MINUTES
August 6, 2009
The Transportation Safety Advisory Commission (TSAC) convened on August 6, 2009 at 5:30 pm
in the Council Chamber Conference Room, Building # 4, 1400 Schertz Parkway, Schertz, Texas.

~ HEARING OF RESIDENTS
Chairman Bores recognized the following:
• Mr. Brockman, 1000 Elbel, Apt #411 who was present to ask about:
Is there a mission statement for TSAC? TSAC mission is described in the established
general by-laws.
• Steve Gerken, 933 Blue Forest Dr, Forest Ridge Subdivision. Concerns about speeding
traffic coming ofF Blue Ridge Drive onto Wiederstein Road.
1. Minutes -Consideration and/or action regarding the approval of the minutes of August 6,
2009.
Motion to accept August 6, 2009 minutes by Max Hernandez and seconded by Bill Bowers.

2. Buffalo Drive -The crossing area on Buffalo Drive near the first entrance to the Clemens
curbed parking lot. There is a crosswalk in place leading to BVYA fields But there is no
signage or markings making drivers aware of crosswalk. Kevin Bean, High School Liaison
reported back that a work order has been issued and signage will be in place by the beginning
of the school year. Item closed.
3. Mesa Oak Subdivision - Neighbors concern about the amount of traffic going through Mesa
Oak Subdivision on Oak Valley to avoid the stop light on East Live Oak Road and Schertz
Parkway. Mr. Tillick had recent pictures to share of the tire tracks from racing on Oak Valley.
Another concern is handicap citizen living on Oak Valley. Item placed on September 3, 2009
' agenda.
4. City Council Action -Council liaison to brief Commission on actions taken at City
Council meetings. Councilman Scagliola briefed the Commission on the following:
• Several road projects have been approved by Council and awarded construction
will begin shortly.
• "No Parking" signs have been posted at Sippel Elementary School.
5. City Engineer Report -City Engineer to brief Commission on status of bond projects.
City Engineer, Larry Dublin, briefed the Commission on the following:
• FM 3009 Relocation water, sewer and lift station was awarded to Holliman
Corporation in the amount of $1,010,086.00 construction will start shortly.
• Town Creek Sewer lift station was awarded to Pesado Construction Company in
the amount of $1,437,952.65 construction will start shortly.
• Northcliffe Street reconstruction -Phase 1 was awarded to Wagner Materials &
Construction in the amount of $647,273.00 to be paid from the 2006 bonds.
Construction will start shortly.
• Temporary construction speed limit ordinance to extend the reduced speed limit
from 55 MPH to 45 MPH for the entire of FM 3009 from I-35 to FM 2252 first
reading.
7. Items to be Placed on Next Agenda -Consideration and or action on questions and
~ possible items to be placed on the next agenda. (Commission Members)
• Oak Valley -Traffic and speeding through subdivision
• Blue Forest Drive -speeding issue
ADJOURNMENT: Motion made by Doreen Bowers and second by Max Hernandez -All Ayes
