PLANNING AND ZONING MINUTES "
The Schertz Planning and Zoning Commission and City Council held a Joint Public
Hearing on Tuesday, September 18, 1984 in the Municipal Complex Council Chambers,
1400 Live Oak Road. Members present were as follows:

#1. CALL TO ORDER .
Mayor Sawyer called the meeting to order at 7:00 P.M. and turned the meeting over
to the Planning and Zoning Commission Chairman Linebarger.
#2. PUBLIC HEARING: .Zoning Change #61
To receive input from the public on a request by Clyde Dishong to install a
satellite TV dish on his property.
The minutes of this public hearing is a duplication of the City Council minutes.
#3. PUBLIC HEARING: Zoning Change #62
To receive input from the public on a request by Homecraft Land Development"to
rezone approximately 40 acres from General Business (GB) and Predevelopment (PD)
to Garden Home District (R-5).
Chairman Lineba"rger advised those present the applicant had withdrawn the .rezoning
request and"this public hearing would not be held.
#4. PUBLIC HEARING: ~ Zoning Change #63
To receive input from the public on a recommendation by the Planning and Zoning
Commission to define satellite signal receiving dishes as an authorized schedule
of use in the Zoning Ordinance.
Chairman Lineberger advised those present the Planning and Zoning Commission has
recommended the following-definition to the Zoning Ordinance:
Satellite Television Signal Receiving Dishes - A ground-mounted device commonly
parabolic in shape, mounted at a fixed point on the ground for the purpose of
capturing television signals transmitted via satellite communications facilities
and serving the same or similar function as the common television antenna. Said
- devices are herein defined as accessory structures.
There was a short discussion on the location of accessory building, and if there
is a need for the dish to be located on the side or front yard, a public hearing
would be required. This item did not address dishes on roof tops and the
possibility of them being located on roof tops.
#5. ADJOURNMENT OF PUBLIC HEARING
Chairman Lineberger turned the meeting back over to the Mayor who adjourned the
Public Hearing at 7:.10 P.M.
The Planning and Zoning Commission reconvened in a special session after the
Joint Public Hearing in the Municipal Complex Conference Room.
#1. CALL TO ORDER
_ Chairman Lineberger called the meeting to order at 7:20 P.M.
#2. APPROVAL OF P4INUTES: Regular Session., September 11 1984
Ray Stanhope made a motion to approve the minutes and Merwin Willman seconded
the motion and the vote was unanimous in favor.
#3. CONSIDER AND MAKE RECOMMENDATIONS: -
A. Zoning Change #61
After a short discussion, Bob Andrews made a motion to recommend approval of
Clyde Dishong's request to place a satellite T.V. reception dish in his rear
yard. Darwin Peek seconded the motion and the vote was unanimous in favor.
B. Zoning Change #62
After a short discussion about this item and the withdrawal of the rezoning
request, it was agreed by the Commission to place this item on the agenda
for the next meeting to consider changing the zoning from predevelopment.
C. Zoning Change #63
After a short discussion, Darwin Peek made a mQti~on tQ recommend the def-
nition for Satellite Television Signal Receiving Dishes be added to Zoning
Ordinance. Merwin Willman seconded the motion and the vote was unanimous in
favor. '
#4. CONSIDER AND TAKE APPROPRIATE ACTION: Final Plat San Antonio Shoe
After a short discussion, Bob Andrews made a motion to approve the Final Plat
for San Antonio Shoe Subdivision. Ray Stanhope seconded the motion and the
vote was unanimous in favor. ~
#5. CONSIDER AND TAKE APPROPRIATE ACTION:
A. Final Plat Tri-County Unit II
- Earl Hartzog advised the Commission the City Engineer has already approved
the construction plans for this project. After a short discussion and review
of the Master.Plan, Ray Stanhope made a motion to approve the Final Plat.
Bob Andrews seconded the motion and the vote was unanimous in favor.
B. Preliminary Plat Tri-County Unit II
There was a lengthy discussion on drainage from this project and which water-
shed this run-off would be joining into. It was agreed the Preliminary Plat
could be approved, but the Commission would like an explanation on the drain-
age by the Project Engineer or City Engineer. Ray Stanhope made a motion to
approve the Preliminary plat contingent upon drainage. Bob Andrews seconded
the motion and the vote was unanimous in favor.
#6. GENERAL DISCUSSION
Earl Hartzog advised the Commission he had omitted the vacate/replate of Horseshoe
Oaks Unit 2B on the past two agendas and needs approval in order to get the plat
recorded.
Since no one objected to the replate at the public hearing, Merwin 4Jillman made
a motion to approve the replate of Horseshoe Oaks Unit 2B. Bob Andrews seconded
the motion and the vote was unanimous in favor.
Chairman Linebarger advised the Staff to put this item on the agenda for the next
meeting so it is identified as an official agenda item.
There was a discussion about subscribing to the Zoning News put out by the
American Planning Association. It was agreed the subscription fee of $25.00 per
year would be worth the fee if just one idea or solution was obtained from the
newsletter. Chairman Linebarger advised the Staff to take the necessary action to
obtain the Zoning News Monthly.
