AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
CANVASSING THE RETURNS AND DECLARING THE
RESULTS OF THE CITY SPECIAL ELECTION HELD IN
SAID CITY ON THE FIRST DAY OF FEBRUARY2003,
AND DECLARING AN EMERGENCY.
WHEREAS. there came to be considered the returns of a City Council Special
Election duly and legally held in the City of Schertz, Texas on February 1 2003;
and '
WHEREAS, this City Council has reviewed official election returns which were
duly and lawfully provided to said City Council by the Guadalupe County
Elections Administrator; and
WHEREAS, from said returns, this Council hereby finds that there were cast
in said election, by those voters who were resident qualified electors of the City,
the following votes:
POSITION CANDIDATE VOTES
Councilmember, Place 1 Jerry D. Graham 62
Councilmember, Place 1 Nancy Brice Jones 76
Councilmember, Place 1 Carl C. Douglas 223
Councilmember, Place 1 George E. Mower 69
Councilmember, Place 1 Abbie L. Brown 35
and,
WHEREAS, from the above tabulation and findings, this City Council further
finds that there were cast in said election a total of 465 votes and that for
Councilmember, Place 1 Carl C. Douglas received a plurality of votes cast;
NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS:

THAT Carl C. Douglas is hereby duly elected Councilmember, Place 1 on the
City Council of the City of Schertz, Texas, pursuant to the election duly held
within said City on February 1, 2003

THAT the public importance of this measure constitutes and creates an urgent
necessity to comply with the State Election Law that requires this Ordinance be
passed and take effect as an emergency measure, and shall take effect and be
in force immediately upon and after its passage.
