AN ORDINANCE
BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS,
AMENDING THE SOUTHERlJ STANDARD BUILDING CODE, 1979
EDITION, AS M1ENDED, AND REPEALING ALL ORDINANCES IN
CONFLICT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
SECTION I
Section 102.1 of the Southern Standard Building Code, 1979 Edition as amended,
is hereby amended to read as follows:
"102.1 BUILDING OFFICLI.l.L
(i'l) There is 'hereby established a department to be
called the "Buil ding Department" and the Ci ty
Manager shall act as the Building Official
(b) The Building Official shall serve as the person
in charge of the Building Department. As such,
he will utilize recognized inspection services,
and/or licensed or qualified architects, engineers,
building inspectors, master plumbers, master elec-
tricians, or other qualified persons as deemed
necessary to enforce the Code."
SECTION II
Section 102.2 of the Southern Standard Building Code, 1979 Edition as amended,
is hereby amended to read as follows:
"102.2 INSPECTORS
The Building Official with the approval of the City
Council may appoint such number officers, inspectors"
assistants, and other employees as shall be authorized
from time to time. A person or inspection service shall
not be appointed as inspector of construction unless one
of the following qualifications are met:
(a) Certified or accepted as a building inspector by/for
a state or federal agency.
(b) Five years experience as a building inspector,
builder, engineer, architect, or as a superintendent,
foreman ,or competent mechani c in charge of constructi on.
(c) One year experience as a building inspector, builder,
engineer, architect, or as a superintendent, foreman
or competent mechania in charge of construction. Per-
formance of duties as inspector must be under supervi-
sion of persons qualified under sub-paragraph (a or (b)."
SECTION II I
Section 107.4 of the Southern Standard Building Code, 1979 Edition as amended,
is hereby amended to read as follows:

"107.4 SCHEDULE OF PERMIT FEES
On all buildings, structures or alterations requlrlng
a building permit, as set forth in Section 105, a fee
for each building permit shall be paid as required at
the time of filing application, in accordance with the
the schedule as established by the City Council. (See
Appendix "k" for fee schedules)."
SECTION IV
Section 108.2 (c) of the Southern Standard Building Code, 1979 Edition as
amended is hereby amended to read as follows:
"108.2 INSPECTIONS REQUIRED
.; (c) The Bui 1 di ng Offi ci a 1 upon not i fi ca t i on from the
permit holder or his agent shall make the following
inspections of buildings:
(1) Sewer Inspection to be made before backfill
and water tested 24 hours.
(2) Foundation Inspection to be made after trenches
are excavated and form erected, steel complete,
copper in place.
(3) Frame Inspection to be made after the roof, all
framing, fire-blocking and bracing is in place and
all pipes, chimneys, and vents are complete.
(4) Insulation Inspection to be made after wall
insulation complete.
(5) Flat Work Inspection to be made for walk, driveway,
and patio formed, backfilled and steel in place.
(6) Final Inspection to be made after the building is
completed and ready for occupancy.
NOTE: V.A. Inspection of foundation, framing, flatwork, and
final will be accepted in lieu of City inspections.
Trench inspection of sewer line to main installed
prior to backfill.
(d) Work shall not be done on any part of a building or
structure beyond the point indicated in each successive
inspection without first obtaining the written approval
of the Building Official. Such written approval shall
be given only after an inspection shall have been made
of each successive step in the construction as indicated
by each of the foregoing inspections."
SECTION V
This ordinance and the Southern Standard Building Code, 1979 Edition with
amendments are cumulative of any other ordinance on this subject dealt with
herein and does not repeal any present ordinance unless this ordinance and
said Southern Standard Building Code, 1979 Edition with amendments, are in
conflict therewith, in which this ordinance and the Southern Standard

SCHEDULE OF PERMIT FEES
(a) Permit Fees

Permit required but no fee, unless inspection
required in which case a $10.00 fee for
each inspection shall be charged.
$10.00 per thousand or fraction thereof.
$501.00 to $1,000.00
$1,001.00 to $15,000.00
$10.00 for the first $1,000.00 plus $6.00
for each additional thousand or fraction
thereof, to and including $15,000.00
$94.00 for the first $15,000.00 plus $5.00
for each additional thousand or fraction
thereof, to and including $50,000.00.
$15,001.00 to $50,000.00
$50,001.00 to $100,000.00
$269.00 for the first $50,000.00 ~lus $4.00
for each additional thousand or fraction
thereof, to and including $100,000.00.
$100,001.00 to $500,000.00
$469.00 for the first $100,000.00 plus $2.50
for each additional thousand or fraction
thereof, to and including $500,000.00.
$500,001.00 and up
$1,469.00 for the first $500,000.00 plus
$1.50 fro each additional thousand or
fraction thereof.
(b) Reinspection
For the reinspection of any building or structure, the fee shall be $18.00
per reinspection.
(c) Moving of Building or Structures
For the moving of any building or structure, the fee shall be $100.00
(d) Demolition of Building or Structures
For the demolition of any building or structure, the fee shall be $50.00.
