Broadus Services is actively supporting the Google Fiber Hut project in Schertz, Texas (SAT149) by facilitating the permitting process. As part of this effort, SavATree Consulting Group was engaged to provide a tree inventory, a tree preservation plan, and a landscape buffering plan to meet city requirements. EXECUTIVE SUMMARY SavATree Consulting Group was engaged by Broadus Services to provide arboricultural consulting for the SAT149 Google Fiber Hut project in Schertz, Texas. The scope included a tree inventory, tree protection plan, and landscape buffering plan to comply with City of Schertz requirements. A total of 131 trees were surveyed within the project area. The population is dominated by live oaks (68%), with hackberry, Ashe juniper, cedar elm, Shumard red oak, and yaupon holly also present. Of these, 82 trees (63%) have protected status, 45 (34%) are exempt due to being within the utility easement, and 6 qualify as Heritage trees (≥24” DBH). Two Heritage trees (Trees 53 and 104) are recommended for retention and protection, while four others within the easement or in poor condition will require waiver approval for removal. Disposition outcomes include: • 65 trees (49.6%) preserved/protected • 42 trees (32.1%) removed • 24 trees (18.3%) retained as exempt This results in 67.9% overall tree preservation. The preservation plan specifies critical measures including installation of tree protection fencing, Supersonic Air Tool (SSAT) excavation with root pruning, restricted grading within Critical Root Zones (CRZ), supplemental watering, and biostimulant treatments. Overall, this plan balances project development needs with municipal tree preservation requirements by maximizing retention of viable trees, securing necessary exemptions, and applying industry best practices (ANSI A300 standards) to minimize construction impacts. The landscape plan will be provided in a separate document. SAT149 Arborist Report | Prepared by SavATree Consulting Group 2 HOW DID SAVATREE CONDUCT INVENTORY AND PRESERVATION PLAN? I reviewed the following documents provided by Broadus: • SAT149_Survey_07-16-25 • Schertz FormalSP Checklist • Schertz SP Certification Checklist • SAT149 CD LE REVA GOOGLE HUT 06-23-2025 (002) DW Redlines, and • A site plan overlay onto a SavATree TreePlotter tree inventory I visited the site on August 7, 2025, and collected the following data: • Species, common • Size, diameter at breast height (DBH) • Condition (good, fair, poor, very poor, dead) • Location, non- survey grade • Tree designation (heritage, protected, exempt) • Tree dispostion (preserve/protect, remove, retain) Diameter was measured with a diameter tape at 4.5’ above grade. Any tree trunks inaccessible or covered by vines were estimated. Underbrush is present sporadically throughout. The easement was not marked at the time of my visit; therefore, I surveyed all trees from the parking lot curb to approximately 20 feet east (on the north side) and all trees between the parking lot curb and existing wooden fence on the south side where the residences back up to the church property. I considered industry best practices and standards for tree preservation as well as the requirements of tree preservation measures within the City of Schertz, Texas. In order to protect the trees and fulfill the requirements, I assessed the condition of the trees and created a tree preservation narrative. Within the report below we will utilize the following acronyms: CRZ – Critical Root Zone (1’ around the trunk of each tree per 1” of tree diameter), the minimum area around a tree that must be left undisturbed to maintain tree health. SRZ – Structural Root Zone (0.5’ around the trunk of each tree per 1” of tree diameter), the minimum area around a tree that must be left undisturbed to maintain tree stability (anchorage). TPZ – Tree protection zone –the area surrounding a tree that is protected from compaction, excavation, contamination, or other construction impacts in order to preserve tree health and stability. SAT149 Arborist Report | Prepared by SavATree Consulting Group 3 TPF – Tree protection fencing - physical barrier around the TPZ so that roots, trunk, and crown are not damaged during construction. SSAT- Supersonic Air Tool (A device used to remove soil without damaging large tree roots) LOD – Limits of Disturbance (the boundary within which all construction, grading, and related activities are permitted to take place and does not cross). Representative site photos are in Appendix A (Figure 8, Photos 2-4). WHAT DID SAVATREE FIND? TREE INVENTORY Species A total of 131 trees with potential to be impacted by construction were inventoried. The SAT149 project area is dominated by live oaks (Quercus virginiana), which comprise 68% of all trees surveyed with 89 specimens. The remaining tree population consists of four other native species: hackberry (Celtis occidentalis) accounts for 12.2% (16 trees), Ashe juniper (Juniperus ashei) represents 9.2% (12 trees), and cedar elm (Ulmus crassifolia) makes up 8.4% (11 trees). Shumard red oak (Quercus shumardii) accounts for 1.5% (2 trees), and yaupon holly (Ilex vomitoria) represents 0.8% (1 tree). Protected status Eighty-two trees have protected status (63%). Forty-five are exempt (34%) due to being within the utility easement. There are six live oaks 24" or larger (defined as Heritage). However four of the six fall in the easment or are in poor condition. Retain and protect Trees 53 and 104, respectively. A waiver will be required to remove Heritage/exempt trees 77, 107, 129, and 130 (Table 1) without mitigation. Table 1. Trees 24” and larger. SAT149 Arborist Report | Prepared by SavATree Consulting Group 6 City of Schertz tree exemptions from preservation requirements • Protected Class trees located within utility easements. • Heritage Class trees in utility easements are exempt from preservation requirements only. • Dangerous, diseased, damaged, dead, or dying trees as determined by a tree survey and certified Texas Arborist letter (Trees No. 31, 42, 43, 50, 117, and 77). These trees are located within the easement and therefore already exempt. WHAT DOES SAVATREE RECOMMEND BASED ON OUR FINDINGS? TREE DISPOSITION Tree designation is the status defined by the city (heritage, protected, undesireable, exempt (poor condition, under 8” DBH, and special circumstances). Tree disposition refers to the assessment, planning, and management of existing trees on a site (protect, retain, remove). Retain refers to retaining and protecting trees on a site that are not classified as protected trees (undesireable, under 8” DBH, or poor [or dead/dying] conditioned trees unlikely to improve). Preserve refers to those trees designated as protected. Mitigate and exempt status Each tree’s approximate location (plotted by species), labeled by tree ID, are shown in four figures. They are divided into trees to remove north and south (Figures 2-3) and trees to protect/retain shown north and south sections (Figures 4-5). Sixty-five trees (49.6%) are designated for protection, 42 trees (32.1%) for removal, and 24 trees (18.3%) for retention. This results in 67.9% of trees being preserved (Table 2). The removal category includes 23 trees with protected status and three trees with heritage status, however since they are located within the utility easement, they are exempt from mitigation. All 24 retained trees are exempt status, consisting of 12 hackberry trees, eight Ashe juniper trees, and four live oaks that are under 8” DBH. As tree preservation occurs later in the sequence from Planning -> Design -> Pre-construction -> Construction -> Landscape -> Post-construction, the cost of implementation increases and the probability of success decreases (Figure 6). This project is at the end of the design phase. Figure 6. ANSI A300 (Part 5 – now called Clause 9) Construction Phases, Managing Trees During Construction I created a markup of the site (Figure 7). The CRZ (green circles), tree protection fencing, and root pruning locations are all visible in the snip below. Note that no construction access to the preserved trees should be possible. This is a preliminary mark-up and may need to be modified after the trees are added to the site plans. I provided mitigation recommendations within the preservation narrative that follows. These mitigation measures include hand demolition; SSAT excavation (root pruning); tree protection fencing; bio stimulant treatments; and supplemental watering. Each of these recommendations is made to minimize construction impacts and attempt to mitigate some of the impacts that are unavoidable under the current design. SAT149 Arborist Report | Prepared by SavATree Consulting Group 13 RECOMMENDATIONS Based upon my observations, I recommend the following: • Canopy pruning for clearance may be needed for equipment. If pruning is required to remove deadwood, remove hangers, or provide 10’ of clearance from the ground, use the minimum dose necessary for clearance using branch reduction and/or branch removal cuts. • Adhere to proper tree care industry standards. All tree care practices shall be performed by or under the supervision of an International Society of Arboriculture (ISA) Certified Arborist and/ or Tree Care Industry Associated (TCIA) company. • Tree preservation zones should be expanded to the greatest extent practicable within the CRZ of the tree while providing the needed space for demolition and grading. • Apply for waivers from mitigation requirements to remove Heritage trees No. 77, 107, 129, and 130, as these trees are located within a future public utility easement. • A tree removal permit is required for the removal of any tree with a DBH greater than 8”. PRE-CONSTRUCTION: a. Pre-construction meeting to discuss tree preservation measures, discuss heavy equipment access, discuss sediment storage location, review planned utility locations, and finalize the tree protection fencing, and SSAT excavation locations. i. The proposed construction area and limits of disturbance (LOD) shall be staked to allow SSAT excavation to be positioned as close as possible to the excavation line. ii. No grading should take place within the TPZ. iii. Once the LOD is staked, the fiber line placement shall be reviewed onsite with the project arborist, and the location of root pruning cuts should be finalized. b. Tree protection areas shall be established and enforced to prevent soil compaction, grade change, and root damage. Tree protection devices shall be installed and shall conform to the details shown in the Appendix: i. SSAT (Supersonic air tool) excavation shall be performed where the proposed excavation crosses any CRZ of the preserved trees. This will prevent the roots from being damaged by excavation. Excavation shall be done using an SSAT to excavate to a depth of 18-24” at the locations agreed upon at the pre-construction meeting/ shown in Figure 7, followed by root pruning with hand tools (saws and snips) to make clean cuts to SAT149 Arborist Report | Prepared by SavATree Consulting Group 15 the face of the trench. Roots should be kept moist while uncovered and be re-covered immediately following root pruning. 1. All roots found within the trench will need to be pruned to accommodate this design. 2. SSAT excavation shall be completed under the direct supervision of an ISA Certified Arborist. If SSAT excavation uncovers many sizable roots, then tree removals or design change will need to be considered. ii. Erosion control measures within the CRZ shall be trench-less, except in areas where roots have been disconnected from construction by the root pruning process specified in 1. b. i. iii. Tree protection fencing shall be 6’ chain-link fence on 8’ galvanized steel posts driven 2’ into the ground at the locations shown in Figure 7. Refer to the tree protection fencing detail for additional information (Figure 9). iv. Signage: Tree protection signage in English and Spanish shall be installed on tree protection fencing at 30’ intervals. Minimum of two per tree protection fence area. v. Apply biostimulant treatment to any trees experiencing root pruning to roots 2” or larger or fibrous roots in large quantity. c. Establish a concrete spoil area away from tree root zones and without flow paths into tree protection areas, with compliance monitoring during construction. d. Establish an area outside of the CRZ to store sediment. Remove sediment daily when feasible. e. No materials or equipment shall be stored or placed within the CRZ of preserved trees, unless proper anti-compaction measures (mulch and construction matting) have been installed in that area or where roots have been disconnected from construction by the root pruning process specified in 1. b. i. 2. CONSTRUCTION: a. Tree protection and site fencing shall remain in place throughout construction activity to prevent construction access near the preserved trees. b. Conduct supplemental watering May-September during construction for the first year for any trees with significant root loss. Overall, 94.74% of the trees will be preserved. Five protected trees will be removed, including two classified as Heritage (Tree ID 129, 130). Tree Protection Fencing shall be installed in such a way that it protects each preserved tree’s Critical Root Zone in radial feet from the tree trunk, as shown in Table A2 below. The original tree preservation narrative shall apply to all preserved trees. All preserved trees have been tagged, and the corresponding number has been added to the data set (Table A2, Figure A1).
