06-16-2026 MinutesMINUTES REGULAR MEETING June 16, 2026 A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on June 16, 2026, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present to -wit: Present: Mayor Ralph Rodriguez; Mayor Pro Tem Mark Davis; Councilmember Michelle Watson; Councilmember Paul Macaluso; Councilmember Ben Guerrero; Councilmember Robert Westbrook; Councilmember Sarah Dietz; Councilmember Robert Sheridan Staff Steve Williams, City Manager; Daniel Santee, City Attorney; Brian James, Deputy present: City Manager; Sarah Gonzalez, Assistant City Manager; Sheree Coumey, Deputy City Secretary Call to Order Mayor Rodriguez called the meeting to order at 6:00 p.m. Opening Prayer and Pledges of Allegiance to the Flags of the United States and State of Texas. (Councilmember Sheridan) Councilmember Sheridan provided the opening prayer and led the Pledges of Allegiance to the Flags of the United States and the State of Texas. Presentations Presentation of the Quarterly Financials - 2nd Quarter 2025-26 (S.Gonzalez/J.Walters) Mayor Rodriguez recognized Finance Director James Walters, who presented the second quarter financial report. Mr. Walters reviewed the City's revenue, expenditures, and overall fiscal performance, reporting continued revenue growth, stable expenditures, and positive trends across several revenue sources, including permit fees, utilities, water and sewer, drainage, franchise fees, EMS, and EDC revenues. He also reported that the City's investment portfolio continues to perform well, with investment returns exceeding benchmark rates while maintaining adequate liquidity. During Council discussion, Councilmember Westbrook -requested additional information on the City's investment strategy. Mr. Walters explained that the City complies with the Texas Public Funds Investment Act by balancing investment earnings with liquidity through the use of government investment pools and certificates of deposit. Councilmember Macaluso asked how the City determines the amount of cash maintained outside of investment pools, and Mr. Walters explained that operating cash needs are predictable and funds are withdrawn from highly liquid investments as needed. Councilmember Guerrero inquired about the anticipated duration of elevated sales tax revenues. Mr. Walters stated that major construction projects are expected to conclude by the end of the second quarter and, due to the timing of sales tax distributions, higher -than -normal sales tax revenues are expected to continue through August. Presentation of the Residential Trash Survey Results (S.Williams/S.Gonzalez) Mayor Rodriguez recognized Assistant City Manager Sarah Gonzalez, who presented the Residential Trash Survey results. Ms. Gonzalez summarized the City's transition to Frontier Waste Solutions, reviewed survey findings, and reported that 1,909 of 15,104 residential garbage accounts responded, representing a 12.6% response rate. Survey results indicated that while many residents preferred more frequent trash and recycling collection, most were not willing to pay the additional cost to restore those service levels. Overall dissatisfaction was primarily related to previous service frequency changes rather than service execution. Based on the survey results, staff recommended maintaining the current service model while continuing to improve communication regarding available services and working with Frontier Waste Solutions to address operational issues, including the consistent use of cart tags. Councilmembers discussed complaint tracking, the basis for staff s recommendation, and opportunities to improve visibility into service issues. Ms. Gonzalez confirmed that complaints are addressed as they arise and that the City has access to Frontier Waste Solutions' complaint management system. Councilmember Macaluso recommended requesting periodic complaint reports from Frontier Waste Solutions. Councilmember Westbrook commended staff for their efforts, and Ms. Gonzalez recognized the Utility Billing and 311 teams for their contributions. Mayor Rodriguez inquired about the survey conducted prior to the City's transition to Frontier Waste Solutions, and Ms. Gonzalez noted that the previous survey had a significantly lower response rate and that lessons learned were used to improve participation in the current survey. City Events and Announcements • Announcements of upcoming City Events (B.James/S.Gonzalez) Deputy City Manager Brian James provided the announcements of upcoming city events. • Announcements and recognitions by the City Manager (S.Williams) City Manager Steve Williams announced awards received by Public Affairs during the Texas Association of Municipal Information Officers. He also announced a gold award received by EMS from the American Heart Association. • Announcements and recognitions by the Mayor (R.Rodriguez) Mayor Ralph Rodriguez recognized Michael Widas who earned the Eagle Scout badge. Hearing of Residents This time is set aside for any person who wishes to address the City Council. Each person should fill out the speaker's register prior to the meeting. Presentations should be limited to no more than 3 minutes. All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be requested to leave the meeting. All handouts and/or USB devices must be submitted to the City Secretary no later than noon on the Monday preceding the meeting. Handouts will be provided to each Councilmember prior to the start of the meeting by the City Secretary. All USB devices will be vetted by City IT staff to ensure City property is protected from malware. Mayor Rodriguez recognized the following residents: Dana Eldridge, 2628 Gallant Fox Dr., expressed concerns regarding transparency and clarification in the handling of two recent closed sessions that reviewed accusations made by two residents. He noted that, although both sessions concluded with no action taken, open communication supports public trust and enforces accountability. Consent Agenda Items The Consent Agenda is considered self-explanatory and will be enacted by the Council with one motion. There will be no separate discussion of these items unless they are removed from the Consent Agenda upon the request of the Mayor or a Councilmember. 1. He presented the proposed quarterly budget adjustments for Fiscal Year 2025-2026 noting that these are supported by available revenues: • Fire Department radio replacements, Tifinas & Strac reimbursements • Grant -funded wildfire deployment reimbursements • SAFR Grant to support early firefighter hiring • Schertz Jubilee expanded celebration • Police Department training funded through state reserves • City's matching funds for the Skywatch Tower Grant • Land acquisitions • Appraisal district fees • FM 78 PD Remodel project • City Election additional expenses • City's matching funds for the West Creek Trail Project Grant Mayor Rodriguez opened the floor to council for discussion. He also toured with Public Works. Mayor Rodriguez attended the ribbon cutting for James Avery.
