All signs shall be kept neatly painted, including all metal par.ts and suppor.ts ther'eof that are not galvanized or of rust resistant material. The Building Official, or his authorized representative, shall inspect and shall have the authority to order the painting, repair, alterations or removal of a sign which shall constitute a nuisance, a hazard to safety, health, or publ ic welfare by reason of i nadequa te mai n tenance, d i lap i dat i on OF' obsol escence-.
