7:00 p.m., Thursday, April 6, 1995 in the Municipal Complex
Conference Room, 1400 Schertz, Parkway, Schertz, Texas.

Lew Borgfeld, Chairman of the Economic Development Commission,
call the meeting order at 7:00 p.m.
APPROVAL OF MINUTES (November 23, 1994)
Lew Borgfeld asked for approval of minutes. Mark Marquez
stated that the minutes were not available at this time.
Sales Tax Election
The commission generally addressed the sales tax election and
the dissappointment of the results. They thought the election
might have been pushed too fast and commented on the
possibility that the citizens were concerned about the sales
tax and how the money was being spent. Another point was the
bond and sales tax election being tied together may have placed
some confusion of the issues involved into the voters minds.
Merwin Willman added that the amount of money spent on EDC may
have turned people away from voting at all and suggested
itemizing where the money is spent for the voters availability.
Kerry Sweatt concluded this discussion by stating that lessons
learned would be applied to future considerations of this type
of election.
Enterprize Zone
Mark Marquez stated the application is in final review at the
Department of Commerce. Awaiting a response at this time.
4th of July
Mark Marquez stated the need to order more promotional items.
He also suggested improving the display booth for a better
marketing tool. Sales were going well at the front desk.
Volunteers will be needed to man the booth. Suggestion was
made to display wood items in the lobby display case. Mark
Marquez was asked to contact Juan Thorn about chairing the 4th
of July activities.
Lew Borgfeld asked about the status of purchasing a traveling
display. Mark Marguez stated that due to lack of funds
purchase could not be done at this time. Lew Borgfeld
suggested to pursue this issue for a traveling display as a
good marketing tool at other events.
Business Appreciation Dinner
Lew Borgfeld asked W. J. Sweatt if she was willing to chair
this event again and she accepted. She suggested the inclusion
of the sales tax issue and next year's election in some was
shape or form. Harry Richburg added it was a good idea to have
it available at this event.
Kerry Sweatt suggested to bring in a speaker from the Texas
Department of Commerce, someone of high stature.
Date for this event was set for September 21, 1995
STAFF COMMENTS
Mark Marquez looking into revising brochures. Also asked about
re-appointment of members for the EDC. Lew Borgfeld suggested
to have a brief meeting to present this issue. Meeting was
dated April 13, 1995 at 12:00 p.m., at Lilly Marie's
Restaurant. Of the members present W. J. Sweatt, Bruce
Hammersal, and Harry Richburg accepted re-appointment as
members of the Commission. Merwin Willman declined.
COMMISSION MEMBER COMMENTS
Merwin Willman presented the site plan for Denny's.
Bruce Hammersla will be submitting information on an additional
building near his site.
W. J. Sweatt suggested when new developments within our City
are completed that the video be updated.
CHAIRMAN COMMENTS
Lew Borgfeld generally commented about the Sales Tax Election
and about making ourselves known to people who have contact
with those who are interested and looking at Schertz.
A Commercial and Industrial Realtors Tour will be held on May
17, 1995 at 4 p.m. at the Schertz Business Park on Commercial
Place, off FM 1518. Mr Sweatt mentioned he has talked to Greg
Pitzer who will submit information.
Lew Borgfeld asked Kerry Sweatt to comment on the Northeast
Partnership. Kerry Sweatt stated that this partnership
consisted of representatives from eight (8) cities to look at a
regional approach to certain aspects of ED. The purpose of the
association is a step toward regionalism. The hope is more can
be accomplished working together than working alone.
Kerry Sweatt reported that a press release and discussion will
be held at Retama on April 27, 1994.
NEXT MEETING DATE
The meeting will be held on June 8, 1995, 7:00 p.m. at the
Municipal Conference Room.
ADJOURNMENT
With no further business, Chairman Borgfeld adjourned the
meeting at 8:30 p.m. with a motion to adjourn from Harry
Richburg and a second from Bruce Hammersla. Motion carried
unanimously.
