AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS AUTHORIZING AN ADJUSTMENT TO THE FISCAL YEAR 2025-2026
BUDGET, REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN
CONFLICT WITH THIS ORDINANCE; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, pursuant to Ordinance 25-T-032, the City of Schertz (the "City") adopted
the budget for the City for the fiscal year 2025-2026 (the "Budget , which provides funding for
the City's operations throughout the 2025-2026 fiscal year; and
WHEREAS, the City needs to authorized budget amounts of $605,744.00 for
expenditures approved by contract or direction during the 2025-2026 Fiscal Year ; and
WHEREAS, City staff recommends that the City Council of the City adjust the Budget
and approve the ordinance; and
WHEREAS, the City Council of the City has determined that it is in the best interest of
the City to adjust the and re -authorize the funds as more fully set forth in this Ordinance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SCHERTZ, TEXAS THAT:
Section 1. The City shall increase the Fire Department Budget by $516,521.00 to
continue the purchase of communication equipment, recognize grant expenses related to
deployments, and fund the hiring of the final personnel to staff Fire Station 4.
Section 2. The City shall increase the Parks Budget by $75,000.00 to fund expenditures
related to the 4th of July Jubilee.
Section 3. The City shall increase the Police Budget by $64,067.00 to recognize
additional expenses related to state funded training as well as the city contribution to the
lift grant.
Section 4. The City shall increase the City Council Budget by $40,000.00 to cover the
expenses related to additional elections.
Section 5. The City shall increase the Non -Departmental Budget by $775,000.00 for the
purchase of land, the increase in costs charged by the County Appraisal Districts and to
fund the Main Street Local Grant Program.
Section 6. The City shall recognize funding of $1,359,447.00 from additional Sales Taxes
to fund the increases.
Section 7. The City shall recognize funding of $361,141.00 from grants for Fire
personnel and deployment expenses.
Section 8. The City shall increase the Parkland Dedication Budget by $247,219.00 for the
West Dietz Creek Trail project to be funded from Parkland reserves.
Section 9. The recitals contained in the preamble hereof are hereby found to be true, and
such recitals are hereby made a part of this Ordinance for all purposes and are adopted as
a part of the judgment and findings of the Council.
Section 10. All ordinances and codes, or parts thereof, which are in conflict or
inconsistent with any provision of this Ordinance are hereby repealed to the extent of
such conflict, and the provisions of this Ordinance shall be and remain controlling as to
the matters resolved herein.
Section 11. This Ordinance shall be construed and enforced in accordance with the laws
of the State of Texas and the United States of America.
Section 12. If any provision of this Ordinance or the application thereof to any person or
circumstance shall be held to be invalid, the remainder of this Ordinance and the
application of such provision to other persons and circumstances shall nevertheless be
valid, and the City hereby declares that this Ordinance would have been enacted without
such invalid provision.
Section 13. It is officially found, determined, and declared that the meeting at which this
Ordinance is adopted was open to the public and public notice of the time, place, and
subject matter of the public business to be considered at such meeting, including this
Ordinance, was given, all as required by Chapter 551, as amended, Texas Government
Code.
Section 14. This Ordinance shall be effective upon the date of final adoption hereof and
any publication required by law.
