DRAFT TSAC 5-7-26 MinutesD R A F T Transportation Safety Advisory Commission Minutes Thursday, May 7, 2026 The Transportation Safety Advisory Commission (TSAC) convened for a Called Meeting on Thursday, April 2, 2026, at 5:30 PM in the Council Chambers, Building #4 1400 Schertz Parkway, Schertz, Texas 78154 Present: Richard Dziewet, Chair; Ferrando Heyward, Vice Chair; Roy Ragsdale, Commissioner; Paul Wiley, Commissioner; Steven Icke, Commissioner; Jay Starr, Commissioner; Absent: Chris Hormel, Commissioner; Jonathon Marquez, Commissioner, Mark Davis, City Council Liaison, Robert Martinez, Street Supervisor Staff Present: Brian James, Deputy City Manager; Kathy Woodlee, City Engineer; Larry Busch Jr, Public Works Director; Lee Harris, Senior Engineer, Serena Contreras, Associate Engineer, Tammy Lawrence, Administrative Assistant; Scott Morehouse, Police Sergeant CALL TO ORDER/ROLL CALL – TRANSPORTATION SAFETY ADVISORY COMMISSION called at 5:30 PM by Chairman Richard Dziewit 1. Minutes: Consideration/Action for approval of April 2, 2026, TSAC Meeting Minutes Motion was made by Commissioner Wiley. Seconded by Commissioner Heyward. Motion passed. 2. Traffic Related Item Updates: a. Ashley Park Speeding Lee Harris stated we received a complaint of speeding along Ashley Park. An update to this item after the traffic counts, we're looking at doing some improvements out there. The first thing we're going to start with is a center line striping along Ashley Park. that's going to go from Schertz Parkway over to Ashley Oak. That's the section where the park is located. We're going to stripe that double yellow center line down the center and help kind of visually narrow that roadway because it is a very wide street. It's built kind of more like a collector than a neighborhood roadway. So that'll be the first thing that we do. And that work is going to be done by Public Works probably early to mid-May. Commissioner Dziewet stated for this particular instance, we've already reviewed pretty much just exactly what it is as far as speeding and everything else that's going on there. b. Hollering Vine speeding Serena Contreras stated we had speed complaints regarding vehicles coming off of FM 1518 onto Hollering Vine, and the layout that's shown to you right now has been approved, and we're just waiting for the speed humps to come in. They've already been ordered by Public Works. c. Primrose/Medical Bldgs. accessing SPW Lee Harris stated we have an update for our left turning vehicles out of the Primrose School and the medical building complex there on the east side of Schertz Parkway. We have reached out to the Medical Plaza for a work agreement and an easement to do work on their property. As it would be modifying their drive approaches, kind of seen here, to kind of redirect all the vehicles to turn right and not allow them to turn left. We did get that signed back from them. Unfortunately, there was some issues with the notary and some other things. So we actually have to get them to resign it. So that has been sent back to them asking them to resign. But they are fine with everything. We're just kind of waiting for that. And then once we get that in hand, we'll be scheduling the repairs with Public Works, either their crews or hiring someone to get out there and do all the improvements that we have put together. d. Curling Post and Sagenite Signage Serena stated we are going to go ahead and swap the positions of the stop signs out there. The first step is putting message boards out. And that will actually take place on May 11 th. This starts an approximate month-long process. In order to get all of the signage switched correctly. e. Lee Street Parking Lee Harris provided an update for the food pantry on Lee Street. He stated for the last week or over the last two weeks, the pantry has adopted a new method of stacking and organizing cars. The way that they're handling all of this now is that they're going to be having the people picking up at the current moment, parking right in front of the church. The other stacking is going to be happening on Mill Street. They've also implemented a sign up ahead of time, so they've limited the number of people to sign up for a 30- minute period to 6 people, to kind of space out all the people coming to the food pantry and to not have just a large influx of people all at once. I have talked with the residents out there, and they've been very happy with how everything is running. So following this, unless we get any new complaints, we will be removing this one from the TSAC committee. It is a little bit more controlled now. f. Speeding on Devonwood & Cypress Point Serena stated that on Cypress Point, it did warrant a speed humps. The image on the left is the layout, is going to be implemented out there. We're just waiting on the speed humps to come in. They have been ordered by Public Works. As for Devonwood, PD is going to continue to monitor the speeds there. g. Davenport Speeding-Signage Review Serena stated Public Works is going to be out there checking all of the signage. We're looking to add additional signs and increase the size of the signs that are already out there. And PD is going to continue to monitor. h. Green Valley School Signage Lee Harris stated we had received a request for an all-way stop located here on Green Valley. That's coming out at the school entrance. We went out and took a look at everything and really the only issue at this intersection is during pick up and drop off. The site distance there is really good. This is not really an entrance for people coming in to pick up their car or their kids. It's always an exit. The entrance is there on the other side off Wynnbrook. So looking at everything, this does not really meet any warrants for an all- way stop. So we'll send out a letter to the person that brought up this issue. And we will remove this from the agenda. We will also still be looking at the corridor here along Green Valley for the school zone. We'll be making improvements with Public Works to the signage in that area here over the next month or so, to update and bring it into compliance with the TMUTCD. i. Election Office – Elbel Counts Serena Contreras stated there was a request for a right turn only going into the Guadalupe County Clerk's office right about here. One of the warrants for this turn lane would be 50 peak hour right turns. Staff went out there yesterday and today during their peak hours and found that there was a maximum of 20 right turns into this parking lot. So this does not warrant a right turn only lane requested. 3. New Requests a. Lower Seguin Road & Gold Road Traffic at RAFB Kathy Woodlee stated that Commissioner Starr brought this up, and I just wanted to kind of give an update to the whole group. We hear periodically over the years, several times a year from folks with concerns about Lower Seguin Road, the condition of the road and the traffic on the road, particularly at that south gate to Randolph. So I want to just make sure everyone's aware that we do have a project, a capital improvement project in our CIP, and it's underway. We've got 90% design plans. We've been applying for grants to help fund it. Even if the grants don't come through, we do have some funding allocated for it. We're continuing to plow ahead with right of way acquisition that we need and other environmental clearances and, and that sort of thing. The road will be reconstructed, widened to a three-lane section. It will have curb and gutter. There'll be a Pathway, although that one I apologize, it's not my project and I don't have all the details in my head, but I believe we'll have a hike and bike path on the south side of the road. There will be a signal at that entrance to Randolph. Commissioner Starr had some great suggestions. We had looked at those, and we had a situation like this on FM 1518. We looked for interim solutions at these pinch points. In this case, there's not any easy solution. There are power poles that need to be relocated. There's a gas main. There's two water mains, one of which is large, a 30” water main. So expanding on the south side is not particularly feasible, and we do need to get right of way from the government on the north side. So that's a big challenge. Takes quite some time. So I want to make sure everybody was up to up to speed on where we are with that. Commissioner Starr stated I know it's kind of pricey. Has the city reached out to Randolph for cost sharing of this because it is going to affect them greatly and improve their traffic flow in and out as well? Kathy Woodlee stated so that's true. And actually they are collaborating with us for these grant applications. I don't know if it is possible for them to do it. What we would normally think of as cost sharing, but hopefully there'll be some cooperation with the right of way that's necessary. And they are helping with communications and other factors that can hopefully bump up our scoring in the grant applications. So they're actually Defense Department grants that we're going after. Kathy Woodlee also stated that we will be having a workshop with council during the regular meeting on next Tuesday, May 12th. Which is kind of an out of the normal schedule of meetings. But next Tuesday there's a meeting and we'll talk about those sidewalk gaps on Hubertus Road. So that one kind of came up through council, instead of coming to you guys, but it is pedestrian related. So I want to make sure that you guys are kept apprised of it and we'll report if, if you don't make it to council or see the meeting, we'll report back on that, on what we come up with there at the next meeting 4.
