TSAC PP June 2025TRANSPORTATION SAFETY ADVISORY COMMISSION Regular Meeting June 5, 2025 -5:30 PM Council Chambers RESIDENTS/VISITORS Please Sign In The Hearing of Residents is a time set aside for any person who wishes to address the Commission. Presentations should be limited to no more than 5 minutes.Each person should fill out the Speaker’s register prior to the meeting located in the lobby.The Commission can only discuss items that are on the agenda.Discussion by the Commission of any item not on the agenda shall be limited to statements of specific information given in response to any inquiry,a recitation of existing policy in response to an inquiry,a recitation of existing policy in response to an inquiry,and/or a proposal to place the item on a future agenda. The presiding officer,during the Hearing of Residents portion of the agenda,will call on those persons who have signed up to speak in the order they have registered.If you have any handouts to provide for the Commission,please visit a City Staff member prior to the meeting. 2 ITEM 1 – MINUTES Consideration and/or action regarding the approval of the minutes of the April 3, 2025, TSAC Meeting. 3 ITEM 2 – TRAFFIC STUDY UPDATES- CROSSWALK ENHANCEMENT a. BELMONT CROSSING near Hourless Oaks 4 •Pedestrian counts taken in March •One accident – not pedestrian related •Crosswalk has high score on prioritization worksheet ITEM 2 – TRAFFIC STUDY UPDATES- CROSSWALK ENHANCEMENT a. BELMONT CROSSING near Hourless Oaks 5 •Evaluation leads to recommendation of high visibility markings and warning signs. •Same treatment recommended for crosswalk on Triple Crown. ITEM 2 – TRAFFIC STUDY UPDATES- CROSSWALK ENHANCEMENT b. CRUSADER BEND AND NOBLE WAY 6 •Pedestrian counts and observations were done in Early April. •85th percentile speeds 20 -22 mph 7 ITEM 2 – TRAFFIC STUDY UPDATES- CROSSWALK ENHANCEMENT b. CRUSADER BEND AND NOBLE WAY Observations: •Vehicle parked northbound on Crusader bend too close to crosswalk impairs visibility of crossers •Children and adults displayed high level of awareness of surroundings Further consideration is underway. ITEM 3 – NEW CITIZEN-REQUESTED ITEMS a. ANGORA TRAIL PARKING-CURB PAINTING 8 ITEM 3 – NEW CITIZEN-REQUESTED ITEMS a. ANGORA TRAIL PARKING-CURB PAINTING 9 "No Parking" and Fire Lane markings have been painted on the curbs by the HOA. As of 5/13, the mailbox has been moved. Vehicles do not line up on Angora Trail until 10 minutes before school is released. In this time frame 3 vehicles were parked on Angora Trail, one of which parked in the "Fire Lane". ITEM 3 – NEW CITIZEN-REQUESTED ITEMS a. ANGORA TRAIL PARKING -CURB PAINTING In Texas a vehicle operator cannot park in front of a driveway, or within 20' of a crosswalk at an intersection, within 30' approaching a flashing signal, stop sign, yield sign, or traffic control signal. (Texas Transportation Code 545.302). 10 ITEM 4 – TxDOT ROAD UPDATES 11 Please welcome: Dale Picha- Director of Transportation Operations for TxDOT ITEM 4 – TxDOT ROAD UPDATES 12 Crossing Islands such as at FM 3009 at Green Valley Rd/ Woodland Oaks/Savannah: Would these or similar crossing islands be considered dangerous for pedestrians in wheelchairs or with strollers/small children? ITEM 4 – TxDOT ROAD UPDATES 13 FM 3009 at Green Valley Rd- Crossing Islands: No, not dangerous. Quite the opposite. The curbed traffic islands have many benefits….they separate and channelize the turning movements, provide an area for us to install ped poles/push buttons, provide a safe refuge for pedestrians, shorten the distance of the timed crosswalk, and provide better visibility for pedestrians. ITEM 4 – TxDOT ROAD UPDATES 14 FM 3009 between Woodlands Oaks/Green Valley Rd- Embankment: Concern that the embankment that is present is not covered sufficiently enough by the barrier that is currently there. Is there a need for a longer barrier? What are the criteria for the placement of these barriers? ITEM 4 – TxDOT ROAD UPDATES 15 FM 3009 between Woodlands Oaks/Green Valley Rd - Embankment: The picture you sent is of the pedestrian rail. That rail is not a vehicle barrier. Pedestrian rail is required in some cases where there is a vertical drop-off adjacent to the sidewalk, but I do not know the ADA / Texas Accessibility Standard rules well enough to know if this location meets ADA/TAS. I assume it does, because all of our projects, when built, have to be reviewed by a Registered Accessibility Specialist inspector. However, I will ask our experts for their opinion on this location. ITEM 4 – TxDOT ROAD UPDATES 16 FM 78 SHOULDER TRAFFIC AT SCHERTZ PARKWAY: When a train is crossing, a queue of vehicles tends to line up on the shoulder of FM 78,however there are pavement marking and signage stating, “Do Not Drive on Shoulder”. This happens to be the only intersection that appears this way. Can you provide us with any history if this intersection regarding why it is striped, and others are not? Is it possible to turn this shoulder into a right turn lane? ITEM 4 – TxDOT ROAD UPDATES 17 FM 78 SHOULDER TRAFFIC AT SCHERTZ PARKWAY: The city originally installed this sign several years ago. Not sure about who did the diagonal pavement markings on the shoulder, it was probably the City after they installed the sign. I recall someone in the city wanting this regulation. Driving and/or passing on the right shoulder is not illegal, unless there is a sign prohibiting it, so I do not really see a need to stripe it as a turn lane (plus, it technically is not wide enough to call it a turn lane). If you want the sign removed, we can do that, as it is mounted now on the same post as a TxDOT sign. ITEM 5 – STAFF UPDATES a. CROSSWALK/PEDESTRIAN LIGHT ON BORGFELD 18 Scope and Fee has been received, and this project has been added to the list of projects that need to be funded. ITEM 5 – STAFF UPDATES b. RHINE VALLEY – ALSATIAN TRAFFIC CALMING OPTIONS (Kruth Point & Bening Valley at Alsatian) Public works will check measurements and install. 20 ITEM 5 – STAFF UPDATES c. CIRCLE OAK AT FM 3009 TRAFFIC LIGHT CONCERNS 21 Traffic Light at FM 3009 and Circle Oak was having a timing issue. It was short cycling. Staff contacted TxDOT for maintenance. RESOLVED: TxDOT stated it was a detection issue from the Circle Oaks approach, it was corrected, and the signal is working properly. City staff verified. ITEM 5 – STAFF UPDATES d. IH 35 ACCESS RD - FAIRLAWN SCHOOL TRAFFIC CONCERNS 22 Public Works Staff will be refreshing the painting and adding additional signage. ITEM 5 – STAFF UPDATES e. LOWER SEGUIN ROAD & CANOPY BEND – SPEED/SIGHT DISTANCE CONCERNS 23 Public Works will be installing additional and enhanced signage in both directions on Lower Seguin Rd. Council authorized grant application for funding of Lower Seguin improvement project. Project currently in final design to be bid within months. ITEM 5 – STAFF UPDATES f. COLONY AT PECAN – SIGHT DISTANCE CONCERNS 25 Measured approx. 15 ft from the curb Left Visibility: 98 ft Right Visibility: 137 ft Measured closer to curb (still comfortable) Left Visibility: 110 ft Right Visibility: 180 ft 20 mph Stopping Sight Distance 90 ft – 108 ft (depending on conditions) Visibility at intersection is not ideal, but not inherently unsafe so as to present a danger of collision ITEM 5 – STAFF UPDATES g. FOREST RIDGE MANHOLE/STREET CONCERNS 26 •Complaint received about a manhole lifting in the Forest Ridge Subdivision. •Public Works investigated and found no issues with the manhole – the issue is a road failure. •Forest Ridge is a private subdivision and the streets are the HOA's responsibility.
