12-30-2025 Special MeetingMINUTES SPECIAL MEETING December 30, 2025 A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on December 30, 2025, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit: Present: Mayor Ralph Rodriguez; Councilmember Michelle Watson; Councilmember Paul Macaluso; Councilmember Ben Guerrero; Councilmember Robert Westbrook Absent: Mayor Pro Tern Mark Davis; Councilmember Allison Heyward Staff City Manager Steve Williams; Deputy City Manager Brian James; City Secretary present: Sheila Edmondson; Assistant City Secretary Irene Chavez Call to Order Mayor Rodriguez called the meeting to order at 6:00 p.m. Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of Texas. (Mayor Rodriguez) Mayor Rodriguez provided the opening prayer and led the Pledges of Allegiance to the Flags of the United States and the State of Texas. Hearing of Residents This time is set aside for any person who wishes to address the City Council. Each person should fill out the speaker's register prior to the meeting. Presentations should be limited to no more than 3 minutes. All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be requested to leave the meeting. All handouts and/or USB devices must be submitted to the City Secretary no later than noon on the Monday preceding the meeting. Handouts will be provided to each Councilmember prior to the start of the meeting by the City Secretary. All USB devices will be vetted by City IT staff to ensure City property is protected from malware. Billie Langhus, 2489 Jane Addams Drive, Schertz, expressed her concern for the welfare of the City of Schertz as a current City Councilmember has officially filed, qualified, and been accepted as a candidate for county commissioner, with their name posted on the ballot for the upcoming election. Ms. Langhus proposed action to protect the City, its residents, and the candidate, and ensure compliance with applicable law, including relevant provisions of the Texas Constitution, by letting the council seat be vacated, either through resignation or by automatic action authorized by the City. Discussion and Action Items 1. Resolution 25-R-161-Approving the canvassing of the election returns and declaring the results of the December 20, 2025, Special Election for Place 7 (Mayor/S.Edmondson) City Secretary Sheila Edmondson provided the results of the December 20, 2025, Special Election and declared the results of such election. No candidate for Councilmember Place #7 received sufficient votes to be elected to the City Council for which in conformity with the City Charter and the Texas Election Code, as amended, to call a runoff election to fill the unexpired term. In anticipation of a possible runoff election, a resolution will be presented at the next Council Meeting. The total number of votes cast in this election was 624 as follows: • John D. Carbon - 172 votes • Dan Swart - 55 votes • Tony Diaz - 121 votes • Robert L Sheridan III - 166 votes • Kristy Barger - 108 votes • Undervotes - 2 votes Mayor Rodriguez asked for a motion to approve Resolution 25-R-161.
