MINUTES
May 4, 2006
The Transportation Safety Advisory Commission (TSAC) Convened on
Thursday May 4, 2006 at 6:30pm in the Municipal Complex Bob Andrews
Conference Room, 1400 Schertz Parkway, Schertz, Texas.
1. Call to order at 6:32 p.m.

3. Review and Approval of Minutes: April 6, 2006

Tom Robinson inquired about the missing yield sign on the access
road at exit 178 off of IH 35. Sam Willoughby said that TxDot would
be evaluating this section of IH 35 access road. Mr. Robinson said
that when he turned onto FM 3009 from FM 78 he noticed the center
stripping was very faded and the reflector buttons were not reflecting
the headlights. TxDot will be starting the FM 3009 resurfacing
project May 2006 and the project should be completed sometime in
August 2006. This project should take care of this issue.
Aston Bryan was attending the meeting regarding item number 7 on
the agenda.
5. Discussion and possible action by TxDot on the request to install signs on
FM 78 at FM 3009 prohibiting u-turns past this intersection.
TxDot is doing a study at the intersection of FM 78 and FM 3009.
They are looking at several options to help relieve the traffic
congestion in this area. The study should be completed about mid
June 2006. After the study is complete TxDot will meet with City
Staff to go over their findings. This item will be put on the July
2006 agenda.
6. Discussion of 4 Way stop @ Wiederstein Road and IH 35 access road.
Sam Willoughby said that TxDot is running behind on getting the 4-
way stop installed at Wiederstein and IH 35 access road. Mr.
Willoughby suggested that TSAC should start the process on getting
the ordinance in place for this intersection. This item is closed.
7. Discussion and possible action on parking along the streets around the
islands on Arroyo Seco.
Andy Bores said that he received a letter from the Arroyo Verde
H.O.A. regarding the parking issue around the islands. Chief Steve
Starr had a representative check out the islands as well as Dudley
Wait, EMS Director and Chief Friesenhahn, Fire Chief. Fire Chief
has a big issue with these islands, Mr. Wait does not. Chief Starr
recommends curb painting. Residents around island would have
issues, although safety issues are above and beyond these issues.
Residents are mixed on signage vs. painting. Mr. Willoughby
believes that signs are the best measure, since painting is a
secondary warning. Suggestion made by Dr. Trayhan to have this
topic added to the next meeting to be discussed by council to allow
this signage. Letters are to be sent to residents by Judy Tokar, City
Secretary to residents of the subdivision notifying them of the council
meeting and that this topic will be covered so that residents will have
an opportunity to be heard. Possibility of next meeting to be on May
23, 2006.
8. Discussion and possible action regarding the replacement of Mr. James
Rose.
Andy Bores said that James Rose sent his letter of resignation. Andy
Bores said that the current TSAC members will go over the
applications received at the June meeting and send their
recommendation to City Council.
9. Discussion and possible action on need for signs at Windy Meadows and
Oak St.
Stephen Bish wanted to know if something could be done to slow the
traffic down on Windy Meadows up to the Oak Street intersection.
Sam Willoughby made the suggestion of installing a stop sign ahead
sign and maybe asphalt buttons. Sam Willoughby will look into this
item. This item is closed.
10. Discussion and possible action regarding a safety concern on Schertz
Parkway by the Schertz Bank and Trust.
Andy Bores said that the speed limit is going to be reduced. This item
is closed.
11. Discussion and possible action on placement of a stop sign at the
Borgfeld Road entrance to the Dove Meadows subdivision to be
relocated.
Chief Steve Starr did not think it would be a good idea to relocate the
stop sign. Chief Starr suggested leaving it as is. This item is closed.
12. Discussion and possible action regarding the shoulder on FM 78 and
Schertz Parkway being used as a turn lane.
James MacSorley had a concern with motorist using the shoulder as
a turn lane. Sam Willoughby spoke with TxDot, and TxDot is
requiring more detailed information from TSAC as to why the
shoulder should be restricted from vehicles turning right. Mr.
Willoughby said that TxDot informed him that it is common practice
for motorist to turn from the shoulder, it is not illegal. This item is
closed.
13. Discussion and possible action on the status of traffic light at FM 1103
and Chelsea.
Sam Willoughby said there is not a time line for this item yet. Mr.
Willoughby said that once the current construction project is
completed on FM 1103 TxDot is requiring the City of Schertz to
request a traffic study to evaluate the speed of the traffic. This item
is closed.
14. Discussion and possible action on increasing the speed limit on the exit
178 ramp on IH 35 from 25 mph to at least 50 mph.
Sam Willoughby said that TxDot is in the process of changing the
speed limit to 45mph on the exit ramp. TxDot is also evaluating the
yield sign issue. This item is closed.
15. General discussion items by Commission Members for inclusion on next
month's agenda or items for Public Works Director information and
action.
Frank Johnson said that the traffic condition in Oak Forest is very
bad. Frank Johnson said that the traffic volume has increased to
about 500%. Mr. Johnson said that nothing has been done yet. Mr.
Johnson wanted it on record that he is making an official complaint.
Sam Willoughby said that he had a meeting with Pat Ramirez and
they are going to look at traffic calming devices. This item will be on
the June agenda.
Max Hernandez said that large trucks are parking on the new asphalt
at Cloverleaf and FM 78. Mr. Hernandez said that the trucks are
messing up the asphalt.
Chief Steve Starr said that the commission should look at the whole
city regarding the islands concerns in the different subdivision. This
item will be on June agenda.
Sam Willoughby said the TxDot will be re -surfacing, redoing curbs
and sidewalk work along FM 3009.
Andy Bores said that Shawn Vandenberg will be on a lengthy tour of
duty (TDY). Mr. Vandenberg wanted to know if he should resign.
This item will be on the June agenda.
16. Adjournment
Meeting was adjourned at 7:39p.m. The next meeting will be on
June 1, 2006 at 6:30 p.m. in the Council Chambers Workshop
Conference Room.
