20260226 SEDC Board Reg MtgSCHIERTZ ECONOMIC DEVELOPMENT CORPORATION MINUTES REGULAR MEETING FEBRUARY 26, 2026 6:00 PM The City of Schertz Economic Development Corporation (SEDC) Board of Directors will hold a regular monthly meeting on Thursday, FEBRUARY 26, 2026. at 6:00 p.m. at the Hal Baldwin Municipal Complex, Council Chambers Conference Room, Building No. 4,1400 Schertz Parkway, Schertz, Texas. This is an open meeting, subject to the open meeting laws of the State of Texas. The following member present to -wit: Present: Bill Dixon, President Eryn McElroy, Vice President Rey Chavez, Treasurer Bryan Jones, Secretary Sharon Denson, Board Member Matt Clingo, Board Member John Faubush III, Board Member Staff present: Scott Wayman, Executive Director Brian James, Deputy City Manager Ashley Ritchey, Business Engagement Manager Kari Baker, Administrative Assistant Attendees: Robert Sheridan, City Councilmember, Visitor Katelyn Peck, Visitor Wade Davis, Visitor Call to Order Roll call, recognition of visitors, and review of meeting instructions for effective Board interaction and public participation. William Dixon, Board President, presided over the meeting and called it to order at 6:00 PM. All Board Members were in attendance. Robert Sheridan, newly appointed City Councilmember, stopped by as a visitor to observe. Katelyn Peck (Elsie's Ice Cream Truck) and Wade Davis (Davis Assurance) visited as part of a requirement for The Chamber Leadership program. SEDC Agenda February 26, 2026 Pagel of 4 Hearing of Residents This time is set aside for any person who wishes to address the Board. Presentations should be limited to no more than 3 minutes. The presiding officer will call on those persons who have signed up to speak. No residents signed up to speak. No comments were made. Consent Agenda 1. Approval of the Minutes for the Board of Directors Regular Monthly meeting held January 22, 2026. William Dixon, Board President, asked for a motion to approve the consent agenda for January 22, 2026. Eryn McElroy moved to approve, Bryan Jones seconded. Motion carries unanimous; 7 -0. Discussion Only 2. Staff briefing on SEDC monthly financial statement for the month of January 2026. (A. Madison) Amy Madison, Deputy Director, provided an overview of the January 2026 Financial Statements. Sales tax received in the month of January totaled $1,530,631.01, representing a 188.9% increase over the same period in the prior year. Total expenses in January 2026 were $45,719.77. Jessica Dycus, Assistant Finance Director, spoke about how sales tax numbers that we receive are for two- months prior, so January 2026 sales tax is the actual number for November 2025. She also spoke about how they are expecting the increased sales tax to return to normal percentages in the summertime 2026. Scott Wayman, Executive Director, went over the Reserve Fund model a little more in depth so that the visitors could better understand the process. 3. Presentation and discussion of the 2025 Compliance Report. (A. Madison) Amy Madison, Deputy Director, presented the 2025 Compliance Report. She reported that all businesses are currently in compliance ahead of schedule. Amy reviewed the maximum grant amounts, totals paid so far in 2026, the total amount paid in prior years, and the remaining balances of all current Performance Agreements. She also provided a breakdown of all businesses currently operating under Performance /Incentive Agreements with the EDC, including the amount each business is owed or whether the agreement has been paid in full. Amy explained the different types of Performance Agreements, which may include Infrastructure, Tax Rebate, Infrastructure/Rebate, or Business Grant. Infrastructure agreements typically cover improvements such as roads, sewer, and other related projects. Tax rebates are based on the city taxes paid by the company and can fluctuate annually depending on the taxes assessed. These rebates are reimbursed each year based on the percentage outlined in the Performance Agreement. Business grants are provided as a lump sum payment once the business SEDC Agenda February 26, 2026 Page 2 of 4 reaches compliance with the agreement terms. William Dixon, Board President, commented that the explanation provided in the presentation for the 2025 Compliance Report was very informative and helpful for the Board's learning process. 4. Discussion regarding Schertz Economic Development Accreditation application from the International Economic Development Council (IEDC). (A. Madison) Amy Madison, Deputy Director, discussed the process of obtaining the Accredited Economic Development Organization (AEDO) designation for the Schertz EDC, which is administered by the International Economic Development Council (IEDC). She reviewed the goals and importance of this accreditation, noting that it provides independent and authoritative feedback on the organization's operations, structure, and procedures. She also explained that the accreditation increases the visibility of the economic development process within the community and recognizes the vital contributions made by the organization's leadership. Amy further noted that AEDO accreditation evaluates several key areas including professional leadership and staffing, as well as the organization's budget and resources, all of which are critical to achieving the EDC's mission. Amy also shared that she has served on the AEDO accreditation committee with the IEDC for two economic development organizations in Texas, Corpus Christi EDC and Conroe EDC. She noted there are currently 10 accredited AEDO's in the State of Texas, with 11 additional organizations in the process of seeking accreditation, and a total of 94 AEDO's across the United States. 5. Update on the Comprehensive Economic Development Strategic Plan 3.0. (A. Madison) Amy Madison, Deputy Director, provided an update on the progress of the EDC's Strategic Plan being developed with the consultant, TIP Strategies. She stated that the first Advisory Committee meeting and community tour of Schertz are scheduled for March 12, 2026. Amy also noted that TIP Strategies will present an update at the next Board meeting on March 26, 2026. Closed Session 6.
