deal. Tony Moreno asked what the company thinks it is liable for. Steve Simonson stated he was not sure but when you get lawyers involved they seem to interpret things differently. Steve Simonson stated he also received a call advising him that Arby's is looking at property behind Jack-N-Box. Steve Simonson commented that it could start looking like a Pat Booker Road soon up on the corner of IH 35 and FM 3009 with all the fast food restaurants. Steve Simonson stated because of all the traffic generated in that area, businesses are doing quite well. Councilman Greenwald commented that Universal City has lost a very prominent business, Golden Corral. The employees were not notified before the company just closed the doors. They are in the process of building a new building on IH 35 and Loop 1604. Steve Simonson advised just for information the spring clean-up for this year will be from February 25th through March 12th. The dumpsters will be on FM 2252 due to the fact that Alamo Waste has moved. #6 ADJOURNMENT: David Richmond moved to adjourn the meeting. Tony Moreno seconded the motion, which carried with a unanimous vote.
