MINUTES
January 6, 2005
The Transportation Safety Advisory Commission (TSAC) Convened on
Thursday January 6, 2005 at 6:30pm in the Municipal Complex Conference
Room, 1400 Schertz Parkway, Schertz, Texas.
1. Call to order at 6:30 p.m.

2. Review and Approval of Minutes: December 2, 2004

The City of Schertz Community Development Director, Amy Madison
went over the Schertz Parkway, Maske Road and Live Oak Road
future development plan. She talked about how the development will
be divided up. Mrs. Madison said that future duties of TSAC would
include reviewing plans of incoming developments.
Andy Bores had a concern about the P.I.D. project at FM 3009 and
IH 35. Mr. Bores concern is at the entrance and exit to the State
Bank next to H.E.B. He said that there is only one way into the State
Bank parking lot from FM 3009 and the only way out of the State
Bank parking lot is to turn right on FM 3009 towards FM 78. Sam
Willoughby, Director of Public Works said that once the P.I.D. project
is complete State Bank customers will have access to the signal light
through the H.E.B. parking lot.
Robert Brockman wanted to know why there is not a one-way sign
coming from Corridor Loop onto FM 3009. Sam Willoughby is going
to find out what the plans showed for signage in that area. Mr.
Brockman also wanted to know why the Schertz Parkway sign has
not been put up at Savannah & Schertz Parkway. Mr. Willoughby
said Public Works had gotten the signs in and that they would be
installed. Mr. Brockman inquired about getting reflective tape on the
traffic cones for the school crossing guards. Chief Starr said that the
reflective tape would be taken care of.
Debbie Bell from Northcliffe inquired about the status of the possible
3-way stop sign installation at Chelsea and Cherry Tree and whether
it is warranted or not. Chief Starr had his officers do a traffic study in
the area of Cherry Tree and Chelsea and also at Angels Dr. and
Chelsea. Chief Starr went over a diagram from the study and
mentioned his recommendations for the placement of stop signs,
which be at both locations on Cherry Tree. Debbie Bell also asked
about the Chelsea street name sign. Sam Willoughby said the sign
was on order.
4. Prior to the elections members will be questioned about their intentions of
remaining on the Commission for 2005.
Bill Gignac passed around a tenure sign up form. All TSAC members
that were present signed it. Bill Gignac asked for a motion to accept
the signatures on the appointment sign up sheet it was seconded by
Frank Johnson and all approved. Chief Steve Starr handed out the
updated draft to the TSAC Ordinance.
5. TSAC Ordinance Exhibit 1, section 4 requires at the first meeting of each
calendar year members of the Commission will elect a Chairman and a
Vice -Chairman to officiate at meeting. We shall comply.
Frank Johnson nominated Bill Gignac for Chairman of the
Transportation Safety Advisory Commission it was seconded by
Patricia Ramirez and approved by all. Bill Gignac will remain as
Chairman for one more year. Frank Johnson nominated Patricia
Ramirez as Vice Chairman of the Transportation Safety Advisory
Commission it was seconded by Terry Wells and approved by all.
Patricia Ramirez will remain Vice Chairman for one more year. Bill
Gignac said that he received a letter from John Bierschwale, Interim
City Manager regarding appointing a Commission member to a sign
committee. Bill Gignac recommended Max Hernandez for the sign
committee. Max Hernandez accepted.
6. City Manager has solicited a legal opinion from the City Attorney as to the
method of determining each member's length of Term i.e.; One year or two
year (Agenda item #7, of December 2, 2004 minutes.)
This item was addressed in section 4.
7. Status of 3-way stop at Chelsea and Cherry St. intersection. Will traffic
counts warrant this action?
Chief Steve Starr passed out a copy of a diagram of Chelsea and
Cherry Tree intersection to the Commission members. Chief Starr
had officers also take a look at the location of Angels Drive and
Cherry Tree for an additional stop sign. Chief Starr suggested
installing the stop signs at both locations. The Commission
members discussed the good and bad points of installing stop signs
at Chelsea and Cherry Tree, also at Angels Drive and Cherry Tree.
James Rose feels it would not be a good idea to install stop signs at
both locations mentioned. Mr. Rose suggested start with one
location and see how it affects the traffic flow. Bill Gignac asked for
a motion to accept the diagram as presented it was seconded by
Patricia Ramirez and approved by majority. James Rose and Max
Hernandez opposed the motion.
8. Copy of Amtrak letter mailed to Senator Kaye Bailey Hutchinson.
Bill Gignac said that Senator Kaye Bailey Hutchinson has not
responded to his letter as of yet.
9. General discussion to include new concerns by commission members.
Patricia Ramirez said that the striping on FM 3009 at IH 35 (going
towards IH 35) is not marked correctly. Frank Johnson did not have
anything to add. Terry Wells did not have anything to add. Max
Hernandez said he would like to recommend that TxDot put a
reduce speed limit sign up in the area of FM 78 between River Road
and Cloverleaf. Bill Gignac recommended that TSAC cover this issue
at a later date if necessary. Nena Gerber said that there was an
accident at Main St. and FM 78; she also said that cars and
sometimes trucks get stuck on the high curb at that location. Bill
Gignac said that TSAC is trying to get something done with the high
curb. Max Hernandez wanted to know if a sign could be put up
notifying the trucks with trailers of the high incline. Sam
Willoughby will write a letter to TxDot regarding the railroad
crossing at FM 78 and Main St. Chief Steve Starr said that the City
of Schertz annexted Wiederstein Road and he wanted to know if
TSAC wanted to research the signage that would need to be
installed. Bill Gignac ask Frank Johnson if he would research the
speed limit sign project for Wiederstein Road, Max Hernandez will
also be working on this project. Chief Starr also said that Maske
Road would be closed to through traffic for drainage improvements
starting on January 10, 2005. The drainage project would take
approximately 8 to 10 months. Sam Willoughby said that the
Borgfeld Road Reconstruction project went out for bid, and now
waiting for City Councils approval. Bill Gignac said that Union
Pacific responded to his letter and their reply was that they would
lower the train speed limit from 70mph to 60mph through the City.
10. Adjournment
Meeting was adjourned at 8:22p.m. The next meeting will be on
February 3, 2005 at 6:30 p.m. in the City Hall Conference Room.
