Foundation Member Mike Elliott CALL TO ORDER Due to the absence of both the Chairman and Vice-Chairman, Secretary Sandy Bryant called the meeting to order at 6:OOpm. Ms. Bryant informed the board they would need to elect a chairman pro tem to serve this meeting. Mr. Jeffrey Siebert volunteered to act as Chairman pro tem for this meeting. The vote to elect Mr. Siebert Chairman pro tem was unanimous. PRESENTATIONS • Presentation on the Schertz Parks and Recreation Foundation was presented by Mr. John Bierschwale, President of the Schertz Parks and Recreation Foundation. The Foundation's is a 501(c) 3 organization with a board of directors composed of five members. The Foundation was established to raise funds to improve and expand our community parks, trails, venues and recreational programs providing access, adventure and opportunity for all. The Foundation's current goals include raising funds to construct the Schertz Plex, a state-of--the-art multi-use event center. HEARING OF RESIDENTS Chairman pro tem Siebert recognized Mr. Robert Brockman who addressed the Board on the following: • Adult seating near the new playscape in Pickrell Park • Holes at the end of the playscape slide DISCUSSION AND POSSIBLE ACTION 1. Approval of January 5, 2009 minutes - Ms. Aundra Davis made a motion to approve the January 5, 2009 minutes. Ms. Floy Simmons seconded the motion. The vote to approve the January 5, 2009 minutes was unanimous. 2. Election of New Parks and Recreation Advisory Board Officer -The board postponed this item to the February 23, 2009 meeting when the Vice-Chairman would be present. 3. Parks Projects Updates - Mr. George Logan gave an update on the following projects: The Schertz Visitor's Center construction is 98% complete. Mr. Logan met with Bexar County and initiated the Interlocal agreement for Crescent Bend Nature Park in the near future. The Soccer Complex fields on Marke Road have been reseeded and some play is underway. The Farmer's Market is currently open on Mondays with three vendors and hopes to expand soon. Schertz Community Center North reconstruction is complete but site drainage is currently under review. The Schertz Senior Center is still waiting on the completion of the new Library. Pickrell Park pavilion upgrade is currently being done. 4. Parks Maintenance standards and procedures - Mr. Mike Trainor gave the board an update on the standards for parks maintenance and will provide them an online copy of the information in the future. 5. Master Gardner's seminar - Ms. Deedy Wright briefed the board on the Beginning Backyard Gardner's seminar that will be held February 7, 2009 at the Schertz Civic Center and encouraged everyone to attend if possible. REOUESTS AND ANNOUNCEMENTS: 6. Announcements by Advisory Board Chairman and members - Ms. Sally Macias requested a change on Mr. Logan's CIP report form, in the section "Parkland Dedication, Subcommittee Recommendations, Parkland and Open Space Deficit", under heading 2009; that the language "land in the Fairhaven neighborhood in the Northcliffe area" be replaced with "land in the Fairhaven neighborhood in the North Schertz area". Ms. Macias also asked about the prospects for getting a portable restroom at the City of Schertz Northcliffe Park for the months when the pool restrooms are locked. Ms. Davis requested we consider inviting Wounded Warriors to our next City event. Ms. Davis also wanted to thank the person responsible for providing citizens with the City calendar of events. Mr. Dean Midlick asked about the park on FM 1518 and upgrading the restrooms at Pickrell Park. 7. Announcements by City Staff - Mr. Logan announced that Mike Trainor has completed the requirements and is now a Certified Pool Operator and a Certified Playground Inspector. The next scheduled board meeting will meet on February 23, 2009 at fpm in the Civic Center Bluebonnet Room, 1400 Schertz Parkway, Bldg.#5. ADJOURNMENT i Ms. Wright made the motion to adjourn the meeting. Ms. Davis seconded the motion. The vote to adjourn the meeting was unanimous.
