REGULAR MEETING
June 9, 2009
A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on
June 9, 2009 at 6:30 p.m., in the Municipal Complex Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas. The following members present to-wit:

Councilmember David Scagliola
Councilmember Tony Wilenchik
Mayor Pro-Tem Jim Fowler
Councilmember John Trayhan
Councilmember Michael Carpenter

CALL TO ORDER REGULAR MEETING

Mayor Baldwin called the meeting to order at 6:30 p.m.
INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE
UNITED STATES AND STATE OF TEXAS.
Councilmember Carpenter gave the invocation followed by the Pledges of Allegiance to
the Flags of the United States and State of Texas.
Mayor Baldwin introduced the following distinguished guests in the audience: His
grandson Bill Baldwin and granddaughter Dustee Beck.
PRESENTATION
• Presentation to Emily Furillo, recipient of the Hal Baldwin Scholarship.
Mayor Baldwin presented Ms. Emily Furrillo the first Hal Baldwin Scholarship for
$1,000. Mayor Baldwin stated that Ms. Furrillo was no stranger to Schertz; she has
served on the Sweetheart Court since she was a freshman. Mayor and Council
congratulated Ms. Furrillo.
Mayor Baldwin recognized City Manager Don Taylor who stated that it was his
recommendation to pull agenda item 3 and to postpone agenda item 4 to allow staff
more time to address the concerns of the property owners and others that were brought
up.
3. Ordinance No. 09-5-20 -Consideration and/or action on a request to amend the
Future Land Use Map contained in the City's Comprehensive Land Plan. First and

4. Ordinance No. 09-5-21 - ZC2009-004 -Consideration and/or action on a request
to rezone 260.2 acres of land between the Union Pacific Railroads in Comal
County from FM-3009 east to FM-2252 from General Business District-2 (GB-2)
and Manufacturing District Light (M-1) to General Business District (GB) and
Residential Agricultural (R-A). (Item tabled at the 6/2/09 Council Meeting) First
Reading (M. Sanchez)
Mayor Baldwin recognized Councilmember Trayhan who moved seconded by
Mayor Pro-Tem Fowler to postpone this item. Vote was unanimous. Motion
Carried.
HEARING OF RESIDENTS
Mayor Baldwin recognized Ms. Vanessa Brown, 302 Shangrila who spoke against the
agenda item 4 on the proposed rezoning.
Mayor Baldwin recognized Mr. Robert Brockman, 1001 Elbel Road who spoke on the
following:
• Right turn lane situation on Schertz Parkway at Elbel and Aero
• Delivery of the latest Schertz Tales; he believes their might be a problem with the
mail
• Status of the microphone stand
Discussion and/or Action Items
1. Presentation on City Projects -Presentation and consideration and/or action
regarding the City Project Update and Status Report. (L. Dublin)
Mayor Baldwin recognized City Engineer Larry Dublin who provided a brief report
and update on the Library and Recreation Center projects answering questions from
Council. Mayor and Council thanked Mr. Dublin on his report and stated that
citizens and surrounding cities are taking notice to the many projects that are going
on in the City. Council asked that the update be placed on the city's website.
2. Minutes -Discussion and/or action regarding the approval of the minutes of the
June 2, 2009 regular meeting.
Mayor Baldwin recognized Councilmember Trayhan who moved, seconded by
Mayor Pro-Tem Fowler to approve the minutes of the regular meeting of June 2,
2009. Vote was unanimous. Motion Carried.
5. Appointment of Boards and Commissions/Committee Members -
Consideration and/or action regarding the process and procedure for

appointments/reappointments of Boards and Commissions Members for the City of
Schertz. (Requested by Mayor Baldwin)
Mayor Baldwin requested that this item be placed on the agenda for the Council to
discuss. Mayor stated that he would like the Council to consider looking at the
following as ideas to discuss at a future date:
• Come up with ideas how to attract more applicants.
• Focus on selecting the correct applicant based upon their backgrounds and
areas of expertise.
• Come up with information on qualifications for serving on each board
which would explain what the duties would be, and place this information
on the city's website.
• Discuss if there should be term limits imposed.
• Discuss training for new board members.
Mayor Pro-Tem Fowler, Councilmembers Scagliola, Wilenchik and Carpenter also
wanted to include the following in their upcoming discussions:
• Possible soft term limits.
• New Board Member Orientation, Point of Contact for new members.
• Evaluate Boards and Commissions concerns.
• Continued education and training for members.
Mayor Baldwin recessed into executive session at 7:40 p.m.
EXECUTIVE SESSION
Called under Section 551.071 Litigation, pending litigation; Section 551.072 Texas
Government Code -Deliberation regarding the purchase, exchange, sale, lease, or value
of real property.
RECONVENE TO REGULAR SESSION
Mayor Baldwin reconvened into regular session at 8:00 p.m.
6. Take any additional action deemed necessary as a result of the Executive Session.

Mayor Baldwin recognized the following:
Mayor Pro-Tem Fowler reported that the employee picnic held last Sunday was a
great success and thanked City Manager Don Taylor and all the staff involved.
Councilmember Scagliola also thanked City Manager Don Taylor for the great
event. Councilmember Scagliola stated that the North Cliffe pool was looking good
and that he wanted to report a possible leak around the drinking fountains and asked
staff to look at them.
Councilmember Trayhan echoed the comments regarding the success of the
employee picnic.
Councilmember Wilenchik also commented on the great success of the employee
picnic, compliment staff for their help, and gave a special thank you to City
Manager Don Taylor for funding this event out of his pocket.
Councilmember Carpenter also complimented staff on the success of the picnic.
Councilmember Carpenter thanked City Engineer Larry Dublin on the presentation
and complimented the magnitude of effort being put forth by the .City on the
projects that are going on.
Councilmember Carpenter apologized for not being able to attend the last council
meeting.
Mayor Baldwin apologized to staff for not being able to attend the Employee Picnic
on Sunday but stated that he had made special plans to celebrate his grandsons Stn
birthday.

Mayor Baldwin recognized City Manager Taylor who thanked everyone involved in
the success of the employee picnic on Sunday.
Mayor Baldwin recognized Assistant City Manager John Bierschwale who stated
that nominations are being accepted for the Steve Simonson award
ADJOURNMENT
As there was no further action, Mayor Baldwin adjourned the meeting at 9:05 p.m.
