as required by the General Laws of the State of Texas and
the City Charter, the budget has been prepared and submitted to the City Council
with estimates of {~xpenditums and revenues of all Ciht Departments and
activities for the fiscal year beginning October 1, 2003 and Ending September 30,
2004.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEX~S:
SECTION 1 THAT .for the purpose of providing the funds necessary
and proposed to b~ expended in the budget for said City for the fiscal year
beginning October 1, 2003 and ending September 30, 2004, the budget was
proparod and submit:ed to the City Council for its consideration and approval and
that said budget in the total amount of $19,501,735 and the same is hereby
appropriatod for the naintonanco as set forth in said budget.
SECTION :.). THAT the said budget of the City of Schertz, Texas, for
the fiscal year begi~3ning October 1, 2003 and ending September 30, 2004, an
exact copy of whi¢',h is marked "Exhibit A" and made a part hereof for all
purposes the same' as if it were copied in full herein, is hereby approved and
adopted by the City Council for fiscal year 2003-2004.
SECTION 3 THAT this Ordinance approving and adopting a budget for
the twelve-month 3eriod hereinabove specified is made in all things in
accordance with th~.~ terms and provisions of the General laws of the State of
Texas and the City Cha~er.
SECTION 4. THAT the Council hereby determined that an emergency
exists requiring immediate action, and this Ordinance is hereby passed as an
emergency measure to be effective immediately upon its passage and the
enactment of this Ordinanc~ as an emergency measure in accordance with the
provisions of Sectio.n 4.09 (e) of the City's Home Rule Charter will contribute to
the preservation of t]he public peace, health, or safety.
